Truckee, CA 96161 dnishimori@townoftruckee.com Comments for Canyon Springs DEIR Dear Denyelle, I am writing to express my concern regarding the adequacy of the DEIR for the proposed Canyon Springs housing development: Traffic: I have lived in Glenshire for nearly 10 years and commute to Reno five days per week. I am very concerned about the safety and traffic on the steep narrow portion of Glenshire Drive between Martis Peak Rd. and Hirschdale Rd. This is to be the primary access for the new development. The road is not equipped to handle the current traffic load. Accidents are common on this section of road in the winter. Will the developers be financially responsible for upgrading and maintaining this section of road to handle the additional traffic? Also during weather or fire emergencies this being the primary access point creates a very dangerous traffic safety issue. DEIR does not consider impact of I-80 closures, inclement weather or accidents. This is a serious issue currently, and will only be exacerbated with the additional traffic that this development would bring. A safety study should be done to evaluate possible solutions for this. Traffic: The DEIR assumes the Railyard project will construct a new DPR/Glenshire intersection road improvement to be completed when timeline of project construction for the Railyard is unknown. There is no credible basis for assuming this new intersection. DEIR traffic analysis should be redone. Traffic: DEIR did not take into consideration of cumulative impacts on Glenshire Dr/DPR from Olympic Heights and downtown core. Glenshire Drive contains dangerous ruts; additional traffic will further degrade and also necessitate more frequent maintenance. Is this part of the financial commitment from the developers? Or will Truckee taxpayers have to pay for the additional upkeep? Traffic studies need to consider cumulative impacts for the region. Land Use and General Plan: Goal COS-9 Link open space areas in Truckee through a well-connected network of open space and trails. (p 7-40). Trails in this project do not connect with the entire development, or the Town of Truckeeā€™s trail network The long term build out will make Glenshire a construction zone for 20 years. This is not acceptable. Community blight: The Elkhorn Ridge development has been sitting largely vacant for a number of years now. There are over 60 empty lots in this subdivision. There have been 7 houses built. If there were a demand for this new development those lots in the same immediate area would be selling more actively. The Elkhorn Ridge development is blight on the community. There is a lot of litter, bottles, and used condoms at the end of each cul de sac in this development. There are numerous dead trees, and large washed out areas on the road side, which washes sediment down the hills into the drainage to Glenshire Pond. Do we need MORE empty lots in Eastern Truckee? This development seems to use urban planning policies in a very rural setting. It seems like a Bay Area urban sprawl type of development (see Livermore or Tracy), not a small town like Truckee. If this development was not in legal proceedings when the Truckee General Plan was written it most certainly would have been rejected. It is not consistent with the Land Use Principles (General Plan 2-2 and 2-3). Thank you for allowing me to address my concerns regarding the DEIR for Canyon Springs.
