I am a resident of Glenshire and have concerns regarding the adequacy of the Canyon Springs Draft Environmental
Impact Report (DEIR).
Hydrology and Biology: DEIR hydrology section is inadequate since it does not take into account the Glenshire Pond.
Sediments and nutrients that are added from project site will collect in Glenshire Pond causing potentially severe
impacts to water quality with worsening bacteria and algae blooms. The pond has had visible declines in water quality
over the past decade with the addition of new developments. Algal bloom was so bad a couple of years ago, a bike
helmet was entangled by the large growth in the pond and was a distressing eyesore for an entire summer. The pond is
rich in wildlife and part of bird migratory corridors. The pond is the heart of Glenshire for humans and wildlife. It already
needs help, not further negative impact. The DEIR must address potential impact to the Glenshire Pond.
Land Use and General Plan: Goal COS‐9 Link open space areas in Truckee through a well‐connected network of open
space and trails. (p 7‐40). Trails in this project do not connect with the entire development, or the Town of Truckee’s
trail network. Cambridge estates development choked off access to many of the trails in Glenshire and the surrounding
area. It is now difficult to walk our children to school safely since we have to use more roads and less trails. This has led
us to drive our children to school more often, which further contributes to traffic and air quality issues. Open space and
trail access is important for existing residents, and potential new residents to maintain quality of life, reduce traffic, and
to provide wildlife corridors.
Traffic: DEIR assumes Railyard project will construct a new DPR/Glenshire intersection road improvement to be
completed when timeline of project construction for the Railyard is unknown. Current traffic at the Donner Pass
Road/Glenshire intersection is already a problem with significant delays during peak hours. This intersection also sees
many accidents, so further increases in traffic would seem to increase the risk of collisions. In fact, it seems that a traffic
light or other intervention is already needed. The DEIR should be re‐done to reflect traffic impact with the current roads,
and cumulative impact to all areas including downtown, Olympic Heights, Glenshire/Devonshire/Cambridge estates, and
access to Hwy 80.
