Box 266 Tahoma, CA 96142-0266 530/525-7232 March 28, 2013 Jenna Endres Truckee Community Development Department 10183 Truckee Airport Road Truckee, CA 96161 Subject: Comments on the Tahoe Donner Association Marina Improvement Project (12-020/AMND-DP-UP) Thank you for the opportunity to comment on the Tahoe Donner Association Marina Improvement Project. The California Department of Parks and Recreation (CA State Parks) owns and operates Donner Memorial State Park (SP) which is adjacent to the proposed project to the southeast. The Donner Memorial SP spans approximately 3,241 acres and has a total of three campground loops with 149 campsites. The Town of Truckee’s General Plan Land Use Element states for the Donner Lake Neighborhood Area, DL-P2. “Cooperate with the Truckee-Donner Recreation and Parks District, the State Department of Parks and Recreation, and the residents at Donner Lake in planning for Donner Lake to minimize conflicts between residential and recreational uses and to protect the natural resource values of the lake.” CA State Park staff has reviewed this project and has the following comments below.  No surface water runoff from the existing and/or proposed development shall run on to State Park property.  If additional parking becomes part of the Marina improvement plan, State Parks would be concerned with traffic circulation, parking, and access to and from State Park property to the Marina facility.  No invasive, non-native wild and/or cultivar vegetation to be planted or seeded that could spread and infest on to State Park property. Scotch Broom (Cytisus scoparius) and other species of broom are known invasive plants in California. CA State Parks requests the proposed dwarf Scotch broom be replaced with another non-invasive plant species.  Lighting, even downcast, will impact nighttime visual and aesthetics of park visitors when by the lake.  CA State Parks does not have concerns at this time of the private Marina facility for passive recreation purposes, i.e., picnicking, swimming, boating, fishing, etc. State Parks would have concerns regarding the development of commercial Page 2 Tahoe Donner Association Marina Improvement Project Comments operations especially regarding traffic circulation, parking, amplified sound, hours of operation extension, special events, etc. Thank you again for the opportunity to comment on the Tahoe Donner Association Marina Improvement Project.
