While reading the public draft of the proposed mitigated negative declaration, it's stated more than once that improvements are not designed to expand overall capacity, but to improve the overall user experience and therefore no additional parking is needed. The last paragraph on pg 41 contradicts this statement by saying, "With the exception of the slightly larger lawn and picnic area, none of the recreational facilities are being expanded. The lawn and picnic area is currently heavily used during peak usage times and heavy usage of this area has spilled over onto undisturbed portions of the hillside. To accommodate the existing demand for the lawn and picnic area, the TDA is proposing to convert a small area of the hillside into a more useable lawn and picnic area." By default then without an improved lawn area, the crowds are lessened and expanding the area will generate more users. Anyone who travels Donner Pass Rd through this area in the summer time knows what a cluster it is and during peak holiday times is not only nightmarish to navigate by car but extremely dangerous if on foot or bicycle. Parking from the Donner Memorial State Park and the TD Marina users overflow on to DPR and into the bike lanes forcing bicyclists and cooler toting picnickers into the roadway. With an influx of construction vehicles to build the project and the same amount of people using the facility if not more after completion, how can the report say there won't be an impact? Having lived on the west end of Donner Lake for the last two summers I see first hand the negative impacts the TD Marina has on traffic in that area and to rubber stamp this project without any sort of mitigation to the parking situation would be negligent by the Town, rewarding to a fractional few, and undeserving for the majority of Truckee residents. I'm not against this project as a whole, but feel that all the facts are not being considered and would strongly encourage some sort of amendment to the plan to address the parking situation.
