CALL TO ORDER—Mayor Wallace Dee called the meeting to order at 6:00 p.m. 2. ROLL CALL: Council Member Barr, Vice Mayor Flora, Mayor Wallace Dee, Council Member Brown, and Council Member deRyk Jones. Staff Present: Fleet Manager Albert, Street Maintenance Supervisor Jacobsen, Chief of Police McGill, Town Clerk Price, Assistant Town Manager Terrazas, Community Development Director McLaughlin, Public Works Director/ Town Engineer Wilkins, Administrative Services Director Szczurek, Town Manager Lashbrook, Town Attorney Morris, and Records Technician Kuhlemier. 3. PLEDGE OF ALLEGIANCE — led by Pat Davison. 4. PUBLIC COMMENT- none. ' 7. Discussion Items -taken out of order. 7.1 STAFF REPORT—Award of Contract for Classification and Compensation Study. Recommended Action: Award a contract to Bryce Consulting for the completion of a Classification and Total Compensation Studylin an amount not to exceed $50,000 and provide feedback to Staff on policy assumptions for the study. Administrative Services DirectorSzczurek preslented from the staff report (presentation on file with the Town Clerk). Council Discussion: • The Request for Proposal estimate from Bryce Consultant was $48,000. • Truckee is unique in the aspect of pay for performance. Otherjurisdictions have a"step range" not based on performance. • The consultant will look at ranges, duties and value of the position, not specifically at pay for performance. • The process needs to consider Truckee community comparable. Response: Bryce Consulting -Shelly responded a pay for performance program is very unusual in public organizations. In order to achieve a proper pay for perFormance program a strong performance management system needs to be in place and a checks and balance system needs to be followed for pay for performance to succeed properly. • The State of California report publishing public employees' salaries will not be used because that report does not break down all the compensations that the Town will be 1 analyzing. The Staff recommendation was moved by Council Member Brown, seconded by ' Council Member Barr, and carried with the following vote: 6:19:02 PM Ayes: Council Member Brown,Mayor Wallace Dee,Council Member deRyk Jones, Council Member Barr and Vice Mayor Flora. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. � 7.2 STAFF REPORT - Snow Removal bid award for Prosser Lakeview Estates, Prosser Heights, Prosser Dam Road, Pioneer Trail and Comstock Drive for 2013 through 2014. Recommended Action: Authorize the Town Manager to execute an agreement with R-1 Snow Removal Inc. for snow removal services in the Prosser area for the 2013-2014 winter snow removal season, and direct staff to report back to the Council during May of 2014 to receive direction on exercising the two one-year renewal options contained in the contract. Public Works Directorlfown Engineer Wilkins presented information from the staff report. Mayor Wallace Dee opened the item for public comment Pat Davison, Contractors Association of Truckee Tahoe (CATT), read from a prepared statement: ' • Questioned changes in the contract and bid documents from the previous years. • Stated CATT did not want to hold up the contract. ' • Questioned service levels. Eric Sutton, Truckee resident: • Stated his disappointment in the bid specification changes without Council approval. • Stated to change specification should be approved at a Council meeting. • Requested Council award the Contract to R-1, and provide direction to allow for a second loader and pay for a second loader for snow removal. Mayor Wallace Dee closed pubiic comment. Council Discussion: . The wording regarding service levels in the contract is consistent with past years: o Contract item 4.2.1 identifies plow frequency on the streets every 12 hours during a snow event. o Contract item 4.2.6 identifies plow frequency needs to be maintained every 12 hours with three inches of snow. . The 2013 contract requires the contractor to own two loaders but not required to use two loaders. • The service provider would only need two loaders if one breaks down, in order to maintain service. • Clarified, the contractor could use two loaders, and wili be paid for the hours plowed not 1 the amount of loaders plowing. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. 7.3 STAFF REPORT - Purchase of Replacement Hydro-Vactor. Recommended Action: Authorize the Public Works Director/Town Engineer to purchase a used 2011 hydro-vactor from Jack Doheny Companies to replace the Town's existing hydro- vactor(Unit#324). Public Works Directorlfown Engineer Wilkins presented information from the staff report, correcting the Hydro-Vactor will be a 2012 not a 2011. Councif Discussion: • There will be performance improvement with the new Ioader. • Vactors are loud, but they do not bring the same noise issues as the sweepers. Vactors are ran mostly during the day and the noise issues arise when the sweepers are running at night. 1 Mayor Wallace Dee opened the item for public comment. The Staff recommendation to purchase a used 2012 hydro-vactor was moved by Council Member deRyk Jones,seconded by Council Member Brown,and carried with the following vote: . 6:34:18 PM Ayes: Council Member Brown,Mayor Wallace Dee,Council Member deRyk Jones, Council Member Barr and Vice Mayor Flora. Noes: None. Absent: None. Abstain: None. The motion passed unanimously. 5. PRESENTATIONS 5.1 Town Manager Lashbrook presented the Mid-Year Priorities Update(presentation on file with the Town Glerk). 5.2 Community Development Director McLaughlin provided the Development Update. (presentation on file with the Town Clerk). 1 6. CONSENT CALENDAR Town of Truckee September 24,2013, Regular Page 3 It was moved by Council Member deRyk Jones,and seconded by Vice.Mayor Flora,to approve the Consent Calendar as follows: 1 6.1 Approve the minutes of September 10, 2013 Regular and Closed Sessions. 6.2 Authorize the Town Manger to enter into an agreement with the Town of Truckee Redevelopment Successor Agency for project management services. 6.3 Authorize the Public Works Director/Town Engineer to file a Notice of Completion for the 2013 Slurry Seal Project; and approve final project budget amendments. The Consent Calendar passed with the following vote: 7:2424 PM Ayes: Council Member Brown,Mayor Wallace Dee,Council Member deRyk Jones, Council Member Barr and Vice Mayor Flora.- Noes: None Absent: None Abstain: None The motion passed unanimously. 8. COUNCIL REPORTS Vice Mayor Flora . Attended the Nevada County Local Area Formation Commission meeting September 19th. • Attended the Brickelltown polling scoping meeting. • Met with staff on potential trails. Mayor Wallace Dee 1 • Attended Tahoe Donner Community Day, September 27st. • Announced the grand opening of the Donner Summit East Bound rest stop Saturday, September 28, 2013. • Announced the Truckee Police Department in partnership with the Truckee Donner Recreation and Park District (TDRPD) will hold an informative meeting regarding alcohol and youths September 26, 2013 at 6:00 p.m. at the TDRPD. Council Member Brown • Attended the Annual League of Califomia Cities Conference September 18'"through the 20`n " Council Member Barr . Met with staff on the Single-Use Bag Ban. . Attended Tahoe Donner Community Day, September 2151 Council Member deRyk Jones • Attended the Single-Use Bag Workshop the group will have a draft ordinance coming back to the workgroup on October 3. Announced there will be an outreach and education component. . Attended the Redevelopment Oversight Board.
