CALL TO ORDER—5:35p.m. 2. ROLL CALL: Council Members; Brown,Wallace Dee, deRyk Jones,Vice Mayor Barr, and Mayor Flora. Staff Present: Associate Planner Endres, Associate Engineer Bucar, Public Works Director/Town Engineer Wilkins, Town Manager Lashbrook, Assistant Town Manager , Terrazas, Community Development Director McLaughlin, Police Officer Mardison, and Records Techriician Kuhlemier. 3. PLEDGE OF ALLEGIANCE—deferred. 4. PUBLIC COMMENT— none. 5. WORKSHOP ITEM 5.1 Town Hall Meeting — Consideration of a Ballot Measure for a '/4 Cent Sales Tax Dedicated to Trails. � Associate Engineer Bucar, Public Works Director/Town Engineer Wilkins, Town Manager Lashbrook and Charles Health TBWB Strategies (Consultant) presented information regarding the proposed tax ballot measure (presentation on file with the Town Clerk). � . The workshop was facilitated through the presentation with questions and answers throughout the presentation. Question topics and conclusions: • Trails and maintenance budgets were discussed in depth. ' o Staff presented past and planned trail expenditures in the Town. o Staff presented anticipated expenditures to complete the Truckee Trails and • Bikeways.Master Plan. • Council has examined multiple revenue sources for furiding trails. -- • Currently the maintenance of trails is not fully organized. o The maintenance costs of the trails will increase with the age of the trails and pavement condition. o Staff presented both 10-year and long term cost estimates to maintain existing and planned trails. - 0 10-year maintenance costs assume trails would not require repaving in the next ten years. o The current budget does not have provisions for snow removal, except for removal of snow at the end of the winter. o Future funding sources would need to be considered if the community desires snow removal for the trails system. � • Discussion arose regarding sunset clauses: o The Town's Measure V will expire at the end of the sunset, and the County wide library measure is,due to expire in 2016. o The Town is considering a sunset clause of ten years on this particular � measure. . • Audience comment: the measure would be more palatable if it was tied to snow removal more in particular removal of berms. • The measure will require a super majority(2/3rds)of registered voters in the Town of Truckee to pass. • There was some concern that additional tax may require people to shop outside of Truckee. Charles Heath of TBWB Strategies indicated that studies sales tax rates have little impact on where people shop. � • There was a question about whether a 3/8 cent or 1/2 cent sales tax was considered to cover all potential trail costs. The 1/4 cent rate was chosen because the Town plans to continue to seek outside funding sources, such as grants, for trail construction and a higher sales tax would�put the Truckee sales tax over the . Statewide average (a 1/4 cent sales tax would bring Truckee's sales tax up to the Statewide average). • It was confirmed that there are no other potential competing local ballot measures anticipated on the June 2014 election, although the school board is considering a , school facility funding measure for November 2014. • Town staff discussed that the ballot measure and implementing resolution will unlikely specify what trails are built in order to provide flexibility, especially considering that the Town may be able to leverage additional grant funds with the sales tax revenue. � • Placing the measure on a general election minimizes the cost of elections, as ' oppose to a special election. • Monies generated for locally imposed sales tax are required to be readmitted back to the jurisdiction. • Staff is hoping to continue to be successful with grants and unknown funding sources which accounts for the gap between estimated costs and revenue generated by trail tax. • The ballot language directs how public funds can be spent. • Non-trail transportation related (such as public transit) items did not score well in the polling. • The potential measure is not a "slam dunk", but there is a strong possibility of a 2/3rds vote. • The ballot measure allows for 75 words, which would be detailed further in the attached resolution. , • Town staff is committed to maintain credibility with the ballot language,the same as Measure A and V. • The on street bike lanes have an existing funding source and would not be funded with the potential trail measure. � - • Audience comment: the measure should address bike safety. • Audience comment:the planning and building of trails are not being done correctly. Town should put a hold on a sales tax measure until the.trails are corrected and adequate expertise is available. • Currently there are four main bridges and a couple smaller bridges proposed on the trails. 6.
