SPECIAL MEETING
WINTER PARK WEST, FRASR SANITATION, GRAND COUNTY W&S
The meeting opened at 7:10 p.m. Board members and staff present are as follows:

Rich Newton, Attorney working with the District's on the agreements was present.
Newton briefly discussed the draft agreement that has been distributed to the Board
members and Newton stated he needs direction on the other agreements that need to be
entered into.
ISSUE: Fraser Sanitation is going to bid on a new sewer line from MH 20 to MH 10.
This line will be upsized from the existing size to 24" to take care of GC#1. Engineers
estimate $260,000 as the cost to GC#1 to upsize. Fraser must at least do construction
from MH 19 to MH 15 , called Clayton Court this summer as the road will be paved next
summer. GC #1 needs to commit. RESOL VB: GC#1 committed to the costs of
upsizing the line in the Clayton Court area at this time. Actual cost are unknown until
actual bid.
ISSUE: Fraser Sanitation has notified Maryvale to upsize there line from 15" to 24".
Engineers estimate to GC #1 is $250,000. GC #1 needs to commit. RESOL VB: GC #1
believes this to be acceptable. Unknown cost until project is bid. They would like a cap
and notification if costs are higher.
ISSUE: Discharge permit schedule is to be in design with the next few weeks to
accommodate a new plant construction started in year 2001. Districts must commit to
consolidate soon. The size of the plant needs to be determined. GC #1 needs to commit.
RESOL VB: GC #1 will commit to a preliminary design of 3.0 mgd plant, estimated
cost of $80,000. GC #1 share of the plant is 43.3 %
ISSUE: Pumpback. RESOL VB: WPW and Fraser will not be responsible financially
in any pumpback requirements. Fraser may have some line that can be used for this at
some point..
Discussed GC #1 reserve a pond for holding water if pumpback required
ISSUE: Equity in WPW and Fraser existing plant. Plant equity is assessed at $900,000.
Split three ways, the equity cost to GC #1 is $300,000. It was suggested that this would
not need to be paid until final payments on plant construction or could even be paid by
way of a grant that GC #1 would obtain and spent on the plant. RESOLVE: GC #1
believes this is acceptable.
Consensus of all district's that flow meters will be used to determine share of operation
costs. Suggested that an indemnification clause be added to the agreement as well as
arbitration clause.
Newton will take the infonnation from this meeting and draft agreements for the
District's to look at.
