CALL TO ORDER – Vice Mayor Barr called the meeting to order at 1:01 p.m. 2. ROLL CALL: Subcommittee Members; Vice Mayor Barr, and Council Member deRyk Jones. Staff Present: Assistant Town Manager Terrazas, Town Manager Lashbrook, and Administrative Secretary Thompson. 3. PUBLIC COMMENT – none. 4. Minutes of March 26, 2014 Recommended Action: Approve minutes. The group consensus was to approve the minutes. 5. WORKSHOP ITEMS 5.1 Presentation by Truckee Donner Chamber of Commerce Lynn Saunders of the Truckee Donner Chamber of Commerce presented from the PowerPoint and answered questions. Presentation on file with the Town Clerk. Vice Mayor Barr called a recess at 2:47 p.m. The meeting resumed at 2:53 p.m. 5.2 Presentation by Truckee Downtown Merchants Association Alyssa Thomas of the Truckee Downtown Merchants Association presented from the PowerPoint and answered questions. Presentation on file with the Town Clerk. 5.3 Discussion of Terms of One Year Contract Recommended Action: Discuss and provide direction to staff. The group discussed: • Public money needs to be spent responsibly • The Town wants to reward success over time • How to quantify success? • Transient Occupancy Tax (TOT) o Under the current contract the Chamber receives 22% of the growth in TOT revenues during each fiscal year o Having to set a new benchmark for TOT every year is a challenge especially in years with little snow o Incentives could be linked to a percentage of TOT rather than the growth in TOT AGENDA ITEM_______ o TOT does not capture day visitors or second home owners o Overnight visitors are more lucrative than day visitors o TOT windfalls should be reinvested in advertising • Sales Tax o Sales Tax might be another metric to capture day visitors o Calculating what percentage of sales tax comes from visitors is hard because most sales tax is from building materials. • What is the right amount of money to be spent on advertising? o Chamber is doing good work with the money allocated in the contract o Hard to know whether a little more or a little less would make a significant difference. • How do other entities determine whether public dollars are being spent responsibly? o Written studies document the impact of what happens when public entities stop spending marketing dollars o New technologies can help track marketing revenue o Hard to make a direct relation between advertising and dollars spent in Truckee o A website feature like “Book Direct” which would allow visitors to book hotel or dinner reservations directly from the website might help track the success of the Chamber’s marketing The group discussed the one year contract: • The Town has currently put the current flat contract amounts into the draft budget • Current base line plus CPI could be an option • All parties would like to include performance measures and regular reporting • The Chamber would like a more consistent incentive that does not fluctuate so widely to help them better budget their funds The group consensus was that the Town staff will put together some deal points for the one year contract based on the discussion and will present them at the next meeting. The group will continue to discuss the long term marketing goals and performance measures in future meetings. 5.4 Meeting Schedule Recommended Action: Establish regular meeting schedule. The next meeting will be held on May 27th from 8:00 a.m. to 10:00 a.m. The group agreed to establish a regular meeting schedule at the next meeting. 5.5 Next Meeting • Town staff will present the deal points for the one year contract with the Chamber. • The group will establish a regular meeting schedule. 6.
