COLORADO Representatives from each of the above Distdcts met on Thursday, July 13,2000, at the Winter Park West Water & Sal1itation District's conference room, 509 Zerex Street, Fraser, Colorado, to furtber discuss the pos:-iibility of consolidation of the 3 Districts. The repre5c:ntative's prescnr flQn1 each Districl were: WPW W&.S: Fraser S:ln: OCW&S: ,Ion Westerlund and Gary Cooper. Kirk Klanke. Joe Fuqua, Steve Someral and Dennis Soles. Bob Wolf. Brucc (-h.\tchins and Vince Turner. Bob Wolf called the me~ting to order at 7:05 p,rn. Bob Wolf wanted to go over the Wholesale Treatn'lcnt Service Report prepared by McLaughlin !Water Engineers ltd. This l'eport showed that we are looking at an estimate of $250,00 to upsize the sewer line from a. 15 to 24 inch Iil,e. Bruce brought up the FraserlMaryvale agreement which is betwet:l: Fraser Sal1it,ltion and the Districts of Maryvale. This agreement is from the Town of Fraser's PU I) and states that the sewer plnJ'l provides tor construction of a 24 inch sewer out How. It was pointed out that there are 2 difftrent aglocement5 - one with the Town of Fraser 2U1d one with the sanitat~ol1 districts. Tl1ere was discut\:,iofl about the indu:sion agreement which Vince ha.d gotten from Vicky Wintet::s thul morning. Vil:i~c staled that in paragI"clph 5 of the inclusion agreement there are 3 options. One option i:s !hut MaI')'val~ can b~IUd !lny capacity they want and charge the people above them for the built-in capacity. (Paragraph 5. Kirk said that they (Fraser) were going to upsize thl.: lines anyway from the metering station to Arby's and then Maryvale.is going to put in the new trunk line from Arby's up to the valley. Bob wanted to know if Iwhen the line from Arby's to tbe plant gets replaced or upsL(..cd , would all three districts cost share in that? John felt that down the rood, they were going to have to put in a 27 inch pipe. It was recommended that if they need to upsize the sewer line then it is best to oversize it now. Maryvalc was brought up and Steve: pointed out that we have the ability to require them to build a greater capacity Jinc:_ Vince pointed out there were 3 different ways ofdaing this in Paragraph 5 - it states thm if Grand County comes in. they will negotiate. TIHS is going from Arby'::; Lo CR 8 to just incrcal:lc the size, This was a liltle vague. This would bl.: divided by 3 districts plus Maryvalc. (Note: The WPW District d(l~s not discJ1(1rgc into this pipe), Kirk said it does say budget increase and they need to ask McLaughlin to be nHW specific. Even with this figure of $260,OOO~ it IS a pretty good number. Vince tdt this was way within his comfort zone. #3 - Kirk said that the c~linlate was up to 4.5 million dollars now. Bob stated that part of this \-vas because the complexity of the group bad changed and things were more congenial. Vince staled that he thought the agreement worked.. The need for augmenl~li()n ponds wa~ discussed. It was felt that they nced~d to leave one of the ponds for this use. The Hllgmcntntiol1 will help the river there immensely. As long as Ii is a problem, it sure is a nice pond to have and it can be leased to the Rec. Distdct. Druce proposed joint ownership between the 3 entities for reclamation llnd to keep the augmenlulion ponds. Vince suggested that all three districts gct together to give the propel'll' to the FVMRD.
