A JOINT RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY
AND THE CITY OF LYNWOOD AUTHORIZING THE CHAIRPERSON AND
MAYOR TO EXECUTE A DISPOSITION AND DEVELOPMENT AGREEMENT
WITH HABITAT FOR HUMANITY OF GREATER LOS ANGELES TO
PURCHASE AND DEVELOP AN AFFORDABLE HOUSING PROJECT
LOCATED AT 3254 PALM; APPROVING A RELOCATION PLAN FOR THE
RESIDENTS AT 3254 PALM AVENUE; AND APPROVING THE
REPLACEMENT HOUSING PLAN FOR 3254 PALM AVENUE
WHEREAS, on October 16, 2007, the City Council authorized the
issuance of a request for proposals to find a developer to buy or lease,
rehabilitate, and maintain the homes located at 3254 Palm Avenue for low
income families; and
WHEREAS, Habitat for Humanity of Greater Los Angeles ("Habitat") is a
non-profit organization that has conducted extensive work in the City of Lynwood
and around the world creating ownership housing opportunities and have been
certified with the City of Lynwood as a Community Housing Development
Organization; and
WHEREAS, Habitat submitted a proposal for the rehabilitation of 3254
Palm into a three bedroom two bath duplex for affordable housing ownership;
and
WHEREAS, on January 2, 2008, the City Council authorized staff to
negotiate and enter into an agreement with Habitat for the development of an
affordable housing project at 3254 Palm Avenue; and
WHEREAS, this property is exempt pursuant to CEQA Guidelines 15192
' et. seq. said notice of exemption shall be filed within five days of the approval of
this Resolution: and
WHEREAS, on February 5, 2009, notices of availability of a Replacement
Housing Plan and a Relocation Plan were published in the Lynwood Press. The
notices indicated that there would be a hearing on March 17, 2009 to discuss and
approve the above plans; and
WHEREAS, the Replacement Housing Plan and the Relocation Plan were
on display at the Redevelopment Department and the City Clerk's office from
February 5, 2009 until the present; and
WHEREAS, the notice of public hearing indicating a sale of property was
published in the Lynwood Press on February 26, 2009; and
WHEREAS, the Disposition and Development Agreement, the 33433
Report and Reuse Analysis for 3254 Palm Avenue have been on display since
February 26, 2009; and
,~' WHEREAS, the Disposition and Development Agreement will not be
I executed until 30 days after the approval of the Replacement Housing Plan,
which shall be no earlier than April 18, 2009; and
NOW, THEREFORE, THE LYNWOOD REDEVELOPMENT AGENCY
DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. That the Lynwood Redevelopment Agency ("Agency") and
City of Lynwood ("City") authorize the Chairperson/Mayor to execute a
Disposition and Development Agreement with Habitat of Humanity of Greater Los
Angeles at least thirty days after March 17, 2009 in a form acceptable by the
Agency Counsel to create an Affordable Housing Project located at 3254 Palm
Avenue in compliance with all applicable laws.
Section 2. That the Agency/City authorizes the Executive Director/City
Manager to execute all documents necessary to effectuate the Disposition and
Development Agreement.
Section 3. That the Agency approves the Relocation Plan and the
Replacement Housing Plan for the project located at 3254 Palm Avenue. .~
Section 4. This Resolution shall go into effect immediately upon its
adoption.
