HomeMy Public PortalAbout10/09/2014THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 9, 2014 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, October 9, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted ROLL CALL Board members present were: Vicki Robinson, Dick Foore and Tony Foster Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; City Engineer Greg Steins; Police Lt. Donnie Benedict; Fire Chief Jerry Purcell; Angie Callahan, Indiana University East; Controller Paula Hill; Street Superintendent Tracy Bosell; Human Resource Director Sue Roberson; and, Media. APPROVAL OF MINUTES of September 25, 2014 and the MEMORANDUM OF EXECUTIVE SESSION of October 1, 2014 Mr. Foore moved to approve the minutes of September 25, 2014 as presented, supported by Mr. Foster. Upon a vote viva voce, the motion carried. Mr. Foster moved to approve the Memorandum of Executive Session of October 1, 2014, supported by Mr. Foore. Upon a vote viva voce, the motion carried. �e1 64 Eel : »_Vdiyy 14 L' k I Mr. Foore moved to approve the September 26, 2014 Claims for Payment in the amount of Two Hundred Forty Nine Thousand Two Hundred Forty Three Dollars and fifty cents ($249,243.50), supported by Mr. Foster. Upon a vote viva voce, the motion carried. Mr. Foster moved to approve the October 3, 2014 Claims for Payment in the amount of Two Hundred Sixty Six Thousand Four Hundred Sixty Seven Dollars and forty three cents ($266,467.43), supported by Mr. Foore. Upon a vote viva voce, the motion carried. Mr. Foore moved to approve the October 10, 2014 Claims for Payment in the amount of One Hundred Thirty Seven Thousand Seven Hundred Seventy Dollars and four cents ($137,770.04), supported by Mr. Foster. Upon a vote viva voce, the motion carried. REQUESTS • STREET CLOSURE INDIANA AMERICAN WATER —Water line break Southwest 2nd and US 40 Mr. Foster moved to accept this request, supported by Mr. Foore. Upon a vote viva voce, the motion carried. Indiana University East — Homecoming Parade November 10, 2014 — 5:15 - 6:30 pm — North 11th Street between North "D" & "E" Streets — line up 6:15 pm — Ft. Wayne Avenue, onto North "D" Street and disassemble at the intersection of North "D" and North 8th Streets Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. • HANDICAP PARKING SIGN RENEWAL 615 South "C Street 318 Pearl Street Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. BID OPENINGS - None BID AWARDS - None CONTRACTS • CONTRACT 102 -2014 — WEAVER BOOS CONSULANTS Preparation of State Revolving Fund Loan for the former Carpenter Building For additional environmental remediation to address the contamination Not to exceed $140,017.00 Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. • CONTRACT NO. 120 -2014 — SMARELLI GENERAL CONTRACTORS Rich Road/Williamsburg Pike Intersection Improvement Project Not to exceed $15,324.00 Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. • CONTRACT NO. 122 -2014 —ANDY MOHR TRUCK CENTER Two (2) Ford F -450 Dump Trucks Not to exceed $120,360.00 ($60,180/ea) Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None ADDENDUMS - None RESOLUTIONS - None PETITIONS - None MISCELLANEOUS • 2015 HOLIDAY SCHEDULE Mr. Foster moved to approve as presented, supported by Mr. Foore. Upon a vote viva voce, the motion carried. • PAULA HILL — CONTROLLER — re Umbaugh & Associates Ms. Hill explained the original cap of $5,000 for the services of Umbaugh & Associates was too conservative. Umbaugh has projected a total cost of $25,000. Upon a vote viva voce, the motion carried. • DISCIPLINARY EMPLOYMENT STATUS Chief Purcell presented a statement relative to the employment status of a probationary firefighter. Mr. Foster moved to accept the findings and to terminate the probationary employment of the probationary firefighter in accordance with the Chiefs recommendation and in accordance with IC 36- 8 -4 -14, supported by Mr. Foore. Upon a vote viva voce, the motion carried. Mr. Foster moved to authorize Ms. Robinson to send a notice of termination, supported by Mr. Foore. Upon a vote viva voce, the motion carried. ADJOURNMENT After a motion was duly made, the meeting was adjourned.
