HomeMy Public PortalAbout2021-09-071 REGULAR COUNCIL MEETING, SEPTEMBER 7, 2021 CALL TO ORDER Mayor Carrie Tergin called the September 7, 2021 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: None A quorum was present. ADOPTION OF THE AGENDA A motion was made by Councilmember Wiseman and seconded by Councilmember Ward to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin read an update provided by the Cole County Health Department. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council Committee announcements: • Public Safety Committee - The next scheduled meeting is Thursday, September 30th at 7:30 a.m. in the Police Classroom. • Public Works & Planning Committee – The next scheduled meeting is Thursday, September 9th at 7:30 a.m. in City Council Chambers. City Council and Staff Announcements 2 REGULAR COUNCIL MEETING, SEPTEMBER 7, 2021 • Police Captain Eric Wilde announced the Veterans Plaza rededication ceremony scheduled for Saturday, September 11th at 10:30 A.M. The plaza is located in front of the Police Department. • Parks Director Todd Spalding announced the next Parks Commission meeting scheduled for September 14th at 4:30 P.M.at the LINC. Ice rink feasibility study findings will be presented at that time. • Councilmember Kemna provided a recap of last weekend’s Peddlers Jamboree. Approximately 1600-1700 people attended the event. The bicycle ride began at MKT/Flat Branch Park in Columbia, continued with musical entertainment at stops along the way, and ended at Riverside Park in Jefferson City. Attendees camped at the park and listened to music at the Capitol Region MU Health Care Amphitheater. • City Neighborhood Services Manager Rachel Senzee announced the next Community Needs Assessment public meeting, scheduled for Thursday, September 16th, 6:30 P.M. in City Council Chambers. Mayor Tergin made the following announcements: • Police Sgt. Ottolini and Detective Clawson were recently awarded the Governor’s Public Safety Medals for their heroic actions. Mayor Tergin has invited them to a future City Council meeting for recognition by the City. • The annual Guns and Hoses hockey match between the Jefferson City Fire Department and Police Department was last weekend. Team Guns won the match, but the organization Safety Net was the real winner with money raised from the event. • Last Monday, August 31st, Mayor Tergin had the opportunity to ride Union Pacific’s “Big Boy” train, the last operating steam engine, from Herman, Missouri to Jefferson City. Many people came out to see the train as it stayed in Jefferson City overnight. • There are many events scheduled locally for the 20th Anniversary of September 11th. All the events are listed on Missouri Patriot Day Facebook page and website. ➢ Friday, September 10th, 7:00 P.M. Opening Ceremony at the Capitol grounds with a reading of names of those who lost their lives on September 11, 2001. ➢ Saturday, September 11th o 10:00 A.M. Stephen Siller Tunnels to Towers 5K begins at the Capitol grounds. o 12:00 P.M. Patriot Day Parade. Parade line-up will take place on lots 10 and 12. There will be a fly-over at noon and 12:15 P.M. o 1:00 P.M. Annual Memorial Stair Climb at the Jefferson Building ➢ This Thursday and Friday, a 9-11 Memorial will be on display. 3 REGULAR COUNCIL MEETING, SEPTEMBER 7, 2021 LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. Minutes of Budget Committee Meetings: Aug 12, Aug 19 c. Awarding Bid 3178 for New Tile and Cove Base at Police Department to JCD Floorcovering in the Amount of $45,350 d. Accepting the 2021 Community Development Block Grant Award in the Amount of $300,250 Councilmember Wiseman motioned and Councilmember Lester seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. Bill 2021-041 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16164: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward and Wiseman Nay: None INFORMAL CALENDAR 2021-036 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 2021 TO OCTOBER 31, 2022, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Councilmember Hensley requested bill 2021-036 be taken off the Informal Calendar and be brought up for third reading and final passage. He thanked Councilmembers and City Staff for the work on the budget. He provided a recap of the budget process. Councilmember Spencer motioned to post-pone the vote on the bill. Councilmember Spicer seconded the motion. The motion failed by the following roll-call vote: Aye: Fitzwater, Spencer, and Spicer Nay: Hensley, Kemna, Lester, Schreiber, Vogt, Ward and Wiseman 5 REGULAR COUNCIL MEETING, SEPTEMBER 7, 2021 Councilmember Spencer motioned to amend the budget by removing the Human Resources technology expenses that were approved by the Budget Committee , totaling $43,000. Councilmember Spicer seconded the motion. The motion failed by the following roll-call vote: Aye: Spencer and Spicer Nay: Fitzwater, Hensley, Kemna, Lester, Schreiber, Vogt, Ward and Wiseman Councilmember Spencer motioned to amend the budget replacing the 3% City-wide salary increase with a $1491.38 flat amount (the average cost of a 3% increase divided by the number of employees). Councilmember Spicer seconded the motion. The motion failed by the following roll-call vote: Aye: Spencer and Spicer Nay: Fitzwater, Hensley, Kemna, Lester, Schreiber, Vogt, Ward and Wiseman Councilmember Spencer motioned to amend the budget replacing the 3% C ity-wide salary increase with a flat $1,965.31 amount increase for full time employees who earn $50,000 or more per year, and a 3% increase for employees who earn less than $50,000 per year. Councilmember Spicer seconded the motion. The motion failed by th e following roll-call vote: Aye: Spencer and Spicer Nay: Fitzwater, Hensley, Kemna, Lester, Schreiber, Vogt, Ward and Wiseman Councilmember Spencer motioned to amend the budget replacing the 3% City-wide salary increase with a flat $1,2358.22 amount increase for full time employees who earn $60,000 or more per year, and a 3% increase for employees who earn less than $60,000 per year. Councilmember Spicer seconded the motion. The motion failed by the following roll-call vote: Aye: Spencer and Spicer Nay: Fitzwater, Hensley, Kemna, Lester, Schreiber, Vogt, Ward and Wiseman Councilmember Wiseman motioned to adopt the $65,196,821.08 City Budget as approved by the Budget Committee. Councilmember Ward seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spicer, Vogt, Ward and Wiseman Nay: Spencer RESOLUTIONS There were no resolutions at this time. 6 REGULAR COUNCIL MEETING, SEPTEMBER 7, 2021 PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Eric Barron, City Planning Manager, presented a City ward redistricting update and timeline. Based on the 2021 census data, the City will need to redistrict the wards. The City Council agreed to discuss redistricting options which will be presented by City Staff at the next City Council meeting on September 20, 2021. Councilmember Kemna left the meeting at 7:00 P.M. APPROVAL OF AUGUST 16 CLOSED SESSION MINUTES Councilmember Wiseman motioned and Councilmember Ward seconded the motion to approve the August 16th closed session minutes. The motion passed by the following roll - call vote. Aye: Fitzwater, Hensley, Lester, Schreiber, Spencer, Spicer, Vogt, Ward and Wiseman Nay: None Absent: Kemna CLOSED SESSION Mayor Tergin stated, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, he would entertain a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] A motion was made by Councilmember Lester to go into Closed Session for the above- stated reason, seconded by Councilmember Ward and approved by the following roll-call vote at 7:12 P.M.: Aye: Fitzwater, Hensley, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None Absent: Kemna 7 REGULAR COUNCIL MEETING, SEPTEMBER 7, 2021 RECONVENE IN OPEN SESSION Following the Closed Session, the City Council reconvened in Open Session at 7:51 P.M. with the following Councilmembers present: Present: Fitzwater, Hensley, Lester, Schreiber, Spencer, Spicer, Vogt, Ward and Wiseman Absent: Kemna UNFINISHED BUSINESS There was no unfinished business at this time.
