Murals - Lynwood Municipal Code Chapter 25.70 APPLICANT: City of Lynwood Properties City-wide Proposal The Lynwood City Council has directed staff to have the Design Review Board assess the sign ordinance set forth in Lynwood Municipal Code Section 25.70. Specifically, the City Council is concerned with business complaints due to enforcement actions that murals require Planning Commission approval, a zoning permit and the definition of a mural. Recommendation Staff recommends that the Design Review Board continue the item to the next meeting to allow time to complete a draft ordinance. NEW ITEMS FOR CONSIDERATION 8. Vice Chair Benevides called the meeting to order at 3:45 p.m. Vice Chair Benevides led the flag salute. Director of Development Services Taylor called roll. Board Members Diaz, Benevides, Perez, Lopez answered the roll call. Chair Dove was absent. Also present was Director of Development Services Grant Taylor who informed the Board that Chair Dove was on vacation. Vice Chair Benevides inquired if the agenda had been duly posted. Director of Development Services Taylor stated the agenda had been duly posted in accordance with the Brown Act. Item #5: Minutes April 25, 2007 Vice Chair Benevides announced agenda item #5, the minutes from the April 25, 2007 Design Review Board meeting and asked if there were any revisions, questions or comments. Motion by Board Member Lopez to approve the minutes from April 25, 2007, seconded by Board Member Perez. Vice Chair Benevidez requested all board members in favor and opposed. The motion to approve passed 4-0. PUBLIC ORALS NONE CONTINUED ITEMS FOR CONSIDERATION Item #7: Murals -Lynwood Municipal Code Chapter 25.70 APPLICANT: City of Lynwood Properties City-wide Vice Chair Benevides announced continued agenda item #7 and requested a staff report. Director of Development Services Taylor presented the staff report and stated the Lynwood City Council directed staff to have the Design Review Board assess the sign ordinance set forth in the zoning code regarding murals. The difference between painted wall signs and murals is murals generally do not have numbers, letters or advertise products or services provided on-site. Board Member Lopez inquired of the status of the ordinance. Mr. Taylor stated staff and Consuelo Marshall, Art in Public Places Coordinator in the Marketing and Grants Department are working on an ordinance that is incomplete at this time and requested the item be continued. Motion by Board Member Lopez to continue the item to the next meeting, seconded by Board Member Perez. Vice Chair Benevides continued the item by general consensus. NEW ITEMS FOIL CONSIDERATION Item #8: Conditional Use Permit No. 2007-11 APPLICANT: Hugo Munoz 12219 Alpine Avenue APN 6168-019-014 Vice Chair Benevides announced new agenda item #8 and requested a staff report. Director of Development Services Taylor presented the staff report and stated the applicant is requesting approval ~ to construct two attached residences, two-stories in height with two attached 2-car garages on a parcel that totals 8,000 square feet in area. The existing residence at the front of the lot would remain. The subject property is located at 12219 Alpine Avenue in the R-3 (Multiple- Family Residential) zone. Vice Chair Benevides requested that the applicant present the project. John Wu, 412, Stone Street, Alhambra, CA is the architect who summarized the project. Board Member Lopez inquired if the existing residence and new residences would have compatible design and colors. Board Member Perez inquired about the size of the garages Mr. Wu stated the new residences would match the existing residence and the garages were 400 square feet. Motion by Board Member Perez to recommend the Planning Commission approve the project, seconded by Board Member Lopez. Vice Chair Benevides inquired all Board Members, in favor and any Board Members opposed. The motion to approve passed 4-0. Item #9: Conditional Use Permit No. 2007-13 Tentative Tract Map No. 2007-02 (69177) APPLICANT: Jaime Martinez 11694 Atlantic Avenue Vice Chair Benevides announced new agenda item #9 and requested a staff report. Director of Development Services Taylor presented the staff report and stated the applicant is requesting approval to construct aone- story commercial building, 1,275 square feet in area with a 411 square foot mezzanine for storage. A variance is requested to reduce the rear yard setback from three feet to zero feet. The subject property is a vacant lot totaling 6,412 square feet in area on the northeast corner of Atlantic Avenue and Fernwood Avenue in the C-2 (Light Commercial) zone. Vice Chair Benevides requested the applicant present the project. Jaime Gutierrez, 76420 Garfield Avenue, Bell, CA is the property owner stating he is moving his appliance repair business from Bell Gardens to Lynwood and summarized the project. Board Member Lopez inquired if Mr. Gutierrez would occupy the building and about the business. Mr. Gutierrez stated he would be running his business from the new location and he does repair of major appliances. Board Member Lopez inquired about the architecture as compared to a Specific Plan for Long Beach Boulevard. Director of Development Services Taylor stated staff had requested funding for a Specific Plan on Atlantic Avenue that was denied. The architecture is Spanish Mediterranean similar to the Long Beach Boulevard Specific Plan. Manuel Lam, 4632 W. 130th Street, Hawthorne, CA is the architect who summarized the design. Board Member Lopez recommended short iron fence behind the landscaping abutting the streets. Board Member Diaz suggested relocating the trash enclosure from the front of the property to next to the building, extend landscaping planter along Fernwood Avenue and Long Beach Boulevard and delete landscaping on interior property line. Board Member Perez inquired about parking requirement for six or seven stalls. Director of Development Services Taylor stated the plans identify a six foot block wall on the interior property line, concurs with relocating the trash enclosure and a parking stall, extend three-foot landscape planter around the radius on Fernwood and across Atlantic Avenue, and remove interior landscaping as it is not readily visible. Mr. Taylor stated the code requires six parking stalls based on one stall per 200 square feet of building area. Motion by Board Member Lopez to support the project to the Planning Commission as amended, seconded by Board Member Perez. Director of Development Services Taylor summarized the modifications to include: 1) Relocate trash enclosure from front property line to in front of the building on the side interior property line; 2) Reconfigure parking delineation; 3) Extend three foot landscaping on Fernwood Avenue and the length of Atlantic Avenue; 4) Delete landscaping on interior side property line; 5) Install an iron fence behind the landscaping not exceeding four feet in height. Vice Chair Benevides requested all Board Members in favor and any opposed. The motion to approve passed 4-0. Item #10: Conditional Use Permit No. 2007-12 Variance No. 2007-04 APPLICANT: Jaime Martinez 10987 Wright Road APN 6194-005-027 Vice Chair Benevides announced new regular agenda item #10 and requested a staff report. Director of Development Services Taylor presented the staff report and stated the applicant is requesting approval to construct twelve (12) detached residences, two-stories in height with attached two-car garages and subdivide the parcel for condominiums with a common drive and twelve guest parking stalls. The existing five residences would be demolished. The subject property totals 34,275 square feet in area and is located at 10987 Wright Road in the R-3 (Multiple- Family Residential) zone. Vice Chair Benevides requested the applicant to present the project. Rodrigo Coba, 7521 Third Avenue, Downey, CA is the engineer who summarized the project. Board Member Lopez inquired if the window trim was pink color. Vice Chair Benevides inquired is the project was Spanish Mediterranean architecture and suggested using Spanish the rather than composition asphalt on the roof. Suggested adding arches to the side elevations and inquired about the difference between Model A and Model B. Mr. Coba stated the window trim is maple color, Spanish the roof can be done and the elevations can include more arches. Model A has no balcony and a larger master bedroom. Board Member Lopez requested identifying Model A and Model B on the site plan and inquired if the entrance was gated. Board Member Diaz suggested relocating the porches on the front units near the street rather than the rear of the building. Vice Chair Benevides concurred the porches and balconies for Units 1 and 7 should be changed to the front of the residence facing Wright Road. Mr. Coba stated the entrance would have a security gate, he could revise the plans to relocate the porches and balconies for Units 1 and 7 to face Wright Road. Motion by Board Member Perez to support the project to the Planning Commission with amendments, seconded by Board Member Lopez. Director of Development Services Taylor reviewed the conditions to include: 1) Change roof from composition asphalt to Spanish tile; 2) Relocate porches and balconies on Units 1 and 7 to face Wright Road; 3) Provide more arches on elevations; 4) Identify Model A and Model B on the site plan. Vice Chair Benevides inquired of all Board Members to approve or to deny. The motion to approve passed 4-0. DESIGEV REVIEW BOARD ORALS Board Member Lopez stated the tutoring school, Parents Interested in Education (PIE) had their grand opening and invited the Design Review Board to visit the facility in Plaza Mexico at 3200 Mulford Avenue. Mr. Lopez requested that staff change the address from Mulford Avenue to a Long Beach Boulevard address. STAFF ORALS Director of Development Services Taylor discussed a field trip for June 13, 2007 and announced a Special Planning Commission meeting scheduled for Saturday, June 2, 2007 at 10:00 am to review the Draft Housing Element Update. Vice Chair Benevides adjourned the meeting at 5:01 p.m. DATE: July 27, 2007 TO: Honorable Chair and Members of the Design Review Board FROM: Jonathan Colin, Development Services Manager SUBJECT: CONDITIONAL USE PERMIT NO. 2007-15 3000 Imperial Hwy Assessor Parcel Number 6169-003-017 APPLICANT: Donald Chae PROPOSAL The applicant is proposing to develop a parking lot for the Plaza Mexico Shopping Center on a vacant lot (former K & K Furniture) consisting of 392 parking stalls with landscaping around the perimeter. BACKGROUND The Plaza Mexico shopping center totals approximately thirty-eight (38) acres in area and is bounded by Imperial Highway to the north, the I-105 Freeway to the south, Long Beach Boulevard to the east and State Street to the west. The property is developed with atwo-story multiple tenant retail center and one and two-story buildings totaling approximately 479,000 square feet in area housing a variety of commercial, retail, restaurant and office uses. The property in which the proposed parking lot would be developed is rectangular in shape and totals 156,400 square feet in area consisting of 392 Stalls and is located on the west side of State Street, between Beechwood Ave and Imperial Hwy, Assessor Parcel Number 6169-003-017, in the M (Manufacturing) zone. ANALYSIS & DISCUSSION Lynwood Municipal Code (LMC) Chapter 25.25 sets forth permitted uses, conditionally permitted uses and development standards for commercial districts. LMC Section 25.25.010 (a) states the Planned Business (CB-1) district provides locations where daytime, service-oriented businesses may be located for the efficient interaction of complementary service industries. Professional offices, including medical offices and C~Documenls and Su4ings\jcolinAMy DocomcntsVDRBllems\aip2009-ISModificntinnDRCS_doc -1- clinics, represent the primary permitted uses. Minor support uses may include small restaurants, cafes, retail shops, and child day-care centers". LMC Appendix A, regulation of uses by zoning districts, identifies "public parking" as being permitted in any commercial zone subject to approval of a conditional use permit. Plaza Mexico is currently parking deficient overall. Pursuant to LMC standards, Plaza Mexico should provide a minimum of 1,950 parking stalls and 1,744 parking stalls are provided leaving a deficiency of 206 stalls. Staff has determined that the proposed land use would provide a valuable service to the community and would satisfy the parking deficiency. The Site Plan shows that the lot will provide 392 new stalls, that measure 9'x18' feet. Access to the parking lot will be provided by an existing 40' feet wide driveway at Imperial Highway, and two existing driveways at Beechwood Avenue, one measuring 40' in width, and a second one measuring 30' feet in width. The applicant will also install twenty (20) new light poles and a new 6' feet high fence will be installed to encompass the property. The lot will include 7.04% square feet of landscape area consisting of planters around the perimeter of the property. Discussion & Analysis Floor plan identifies six. buildings with three buildings located at 11339 Louise Avenue housing seven units and three buildings located at 11341 Louise Avenue housing another seven units. There are ten 2-bedroom units and four 3-bedroom units. The elevation identifies two-story residences, with stucco siding and asphalt shingle roofs. The roof trim color is Windsor Haze, window trim color Boston Brick, siding color Palatial and the stucco color Regal. The applicant will be present to provide an overview of the project and answer questions.
