RECORD OF COUNCIL ACTION  Meeting Date Action         AB 00–146 Art Roberts Park Dock Replacement Grant SUMMARY STATEMENT: The existing docks at Art Roberts Park are in poor condition. They offer an unrealized opportunity for public access to the Lake and increased short-term public boat mooring. The Idaho Dept. of Parks & Recreation (IDPR) provides grant funding under the Waterways Improvement Fund program. Funds are available for activities that increase or enhance motorized boating opportunities on waters of the State. The attached draft IDPR grant application seeks grant funding of $88,290 for replacement and expansion of the docks at Art Roberts Park. As the attached site plan shows, the eastern dock will be replaced, including the Sheriff’s Dept. mooring slips. The western dock will be extended to provide room for additional short-term public moorings. The total budget for the project is $111,390. 20% of the project cost will be provided in local match. The Valley County Waterways Board will provide $14,000 direct cash match toward the project. City labor for the removal and disposal of the existing docks will be provided as an in-kind match. Because the Valley County Waterways match funds are not available until 2002, the project will be constructed in early 2002. The construction estimates have been provided by Inland Marine. The dock design was developed with input from Dan Pillard and Bob Peckham. Peter Johnson, Big Payette Lake Water Quality Council; the Idaho Department of Lands; the Valley County Waterways Board; and the Valley County Marine Patrol have all been consulted on the design. The Parks & Recreation Committee will be reviewing the proposed dock expansion on Monday December 11. Their recommendation will be available at the Council meeting. These IDPR funds can only be used for activities related to motorized boating, and so are not available for work at Mill Park.
