Re. Comments for Canyon Springs RDEIR
Dear Denyelle,
As a resident of Glenshire, I have the following concerns regarding the adequacy of the RDEIR
for the proposed Canyon Springs housing development:
Biological Resources:
4.4-1: (COS-P4.2) Prevention of habitat fragmentation and loss of connectivity.
With the 185+ parcel development that is the Canyon Springs project, the RDEIR statement
(above) is invalid. The considerable number of wetlands in the proposed area will most certainly
be affected, fragmenting the habitat for the existing species, both flora and fauna. New bridges,
houses, and roads lead to a loss of connectivity in the habitat.
Traffic/Transportation:
4.14-1: (CIR-P2.4) Discouraging use of local and residential neighborhood roadways as
through routes, particularly for commercial and industrial traffic.
At this time, the only way in and out of Glenshire is Glenshire Road or Hirshdale Road.
This statement in the RDEIR (above) is inadequate in its mitigation measure. With additional
construction vehicles and heavy machinery required to prepare and build the Canyon Springs
development, there are no other local roadways to carry the increased traffic, in effect,
encouraging use of the residential roadways and through routes rather than discouraging their
use for industrial traffic. In addition, if built, the Canyon Springs development will assuredly
increase traffic on the through routes in Glenshire.
In the Land Use Element Guiding Principals of the Truckee Town Plan, Truckee is to
“Ensure adequate provision of public services and infrastructure to support planned
residential development in suitable locations.” The Canyon Springs project invalidates
Truckee’s own guiding principal (above) due to omission of additional infrastructure, namely
through routes. Furthermore, Truckee cannot provide adequate (emergency) services for a
neighborhood evacuation, due to a lack of new through routes with an increase of (Canyon
Springs) residents.
Please consider my concerns regarding the adequacy of the RDEIR for Canyon Springs.
