RE: Public Comment - Canyon Springs Revised Draft EIR

Please review my comments regarding the proposed project: CANYON SPRINGS SUBDIVISION
{formerly Tahoe Boca [2 003] and Canyon Springs [20071). Revised chapters of the Environmental
Impact Report were provided to the public in the form of the RDEIR (Revised Draft Environmental
Impact Report). I would like to comment on the Town's General flan vs. the project and impending
traffic issues as a result of this project.
1) The Town of Truckee 2025 General Plan Goal LU -7 in the Land Use element reads: "Encourage
clustered residential development to create efficient development patterns, and to minimize
environmental impacts and threats to public safety." How does Canyon Springs adhere to this
Goal? There is currently only one way into the development which creates lasting public safety
concerns, and the 185 proposed units are spread through the entire parcels, rather than concentrating
the impact with clustered development in one area. It seems as though the RDEIR should have
analyzed an alternative that concentrates the development in one area, to preserve open space in a
larger tract, staying away from slopes greater than 30% and the surrounding wetlands. Can the EIR
consultants explain how the proposed development adheres to LU -7 and look at an additional project
alternative.
2) The RDEIR Transportation & Traffic Chapter (pg 4.14 -1) states project trip generation will be
at 1,758 vehicle trips at the project's build out, which is over the Town's trip generation
threshold. This does not take into account other potential development areas at full build out. How will
this impact be mitigated? Have the cumulative impacts associated with development at the Teel's
property been factored into this analysis? Please explain (table on pg.4.14 -29)
