RE: Comments for Canyon Spring REDEIR
Dear Denyelle
We express our comments and concerns regarding the adequacy and
accuracy of the RDEIR for the proposed Canyon Springs housing
development.
The additional traffic analysis was completed during winter break for
local schools, how can the new analysis be valid during low traffic
times with school break? Please explain.
The RDEIR states project trip generation will be at 1,758 vehicle
trips at the projects build out, which is over the Town's trip
generation threshold. How will this be mitigated? Please explain.

RDEIR states that there is an unacceptable level of service (LOS) at
Glenshire /Donner Pass Rd. intersection (pg. 4.14 -51). If there is an
unacceptable LOS at an important intersection within the project
vicinity, the EIR should analyze LOS with a congestion management
plan in place, rather than dismissing the issue and adopting a
congestion management plan at a later date. This needs to be re-
analyzed with a congestion management plan, to understand
realistic mitigation and impacts.
RDEIR states the project will result in inadequate emergency access
(pg. 4.14 -57), Edinburgh would be a secondary access point.
Edinburg is considered an artillery road, which is not built to handle
vehicle trip generation with project loads nor 40,OOOlbs for TFPD.
RDEIR should identify other alternatives for emergency access and
secondary access without impacting small neighborhood streets that
were not built for Canyon Springs access.
The Martis Fire, east of Truckee, started June 17, 2001. The fire
was reported just after noon, and by early evening had grown to
over 12,000 acres. I reference the Martis Fire as an example of
what could happen in a wildfire situation where Glenshire Road was
closed at Hirschdale, thereby having only one route for evacuation.
With the additional proposed units and their flawed traffic counts,
Glenshire Road, in the event of a traffic accident or any disruption of
traffic (fire, etc.), could become impassable, trapping residents. To
think of everyone trying to evacuate with horses, campers, RV's, etc.
is a nightmare I hope never comes to pass.
We appreciate the opportunity to comment on the RDEIR. This EIR will
need to make several revisions. This project represents poor planning and
environmental analysis, not the future growth eastern Truckee needs.
