I strongly oppose the approval of the Canyon Springs Project. I feel the proponent has not satisfied the
comments from the DEIR.
If any of the alternatives are selected other than the No Action, I have provided the following comments
where I believe the Revised DEIR is flawed.
The report indicates that there will be very little impact to traffic, and with minor road improvements
this will be mitigated. I do not believe that at all. I cannot reference data, but have seen the traffic on
Glenshire Drive become congested during commute times. When snow is on the ground it can take over
30 minutes or more for the trip to town or back because of congestion and poor driving habits.
During the initial comment period of the DEIR I commented about the impact to deer and pointed out
that Fish and Game had prepared a report years ago and I saw no reference or mention to it. I still have
not found that reference in the revised DEIR. I did read that the proponent cited previous reports,
presumably those that favor the project.
I have several comments that raise concerns:
They say that the open space will be 176.17 acres, but then go on to say this area can be used for a
future playground, clubhouse or other improvement. The initial indication was this space was to be left
as open space for undeveloped community enhancement and deer habitat.
They propose mitigations of education to potential property buyers, handing out pamphlets, restrictions
on fencing, controlling dogs and monitoring the use of pesticides for vegetation control. They will rely
on the future HOA to enforce these mitigations. First of all these mitigations appear to have neither
substance nor any type of scientific background to the real concern of protecting and allowing the deer
population to thrive. They are just “window dressing” with hopes the project will be accepted. No
indication is presented on the type of fences to be permitted other than split rail on the perimeter. No
solid fences should be allowed at all, and split rail should be no more than 4 feet high with no mesh wire
on them which will allow deer and other wildlife to breach. Any HOA, under the control of the
proponent, cannot be trusted to enforce these requirements, a 3rd party under control of the Town
would be necessary. With the submittal of the DEIR proponent has demonstrated they should not be
trusted. The expense of this would have to be reimbursed to the town.
The Revised DEIR plays down Bald Eagles and offers incorrect information. Bald Eagle nesting sites do
exist at the north end of Boca Reservoir and at Stampede Reservoir. There have been incidental
sightings in the Glenshire area.
The suggested set backs from the “main drainage” is proposed to be only 100’, this should be increased
to at least 300’. These are the standards land management agencies use.
The proponent has consistently said the trails they develop will be open for all to use, including non-
residents. Their track record to date with exclusion of the non-motorized use (walkers, runners,
mountain bikers) from their lands and the blockage of existing trails indicates otherwise along with the
arrogant attitude their employee(s) demonstrate seems to reflect the proponent’s attitude towards the
public and Town of Truckee.
I have personally observed deer in other areas of the property other than what their mapping indicates
as the habitat. Deer are very evident all through the proposed development, from my personal
observations. The mapping seems to be flawed, or the surveys were limited in scope.
If approved this project will degrade the quality of life in the Glenshire area, for many reasons, and not
exclusive of the construction traffic that will take place over many years. I feel it goes against some of
the basic tenants in the General Plan, Chapter 2 and will allow “sprawl” to continue within the Town
limits of Truckee.
