Truckee, CA 96161 Re: Comments for Canyon Springs RDEIR Dear Denyelle, The following are my comments and concerns regarding the adequacy of the RDEIR for the proposed Canyon Springs housing development: After reviewing the RDEIR sections regarding biological resources, traffic/transportation and project alternatives I have serious issues with the proposed development. Some of my main concerns include the effects on water quality, deer herd migrations,red foxes and the effects to special status plants,animals and wetlands. I would mainly like to address a few issues within the proposed alternatives section. CEQA guidelines are designed to reduce significant environmental impacts of the project and state that the alternatives should be reasonable. Although it mentioned an alternative site was not found in the city limits and an alternative as infeasable. Based upon the facts presented it appears Alternative A: no project would serve as a reasonable and feasible alternative based on ceqa guidelines. It states under alternative A: that no impacts to biological resources would occur which is also exactly in line with one of the stated project objectives of protecting open space areas that serve native habitat and wildlife corridors. But it argues that current unauthorized and unregulated recreational uses such as hiking,dog walking, mountain biking will modify the habitat including federally protected wetlands more if they continue as they currently are than would the damage of building 185 parcels on the land with briges and other insufficient mitigation measures. That argument alone is unfeasible and inadequate to use saying no development would actually cause more environmental impact on biological resources than the proposed project. I have many other issues regarding the RDEIR on the proposed Canyon Springs housing development but I have stuck to my main concerns here.
