Truckee, CA 96161 dnishimori@townoftruckee.com Re: Comments for Canyon Springs Revised DEIR Dear Denyelle, I am very concerned about the potential negative impact of the proposed Canyon Springs housing development, a development that in many cases seems to be at odds with Truckee’s General Plan. I feel that the DEIR does not adequately address many of these concerns and needs to be updated before being considered for approval. Some specific comments follow: Conflicts with Truckee’s General Plan Goals: • The Town of Truckee Land Use Elements Guiding Principles states, “Locate the highest density and intensity of development on infill sites within existing developed areas”. The proposed CS development seems to conflict with this principle and should be addressed in the DEIR. • Goal LU-3 states, “Create efficient land use patterns which reduce environmental impacts and minimize the potential for residential and commercial sprawl”. The proposed CS development seems to conflict with this goal, being the very definition of sprawl, and should be addressed in the DEIR. • Goal LU-7 states, “Encourage clustered residential development to create efficient development patterns, and to minimize environmental impacts and threats to public safety”. The proposed CS development seems to conflict with this goal and should be addressed in the DEIR. • Goal CC-2 states, “Preserve the natural beauty of Truckee, including the Town’s scenic resources, views and vistas, and the visual quality of the town’s steep slopes, ridge and bluff liens and hillsides”. The proposed CS development seems to conflict with this goal and should be addressed in the DEIR. Biological Resources: • A drainage plan needs to be added to the DEIR to mitigate impacts associated with runoff, flooding, water quality, and riparian wetland and meadow habitats. • The DEIR states that a number of sensitive and declining species might be seriously affected by the proposed development and that surveys need to be done before beginning construction. I believe that the surveys should be done first and included in the DEIR before approval. • The DEIR should include an analysis of the potential hydrological impact of the development. • The DEIR needs to better analyze the impact to the mule deer and their migration. There is apparently new data out which should be included. I personally have seen many, many deer in this area.
