Unfortunately, it does not address my concerns expressed in my February 5, 2013 email regarding the 2012 DEIR. It appears throughout the document that the impacts cited are either dismissed or minimized or contradicted. While I appreciate the TFPD review for adequate emergency access /evacuation, and the site design for the maintenance of defensible space within the proposed Canyon Springs development, this in NO way addresses the issue of thousands of vehicles trying to evacuate from Martis Peak Road, Canyon Sprlh. development and Glenshire combined, due to a catastrophic event (e.g. wildfire etc.) through one or two arteries. It also does not address the huge impact these thousands of cars will have on Glenshire Drive, especially going down to Hirschdale Road, which is very treacherous in the winter. This must be addressed in an updated DEIR. Secondly, how is it possible that the development will NOT significantly impact the wildlife? While iit true the deer population has declined over the years, the development will only exacerbate the decline. I find it impossible to fathom anything but a significant negative impact this proposed development will have with the excavating, noise, heavy equipment, construction traffic and post development activity. The design features proposed are too late in the process to proactively mitigate the negative impacts. In addition, the RDEIR makes it sound as though there are a couple of deer that use the corridor (given the two collared deer). I drive Martis Peak Road daily and frequently see clusters of 8 -10 deer, z ,3metimes even more, aiong the east side of the Canyon Springs property between the gate entrance and nearly to the dumpsters. Clearly further research and analysis need to be conducted and reflected in an updated DEIR. The proposed high density development does nothing to enhance the character of Truckee and reflects residential sprawl on the outskirts of town. It will adversely impact the quality of life (our schools are already overcrowded) and safety of those who live here, including the wildlife. It is in direct conflict with the guiding principles and goals of the Town's General Isiah. Thank you for your time and consideration in this very important matter.
