Section D. Lii (Page 4.14 -56) acknowledges Glenshire Drive east of Martis Peak Road (maintained by Nevada County) is deficient in width but goes on to say "it essentially meets the required design standards ". While a number of County roads do not meet standards, the statement that "it essentially meets the required design standards" is incorrect. Over the past several years, that section of Glenshire has seen an increase in bicycle ridership. The Town of Truckee has included each end of that road segment as a Class II bike lane. Nevada County Transportation Commission is currently updating the Countywide Bicycle Plan and will likely similarly classify the County's portion of that road in the same way. With Class II designation, the current width is not only substandard, but the road serves as the only connection for bicycling to destinations east of the Town. It would also serve as the primary connection to the planned Tahoe Pyramid Bikeway. The 50% increase in traffic proposed by the project would increase exposure of cyclists to traffic on a road which is substandard. The EIR discusses the County's installation of guardrail in 2008 and a pavement rehabilitation project in 2009 and indicates that the improvements "contributed to overall improved roadway conditions at this location ". Those improvements would address run - off -the -road crashes but would have little effect on crashes such as bike /vehicle conflicts. The EIR indicates that the potential hazards are less than significant, but, on page 4.14 -59, suggests mitigating the impact with "share the road" signage. That signage may be appropriate for a Class III route, but would not suffice for a Class lI bicycle facilities. The increase in traffic could increase hazards through increased bike /vehicle exposure and conflicts with the Town's and County's adopted policies regarding Class II bicycle facilities. The impact should be addressed in the revised document.
