HomeMy Public PortalAbout07 Coldstream Specific Plan TOWN OF TRUCKEE � California ORDINANCE 2014-07 AN ORDINANCE OF THE TOWN OF TRUCKEE AMENDING THE 2025 GENERAL PLAN FOR THE COLDSTREAM SPECIFIC PLAN The Town Council of the Town of Truckee Does Ordain as Follows: Section 1. Enactment. The Town of Truckee General Plan is hereby amended tore- designate a portion of Deerfield Drive from Coldstream Road to 1,000 feet west of State Route 89 South from a Local Road to a Minor Collector. The General Plan is also hereby amended to re- designate Coldstream Road from a Local Road to a Minor Collector. Section 2. Findinqs. The Council hereby adopts the findings set forth in Exhibit A, Findings, in support of its adoption of this ordinance. The Council staff report dated August 25, 2014; the Council minutes of the August 25, 2014 public hearing;the Final Environmental Impact Report;the Planning Commission staff reports dated March 18, 2014 and June 17, 2014 are hereby incorporated herein by reference and provide a factual basis for the findings. Section 3. Summarv Publication and Postinq. Within fifteen(15)days afterfinal adoption of this Ordinance, the Town Clerk shall have the ordinance published as required. * *,��** The foregoing Ordinance was introduced at a special meeting of the Truckee Town Council held on the 8th day of September, 2014, and adopted at a regular meeting of the Truckee Town Council, on the 23rd day of September, 2014, by Council Member deRyk Jones,who moved its introduction,which motion was seconded by Council Member Wallace Dee was upon roll call carried by the following vote: AYES: Council Members; Brown, Wallace Dee, deRyk Jones, Vice Mayor Barr, and Mayor Flora. The proposed amendment ensures and maintains internal consistency with all of the goals, policies, and actions of all elements of the General Plan and any applicable specific plan. The Town Council finds that the proposed amendment maintains consistency with the General Plan and achieves the goals and policies outlined within the General Plan. The General Plan Amendment would re-classify a portion of Deerfield Drive from a Local Road to a Minor Collector recognizing the increased vehicular traffic which would occur on Deerfield Drive. An additional General Plan Amendment would re-classify Coldstream Road from a Local Road to a Minor Collector. Creating a connection from Deerfield Drive to Coldstream Drive is consistent with a number of General Plan policies, including those which support creating connected communities, reduced the community's reliance on automobiles and minimizing impacts on other town roadways. Further, the Coldstream Specific Plan is consistent with the Public Improvement and Engineering Standards,the Trails and Bikeways Master Plan,the Particulate � Matter Air Quality Management Plan and the Economic Development Strategy. This finding is supported by the discussion and analysis provided in the Town Council staff report dated August 25, 2014 2. The proposed amendment would not be detrimental to the public interest, health,safety, convenience, or welfare of the Town. The Coldstream Specific Plan has been designed to promote the public interest, health, safety, convenience and welfare of the Town. A wide range of public benefits, including the preservation of open space, public trails, affordable housing, transit services and creek/pond restoration are provided within the Specific Plan. 3. With the proposed amendment, adequate and available sites remain to mitigate the loss of any residential density to accommodate the Town of Truckee's fair share regional housing need in compliance with State law(Government Code Section 65863[b]). ' This finding is not applicable. The residential density proposed within the Coldstream Specific Plan is consistent with that identified in the General Plan. 4. The proposed amendment ensures and maintains internal consistency with other applicable provisions of this Development Code. This finding is not applicable. The General Plan Amendments relate to re-classifying two roadway segments within the town and do not correspond to development standards within the Development Code.
