Our mission is to bring the community together for the Truckee, for the restoration and protection of the Truckee River watershed. We are in receipt of the November 19, 2014 Shute Mihaly Weinberger (SMW) DEIR letter as well as the report submitted with that letter on biological resources by Conservation Biology Institute (CBI). We find the SMW (and CBI) analysis of the DEIR compelling and agree with the conclusions that the: • analysis of and mitigation for the Project's biological resources impacts is inadequate; • evidence that impacts on sensitive biological resources will be reduced to a less than significant level is not strong enough; • RDEIR does not address the Project’s significant indirect impacts to sensitive habitat and species; • analysis of lack of impacts to the Deer Migration Corridor is not supported and contradicts the findings of California Dept of Fish and Wildllife; • RDEIR fails to analyze the Project's impacts to regional habitat connectivity; • analysis fails to consider the effects of the Project's construction period on wildlife. SMW (and CBI), Mountain Area Preservation, and SOS Glenshire also have recommendations for additional analysis to address these weaknesses. We support the request to delay consideration of the Canyon Springs Project until the wetland, riparian, habitat, and wildlife migrations studies and analysis are completed.
