The accompanying report summarizes the services performed including the advancement of one horizontal boring, collection of soil samples,and laboratory analysis. The purpose of the scope of services outlined in TO No. 82 was to evaluate whether contaminated soils are present within the UPRR embankment and, if so, determine if material generated-from the tunnel excavation will require proper management and disposal during construction and whether health and safety precautions will be required for construction workers. Requireinents for Generators of Treated Wood Waste,Fact Sheet,December 2008 (DTSC) SITE INVESTIGATION REPORT 1.0 INTRODUCTION This Site Investigation Report for the Union Pacific Railroad (UPRR) embankment at Caltrans Bridge No. 17-16 project was prepared by Geocon Consultants, Inc. for the California Department of Transportation (Caltrans) under Caltrans Contract No. 03A1368, Task Order (TO) Number 82, and Expense Authorization(EA)03-1C0800. 1.1 Project Location and Description Caltrans proposes to construct a pedestrian/bicycle tunnel through the existing UPRR embankment located along State Route 89 (SR-89) just north of the Placer/Nevada County line in the Town of Truckee, California. The proposed tunnel will be approximately 12 feet wide by 10 feet high by 125 feet long, and will be constricted parallel to the existing embankment "tunnel" for SR-89 locally known as the `Mousehole" (Caltrans Bridge No. 17-16), located at Nevada County Post Mile (PM) 0.133. Other future improvements may include widening SR-89, replacing the existing Mousehole Tunnel with a wider structure, and constructing a second vehicular tunnel. The approximate project location is depicted on the Vicinity Map,Figure 1, and Site Plan,Figure 2. 1.2 Purpose The purpose of the scope of services outlined in TO No. 82 was to evaluate whether contaminated soils are present within the UPRR embankment and, if so, determine if material generated from the tunnel excavation will require special handling during constriction, special requirements for disposal, and whether special health and safety precautions will be required for construction workers. 2.0 BACKGROUND 2.1 Site History and Previous Studies Based on our review of a geotechnical report prepared for the project (Geotechnical Report, Preliminary Assessment of SR-89 `Mousehole" Tunnel Replacement with Twin Tunnels, Truckee, California, prepared by Shannon & Wilson, January 20, 2009), the UPRR embankment and SR-89 Mousehole Tunnel was built in 1928 to replace a wooden trestle that formerly crossed Donner Creek approximately 150 feet east of the present Mousehole Tunnel. Shannon&Wilson's review of historical information from the Town of Truckee suggests that the wooden trestle was left in-place and coarse, granular fill was placed around the trestle and the cast-in-place concrete Mousehole Tunnel to construct the present 32-to 34-foot-high embankment. As part of their geotechnical study, Shannon & Wilson performed four horizontal borings, three vertical borings, and four test pits within the UPRR embankment. In one of their horizontal borings UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 - 1 - December 2,2009 (BH-1), Shannon & Wilson encountered "several zones of wood fragments" approximately 53 to 60 feet from the southern face of the embankment. These wood fragments were likely remnants of the abandoned timber trestle that was apparently left in place and filled around when the embankment was constructed. 2.2 Hazardous Waste Determination Criteria Regulatory criteria to classify a waste as"California hazardous"for handling and disposal purposes are contained in the CCR, Title 22, Division 4.5, Chapter 11, Article 3, § 66261.24. Criteria to classify a waste as"Resource, Conservation, and Recovery Act(RCRA)hazardous"are contained in Chapter 40 of the Code of Federal Regulations(40 CFR), Section 261. For waste containing metals, the waste is classified as California hazardous when: 1) the total metal content exceeds the respective Total Threshold Limit Concentration (TTLC); or 2) the soluble metal content exceeds the respective Soluble Threshold Limit Concentration (STLC) based on the standard Waste Extraction Test (WET). A waste may have the potential of exceeding the STLC when the waste's total metal content is greater than or equal to ten times the respective STLC concentration, since the WET uses a 1:10 dilution ratio. Hence, when a total metal is detected at a concentration greater than or equal to ten times the respective STLC, and assuming that 100 percent of the total metals are soluble, soluble metal analysis is required. A material is classified as RCRA hazardous, or Federal hazardous, when the soluble metal content exceeds the Federal regulatory level based on the Toxicity Characteristic Leaching Procedure(TCLP). The above regulatory criteria are based on chemical concentrations. Wastes may also be classified as hazardous based on other criteria such as ignitability and corrosivity;however, for the purposes of this investigation, toxicity (i.e., metals concentrations) is the primary factor considered for waste classification since waste generated during the construction activities would not likely warrant testing for ignitability or corrosivity. Waste that is classified as either California hazardous or RCRA hazardous requires management as a hazardous waste. Currently, regulatory criteria for the classification of wastes based solely on the concentrations of total petroleum hydrocarbons (TPH) such as gasoline, diesel, and motor oil, have not yet been promulgated. Disposal of TPH-impacted soil and groundwater is generally regulated by disposal facility permit and acceptance criteria. However, because of the beneficial uses of groundwater in the area, Nevada County Department of Environmental Health (NCDEH) does not allow reuse of excavated soils containing detectable concentrations of petroleum hydrocarbons. These soils, if encountered during construction,will require proper management and offsite disposal. UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 -2- December 2,2009 3.0 SCOPE OF SERVICES The following scope of services was performed as requested by Caltrans in TO No. 82. 3.1 Pre-field Activities • Caltrans Quality Assurance Manager Alicia Beyer and Associate Environmental Planner Denise Gibson and Geocon representatives Jeremy Zorne and Gemma Reblando conducted a pre-work site visit on July 28, 2009, to identify and observe the project boundaries and conditions. The project limits were Ruther outlined in white paint for subsequent utility clearance. • Prepared a Workplan dated August 7, 2009, which described the requested scope of services and quality assurance/quality control(QA/QC)sampling and laboratory procedures. • Prepared a project-specific Health and Safety Plan dated August 10, 2009, to provide guidelines on the use of personal protective equipment during the field activities. • Obtained a copy of UPRR's Renelval Rider Agreement with Caltrans (Encroachment Permit, UPRR Folder No. 2391-43, Audit No. SPZ9405) to perform site investigation services within UPRR right-of-way.A copy of the Renewal Rider Agreement is presented in Appendix A. • Marked the proposed boring location for Underground Service Alert(USA) using white paint and provided the required 48-hour notification to USA prior to job site mobilization (USA Ticket Number 254503). • Retained the services of PC Exploration to perform a horizontal boring within the UPRR embankment. • Retained the services of Advanced Technology Laboratories (ATL), a Caltrans-approved and California-certified analytical laboratory,to perform chemical analyses of soil samples. • Retained the services of EMSL Analytical Inc. (EMSL), a Caltrans-approved and California- certified analytical laboratory, to perform asbestos analysis of soil samples. 3.2 Field Activities Between August 24 and 26, 2009, PC Exploration advanced an approximate 4-inch-diameter, 80-foot- long, horizontal boring (HBI) through the embankment cross-section at the proposed pedestrian tunnel location(Site Plan, Figure 2). The boring was located within 5 feet (approximately) of the Shannon & Wilson geotechnical boring BH-1 performed on October 29, 2008. The boring was located approximately 6 feet above the base of embankment (approximately 22 feet below the track bed) and was drilled using air-rotary drilling methods with an ODER casing advancer. The approximate horizontal boring configuration is shown on Cross-Section A-A', Figure 3. Ten embankment material samples were collected at the intervals presented in the following table. UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 -3- December 2,2009 Approximate Distance Sample No. from Embankment South Face(feet) HBI-5 5 HBI-10 10 HBI-15 15 HBI-25 25 HBI-30 30 HBI-35 35 HBI-40 40 HBI-45 45 HBI-65 65 HBI-80 80 Due to the loose condition of the embankment materials (primarily gravels, cobbles, and boulders), PC Exploration experienced difficulty in removing the drill casing and had to sequentially advance and retract the casing which prevented the installation of a grout tremie pipe in the borehole. As the casing was withdrawn,the borehole collapsed which prevented grouting. 4.0 INVESTIGATIVE METHODS 4.1 Boring Location Rationale The boring was advanced at the location selected by Caltrans within the proposed pedestrian tunnel alignment located east of the existing "Mousehole Tunnel." The approximate boring location is depicted on Figures 2 and 3. 4.2 Soil Sampling Procedures Soil samples were collected at approximate 5- to 10-foot intervals along the length of the horizontal boring. Due to the difficulty of pushing the sampler through rockyfcobbly materials, soil samples were collected from the soil cuttings and were transferred directly to 6-inch stainless-steel tubes. The sample tubes were sealed with Teflon®sheets and plastic caps, labeled,placed in a chilled cooler and delivered to ATL and EMSL for laboratory analysis. The boring was logged in the field under the supervision of a California Professional Engineer utilizing the Unified Soil Classification System. Each soil sample was field-screened with a photo-ionization detector (PTD) to qualitatively assess the presence of volatile organic compounds (VOCs). The PID readings were recorded on the boring log, which is presented in Appendix B. UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 -4- December 2,2009 4.3 Analytical Laboratory Analyses The soil samples were submitted to ATL and EMSL for analysis under standard turn-around-time (TAT). The laboratory analyses included the following: • Total Metals following Environmental Protection Agency (EPA) Test Method 6010E and 7471A (mercury); • Gasoline Package including gasoline-range organics (GRO) following EPA Test Method 8015B Modified, and benzene, toluene, ethylbenzene, total xylenes (BTEX), and methyl tert-butyl ether (MTBE)following EPA Test Method 8260B; • Diesel-range organics (DRO) and motor oil-range organics (ORO) following EPA Test Method 8015B Modified; • Chlorinated pesticides following EPA Test Method 8081A; • Polychlorinated biphenyls(PCBs)following EPA Test Method 8082; • VOCs following EPA Test Method 8260B; • Semi-volatile organic compounds (SVOCs) and polynuclear aromatic hydrocarbons (PAHs) following EPA Test Method 8270C; • Soil pH following EPA Test Method 90450; and • Asbestos by polarized light microscopy (PLM) using California Air Resources Board (CARS) Method 435 (CARB 435 PLM Method A). QA/QC procedures were performed for each method of analysis with specificity for each analyte listed in the test method's QA/QC. The laboratory QA/QC procedures included the following: • One method blank for every ten samples, batch of samples or type of matrix, whichever was more frequent. • One sample analyzed in duplicate for every ten samples, batch of samples or type of matrix, whichever was more frequent. • One spiked sample for every ten samples, batch of samples or type of matrix, whichever was more frequent,with the spike made at ten times the reporting limit or at the analyte level. Prior to submitting the soil samples to the laboratories, the chain-of-custody(COC) documentation was reviewed for accuracy and completeness. Reproductions of the laboratory reports and COC documentation are presented in Appendix C. 5.0 FIELD OBSERVATIONS AND INVESTIGATIVE RESULTS 5.1 Embankment Conditions Conditions encountered in the horizontal boring consisted of embankment fill materials generally comprised of gravels, cobbles and boulders in a sandy, silty and clayey soil matrix. In general,higher concentrations of cobbles and boulders were encountered within the first 40 feet of the boring (extending north from the south embankment face) and decreased beyond 40 feet. We did not observe wood fingments or evidence of petroleum hydrocarbon impacts including stained and odorous soil or elevated PID readings during our drilling and sampling activities. Logs of our horizontal boring (HBI) and the nearby horizontal boring performed by Shannon & Wilson(BH-1)are presented in Appendix B. 5.2 Soil Analytical Results GRO was not detected in the ten soil samples submitted for analysis. DRO was detected in each of the ten soil samples analyzed at concentrations ranging from 3.3 to 1,500 milligrams per kilogram(mg/kg) (HBI-5). ORO was detected in each of the ten soil samples analyzed at concentrations ranging fi-om 6.9 to 2,200 mg/kg(HBI-5). To evaluate whether the detected DRO and ORO concentrations were due to the presence of decaying organics (e.g. wood, roots, etc.), five samples (HBI-5, HBI-10, HBI-15, HBI-65 and HBI-80) were re-analyzed for DRO and ORO with silica gel cleanup. Results of re- analysis were similar(same order of magnitude)which suggests that the DRO and ORO concentrations were not the result of decaying organics. Chlorinated pesticides and PCBs were not detected in the soil samples submitted for analysis BTEX and MTBE were not detected in the ten soil samples submitted for analysis. VOC 1,2,4-trimethylbenzene was reported for soil samples HBI-5 and HBI-10 at concentrations of 20 and 16 micrograms per kilogram(pg/kg), respectively. VOC 1,3,5-trimethylbenzene was only reported for soil sample HBI-5 at 5.4 pg/kg. No other VOCs were reported for the six soil samples submitted for analysis. PAHs were not detected in the soil samples submitted for analysis. SVOC bis(2-ethylhexyl)phthalate was reported for samples HB 1-65 and HBI-80 at concentrations of 600 and 640 µg/kg,respectively. Soil pH values for the three soil samples analyzed ranged from 7.2 to 7.5. Ten soil samples were analyzed for Title 22 metals. The following metals were reported at concentrations exceeding the laboratory reporting limit: • Antimony ranging from 6.9 to 8.4 mg/kg; • Barium ranging from 120 to 200 mg/kg; • Chromium ranging from 15 to 44 mg/kg; UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 -6- December 2,2009 • Cobalt ranging from 7.9 to 9.8 mg/kg; • Copper ranging from 15 to 23 mg/kg; • Lead ranging from 4.3 to 12 mg/kg; • Nickel ranging from 11 to 21 mg/kg; • Vanadium ranging from 71 to 91 mg/kg;and • Zinc ranging from 36 to 66 mg/kg. None of the reported metals concentrations exceeded ten times their respective STLC values and appear to be within the range for naturally occurring background concentrations(presented in Table 2). Three soil samples (HBI-5, HEI-10 and HBI-20) were analyzed by EMSL for asbestos by the PLM method using the GARB 435 sample prepaiation method. None of the three soil samples submitted for asbestos analysis were reported to contain asbestos at or greater than the PLM laboratory reporting limit of 0.25%. The analytical laboratory reported each of the samples as 100%non-fibrous. A summary of soil analytical results is presented on Tables 1 through 3. Laboratory reports and COC documentation are presented in Appendix C. UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 -7- December 2,2009 6.0 CONCLUSIONS AND RECOMMENDATIONS 6.1 Petroleum Hydrocarbon-impacted Soil/Disposal Based on the results of our investigation, diesel- and motor oil-range petroleum hydrocarbon-impacted soils are present within the UPRR embankment. The higher levels of diesel and motor oil concentrations(up to 1,600 and 2,200 mg/kg,respectively)were detected in samples obtained from the first and last 15 feet of our horizontal boring. This may indicate that the outer soils (shell) of the embankment are impacted with diesel- and motor-oil range petroleum hydrocarbons while the inner material may not be. During construction, the excavated materials should be stockpiled and further characterized to determine appropriate soil disposal options. Based on the requirements of the NCEHD, soils with detectable concentrations of petroleum hydrocarbons will require offsite disposal. Assuming the tunnel dimensions of 10 feet by 12 feet by 125 feet long, we estimate a total of approximately 900 tons of material may be generated during excavation (assuming tunneling construction methods are used). We contacted the Town of Truckee and the Teichert Aggregates Martis Valley Quarry and inquired whether either could accept these soils for project reuse {Town of Truckee) or quarry pit reclamation (Teichert). Neither the Town of Truckee nor Teichert can accept diesel/motor-oil impacted soils. The following landfills can accept the soils: Recology Ostrom Road 5900 Ostrom Road Wheatland,CA 95692 800.208.2371 Approximate Disposal Fee: $15 per ton Forward Landfill, Inc. 9999 S.Austin Road Manteca, CA 95336 800.204.4242 Approximate Disposal Fee: $40 per ton Transportation fees from the site to these landfills will likely range from$35 to $45 per ton. 6.2 Treated Wood Waste Although not encountered in our boring,borings performed during the Shannon&Wilson geotechnical investigation reportedly encountered wood materials possibly associated with the former timber trestle within the embankment. Wood railroad structures are typically constructed of treated wood. Treated wood typically contains elevated levels of arsenic, chromium, copper, creosote, and pentachlorophenol. Disposal of treated wood is subject to California's Hazardous Waste Control Law. Based on current UPRR Embankment at Br.17-16—Truckee Mousehole,TO No.82 Caltrans Contract 03A11368,EA 03-1C0800 Project No_89300-06-82 -8- December 2,2009 DTSC guidance (Requirements for Generators of Treated Wood Waste, Fact Sheet, December 2008, presented in Appendix D) if treated wood is encountered during excavation, it may be disposed of at certain non-hazardous landfills including the following landfill, located approximately 3 miles south of the site: Truckee Tahoe Sierra Disposal Company P.O.Sox 135, State Route 89 at Cabin Creek Road Tahoe City,CA 96145 530.587.4155 Approximate Disposal Fee: $80 per ton 6.3 Worker Protection Since soils excavated within the project limits may contain petroleum hydrocarbons, we recommend that the contractor prepare a health and safety plan to minimise worker exposure. The health and safety plan(CCR Title 8)should include a discussion of the constituents of concern(petroleum hydrocarbons, etc.),routes of exposure,permissible exposure limits,and personal protective measures. The health and safety plan should be reviewed and signed by onsite construction workers prior to any field activities. The information contained herein is only valid as of the date of the report and will require an update to reflect additional information obtained. This report is not a comprehensive site characterization and should not be construed as such. The findings as presented in this report are predicated on the results of the limited sampling and laboratory testing performed. In addition, the information obtained is not intended to address potential impacts related to sources other than those specified herein. Therefore, the report should be deemed conclusive with respect to only the information obtained. We make no warranty, express or implied, with respect to the content of this report or any subsequent reports, correspondence or consultation. We strived to perform the services summarized herein in accordance with the local standard of care in the geographic region at the time the services were rendered.
