HomeMy Public PortalAboutRFP for Mitigation and Monitoring REQUEST FOR PROPOSALS FOR PROFESSIONAL CONSULTING SERVICES - WETLAND MITIGATION and MONITORING DUE DATE: March 11, 2015 TIME: 4:00 PM Town of Truckee Engineering Department 10183 Truckee Airport Road Truckee, CA 96161 Tel: 530-582-7700 Fax: 530-582-7710 Proposal for Brockway Trail Wetland Mitigation and Monitoring Services The Town of Truckee is soliciting proposals and cost estimates from qualified professionals with experience in hydrology and wetland restoration to monitor and evaluate the success of the newly created wetlands at the Brockway Trail Project in Truckee, California. The project area is located on the parcel at the northeast corner of Brockway Road and Estates Drive, adjacent to the dirt parking area and pond. The Town is required by the Lahonton Regional Water Quality Control Board Permit No. R6T- 2013-0021 to monitor the constructed wetlands for 3 years, or until success criteria are met. Construction of the wetlands was completed as part of the Brockway Road Trail project in 2013 and 2014. There are two new wetland areas, the first of which consists of an area where a metal culvert was removed from the drainage ditch and the channel banks were reseeded and the channel replanted with plugs. The second area is a wetland basin that was constructed adjacent to the ditch where the banks were reseeded, and plugs placed on the bottom. Permit conditions require the Town to submit annual reports starting December 31, 2014, which include complete monitoring findings and an evaluation for the success in restoring water quality, floodplain function and biological resources relative to wet meadow creation. The Town is required to file a final mitigation report on December 31, 2016 indicating whether performance standards have been met and the status of compliance with mitigation requirements. The permit also requires that a qualified professional with experience in hydrology and wetland restoration monitor the implementation and compliance monitoring. Remedial plantings were installed in the excavation and wetland ditch at the end of the 2014 growing season and the first annual report has been submitted. Scope of Work The Scope of Work will include the following: 1. Provide photographs 2. A table comparing the performance standards and conditions of the wetlands 3. Evaluation of whether the success criteria are being met 4. Specific recommendations for additional corrective or remedial actions 5. 3 site visits at a minimum-- one in 2015, 2 in 2016 6. One technical memo provided by May 31, 2015 7. One technical memo provided at the beginning of the growing season in 2016 8. One technical memo provided by November 30, 2016 Submittal Format The submittal shall include: 1. Qualifications of the personnel working for the project 2. Rate Sheet 3. Three references from similar projects 4. Please provide a proposal and cost estimate for three site visits and three technical memos for the 2015 and 2016 growing seasons that includes a schedule and what will be included in the technical memo.
