REQUEST FOR PROPOSALS
COMMUNITY DEVELOPMENT BLOCK GRANT
ECONOMIC DEVELOPMENT PROGRAM OPERATOR
The Town of Truckee (Town) is proposing to make application to the Community
Development Block Grant – Economic Development (CDBG-ED) Program for
funding to provide both Business Assistance and Microenterprise Assistance Loan
Programs. The Town of Truckee is requesting proposals from qualified consultant
firms to provide CDBG Economic Development Program Operator services. These
services may include, but not limited to, program marketing, application processing,
establishing applicant eligibility, underwriting, training and education and reporting.
Proposal Format
Proposals shall be submitted on 8 ½ x 11- inch paper and include all of the following:
1. Project Title.
2. Firm information: Name, address and phone number of the firm.
3. Contact Information: Name, phone number and email address of contact
person.
4. A brief history and summary of your firm’s qualifications, including a
statement of your firm’s policy regarding affirmative action, and indication if
your firm is a small business and/or minority or woman owned business
and/or a Section 3 business. Include your firm’s experience as it pertains to:
CDBG -ED grant requirements, eligibility, federal overlays,
implementation, underwriting requirements and eligibility requirements.
Economic development loan programs and requirements.

Grants, for which your firm is experienced in performing program
operator services.
Grant funded programs or projects which your firm has experience
implementing.
5. A discussion of the general tasks and timeline your firm proposes to carry out
the requested services. Requested services may include, but not be limited
to:
CDBG-ED Business Assistance loan program.
CDBG-ED Microenterprise loan program.
Providing training and education services to eligible Microenterprise
applicants.
Marketing programs, development of marketing materials, application
materials and compliance with CDBG-ED requirements.
Loan programs applications and establishment of applicant’s eligibility
in compliance with CDBG-ED requirements.
Underwriting in compliance with CDBG-ED andHUD requirements.
Preparation and presentation of loan request to Town’s loan
committee.
Reporting to Town as required.
6. List key personnel experience and qualifications for those individuals
performing work on this project.
7. Provide a cost proposal for the proposed services, including the hourly rate of
key personnel. The awarded firm will negotiate on a project by project basis
for the fee for each project, program or service. Note: Funding for services
provided under this RFP is based on available reimbursement through the
CDBG-ED application and is subject to CDBG requirements. No other
funding for services is available under this RFP.
Selection Process
The Town of Truckee staff will review the proposals and recommend a consultant to
the Town Council based on the following selection criteria:
1. Specialized experience operating CDBG-ED funded loan programs.
2. Understanding of economic development loan programs and requirements.
3. Methods of timing to accomplish the work and availability to Town staff.
4. Qualifications of key personnel assigned to the program.
5. Overall costs.
The maximum length of the contract will be three (3) years.

The Town reserves the right to reject any and all proposals submitted, to request
clarification of services submitted, to request additional information from competitors,
and to waive any irregularity in the proposal and review as long as Town procedures
remain consistent with the State Department of Housing and Community
Development (HCD) procurement requirements.
Upon the Town receiving notification of CDBG-ED funding, the selected consultant
will enter into a standard contract with the Town and must provide proof of required
commercial liability, workers’ compensation and auto insurance as required by the
Town. The contract entered into will contain all standard CDBG required contract
language. Should the Town’s CDBG-ED application for funding be unsuccessful, no
contract will be executed with professional services provider.
Proposal Submittal Requirements
All proposals shall be in compliance with the following requirements:
1. The proposal shall be submitted in writing, signed by an authorized individual
of the professional services provider.
2. The amount proposed as compensation to the provider for the proposed
services rendered and any related costs to perform the work shall be included
in the proposal.
3. All proposals shall be submitted in a sealed envelope which is clearly marked
with the RFP title, and the closing time and date. Late proposals will not be
accepted. Proposals submitted electronically or via fax will not be accepted.
4. All submitted proposals, whether selected or rejected, shall become the
property of the Town of Truckee.
5. Cost of the preparation of the proposal shall be borne by the proposer.
6. Any costs incurred by the proposer prior to the execution of standard
agreement with Town are ineligible for reimbursement.
6. Two (2) copies of the proposal must be submitted by 4:00 P.M. on March 31,
2015 to:
