HomeMy Public PortalAboutRequest for Proporal Grant Consulting Services Housing Town Council Department Heads Tony Lashbrook, Town Manager Alicia Barr, Mayor Andy Morris, Town Attorney Adam McGill, Chief of Police Joan deRyk Jones, Vice Mayor John McLaughlin, Community Development Director Kim Szczurek, Administrative Services Director Carolyn Wallace Dee, Council Member Judy Price, Town Clerk Patrick Flora, Council Member Alex Terrazas, Assistant Town Manager Morgan Goodwin, Council Member Daniel Wilkins, Public Works Director/Town Engineer March 11, 2015 REQUEST FOR PROPOSALS GRANT CONSULTING SERVICES The Town of Truckee is requesting proposals from qualified consultant firms to provide various grant administration and implementation services that may include: application preparation, implementation of programs, grant administration and portfolio management related to the Town’s participation in various housing grant programs offered through Federal, State and local agencies such as, but not limited to: Community Development Block Grant (CDBG) Program, State of California HOME Program, CalHome, BEGIN, including Program Income Reuse activities, prevailing wage compliance, implementation of housing rehabilitation programs, homebuyer programs and other housing and project related actions and activities over the term of the contract. Proposal and Submittal Requirements Responses to the RFP are to be submitted in the following format: 1. Proposals A. A brief history and summary of your firm’s qualifications, including a statement of your firm’s policy regarding affirmative action, and indication if your firm is a small business and/or minority or woman owned business or a Section 3 business. B. Page 2  Grant funded programs or projects which your firm has experience implementing. 2. Proposed Scope of Work A discussion of the general tasks and timeline your firm proposes to carry out the requested services. (The consultant will be expected to work with the Town to finalize the specific tasks to be included in each grant application as some items may be shared with Town staff). 3. Project Personnel and availability List key personnel and assigned services. 4. Cost of proposed services Include cost estimates for preparation of grant applications. Include the hourly cost for all personnel. The awarded firm will negotiate on a project by project basis for the fee for each project, program or service. Requested Scope of Work The Scope of Work includes ongoing services to the Town with the CDBG Economic Development and other economic development grant programs for up to a three- year period on an as needed basis. It may include (1) the development of the work program for the Town’s participation in the CDBG, HOME programs and other related programs and projects; (2) advising the Town on how to complete a CDBG General Allocation Allocation application for eligible activities and implementing and administering the grant, if awarded; (3) completion of a Planning/Technical Assistance application; (4) operating housing rehabilitation and home buyer programs; (5) provide prevailing wage compliance and reports; (6) preparation of other reports and studies as may be necessary; (7) advising the Town of the availability of additional sources of funds, and (8) Portfolio implementation and management. Selection Process The Town of Truckee staff will review the proposals and recommend a consultant to the Town Council based on the following selection criteria: 1. General firm and/or individual experience 2. Specific grant application, implementation and administration 3. Knowledge of the Town of Truckee 4. Capacity to perform the Scope of Work 5. Staff availability 6. Hourly rate schedule Page 3 The Town reserves the right to reject any and all proposals submitted, to request clarification of services submitted, to request additional information from competitors, and to waive any irregularity in the proposal and review as long as Town procedures remain consistent with the State Department of Housing and Community Development (HCD) procurement requirements. The selected consultant will enter into a standard contract with the Town and must provide proof of required commercial liability, workers’ compensation and auto insurance as required by the Town. The contract entered into will contain all standard HCD required contract language.
