1. CALL TO ORDER—Mayor Patrick Flora called the meeting to order at 3:05 p.m.
2. ROLL CALL: Leslie Suen, LCS Transportation Consultants; Todd Rivera, Tahoe Truckee
Unified School District; John Falk, Tahoe Sierra Board of Realtors; Patrick Flora, Mayor,
Town of Truckee;Annie Rosenfeld,Tahoe Donner Association; Dan Wilkins, Public Works
Director/Town Engineer, Town of Truckee; Gordon Shaw, LSC Transportation Consultants;
Pat Davison, Contractors Association of Truckee Tahoe; Alex Heyman, Community
Member; Dale Creighton, SCO Engineering and Planning; Becky Bucar, Engineering
Manager, Town of Truckee, John McLaughlin, Community Development Director; Paco
Lindsey, Truckee Trails Foundation; Ted Owens, Tahoe Forest Health Systems; and
Shanna Kuhlemier, Records Technician, Town of Truckee.
Absent: Bruce Cornell, Planning Commissioner;Alexis 011ar, Mountain Area Preservation.

4. PUBLIC COMMENT—none.
5. Approve the minutes of October 16, 2014.
Pat Davison, Contractors Association of Truckee Tahoe, requested "decision making
process" be added to page 2 under items discussed.
6. Traffic Impact Fee Program Update
(a) Existing land use
Gordon Shaw and Leslie Suen of LSC Transportation Consultants explained:
• Current land uses and boundary lines and how outside governments affect the
Town
• Changes in land use from the last update
• Census changes
• Future assumptions with land use and build outs
• Projects that changed since 2009: Hilltop/Pollard Station/Reynolds, PC-1 and
Martis Valley, amongst others
• Added the land uses in the Truckee Tahoe Airport from the draft Master Plan
• In the fee program you cannot charge all the costs of traffic due to influx of traffic
Example: traffic from 1-80 impacts our infrastructure
o The building community in Truckee cannot pay for this
• Secondary units
(b) Model calibration update
Dan Wilkins Public Works Director/Town Engineer stated the importance of the group
reviewing the numbers. The analysis of the information will be crucial to move forward.
Please forward any questions to Becky Bucar, Engineering Manager, by December 5,
2014.
Tony Lashbrook, Town Manager reminded the group to make sure there is consistency
with the General Plan Environmental Impact Report.
(c) Other discussion items
• Possibly look at development on Donner Pass Road
