Call to Order-Becky Bucar, Engineering Manager, called the meeting to order at 3:02 p.m. 2. ROLL CALL: Annie Rosenfeld, Tahoe Donner Association; Dale Creighton, SCO Engineering and Planning; Gordon Shaw, LSC Transportation Consultants; Pat Davison, Contractors Association of Truckee Tahoe; Leslie Suen, LSC Transportation Consultants, and Jennifer Jennings, Truckee Trails Foundation; Dan Wilkins, Public Works Director/Town Engineer, Town of Truckee; Becky Bucar, Engineering Manager, Town of Truckee; John McLaughlin, Community Development Director, Town of Truckee; Tony Lashbrook, Town Manager, Town of Truckee; and Bonnie Thompson, Administrative Technician, Town of Truckee. Absent: Todd Rivera, Tahoe Truckee Unified School District; John Falk, Tahoe Sierra Board of Realtors; Patrick Flora, Council Member, Town of Truckee; Alex Heyman, Community Member;Ted Owens,Tahoe Forest Health System; and Alexis 011ar, Mountain Area Preservation. I 3. PLEDGE OF ALLEGIANCE -deferred 4. PUBLIC COMMENT Pat Davidson pointed out that the minutes from the November 20th meeting have not been approved. Staff will put them on the next agenda. Items taken out of order 6. Presentation of Initial Traffic Analysis Gordon Shaw, LSC Transportation Consultants, presented from the PowerPoint and answered questions (presentation on file with the Town Clerk). The group discussed the final transportation model: • Assigns trips to all roadways. • The model has lots of moving pieces and this is the best they can get. • It achieves all Caltrans model standards. 5. Review of Land Uses Gordon Shaw, LSC Transportation Consultants, continued presenting from the PowerPoint i and answered questions. The group discussed: • Final numbers in the PowerPoint have been revised since the last meeting. • Commercial also includes institutional and government commercial. • Every time a development has a final map approved it changes the numbers and this is taken into account during the annual adjustment to the fee program. • There is 13% less traffic today than with the old model. • Are there improvements on the old list that we no longer need? Pioneer Trail/Bridge Street Extension • The extension was proposed 20 years ago. • Conclusion: we will need that roadway someday in the future. • Before asking LSC to move forward with the traffic analysis, staff would like to go to Council and give them a status update to decide whether we should amend the circulation element of the General Plan to take the road out. o Looking at early May for Council meeting. o Does not change the end date of this study. o The working group will take a break until after the Council decision. o Town staff will do some outreach to the 4-5 group members who couldn't make it to the meeting. • Should we discuss planning horizons with the Council or with the working group? • If GATT believes that the planning horizon should be less than build-out, than the Council needs that information before deciding whether to take out the Pioneer Trail/Bridge Street Extension. • A planning horizon less than build-out could mean that later development would be on the hook to pay for the connector once it is triggered. • 100%cost share of Pioneer Trail/Bridge Street Extension is currently shouldered by new development. o Does a planning horizon change the traffic impact fee amount? o Does the cost share question change the fee amount? • What do other communities do? • Full build-out is not every square foot of what the general plan would allow. • Build-Out: o The build-out land uses do not represent the maximum development allowed per zoning. In specific plan areas, for example, the level of development is consistent with the adopted specific plans or the most recent development proposals. o In addition, build-out estimates on parcels with topographic or environmental constraints were adjusted downward from build-out potential as established by allowable zoning. • GATT provided a handout from the League of California cities(on file with the Town Clerk)which says that communities should not adopt a plan that is too far off. More than 20 years is not reasonable. • Nevada County is using a 22 year planning horizon. • Truckee has a known build-out, within a known time frame, assuming the rate of growth. Some places don't have that knowledge. Not unique but different than other California cities. • We need to "truth" the land use assumptions. • Are there other nuanced changes we could make to save money? • Town Council is committed to Donner Pass Road being 2 lanes. o Are there intersection improvements that could be done on Donner Pass Road without ruining our community character? • Traffic Impact fees have been collected since before incorporation and most of our improvements have been built using fees collected largely from Tahoe Donner, which still has 800 homes that can be built out. • Preliminary Alignment Study of Pioneer Trail/Bridge Street Extension was done in 2001. o Some development possibilities from Pioneer Trail to Downtown o That development could shoulder some of the infrastructure costs and those could be removed from the fee program. • The Pioneer Trail/Bridge Street Extension connector is 100% on development because there is not currently a deficiency on Donner Pass Road. New development would create a deficiency. • Online shopping is changing vehicle trips. • There is still concern from some members that we are still overshooting land use. • Town policy says we would not have different policies for infill or sprawl areas. Process for Future Meetings: • Group will discuss the 100%share of the Pioneer Trail/Bridge Street Extension at a later meeting date. • At a later meeting the group will go through the deficiencies list and the project list and then evaluate the fair share of the cost for each project. 5. Set next meeting Town staff is shooting to go to the Town Council the first meeting in May. Staff will notify all working group members and send a copy of the staff report. The next working group meeting will be at the end of June. Engineering Manager Bucar will coordinate the date through email. 8.
