Call to Order— Becky Bucar called the meeting to order at 3:05 p.m. ROLL CALL: Leslie Suen, LSC Transportation Consultants; Alex Heyman, Community Member; Jennifer Jennings, Truckee Trails Foundation; Alexis 011ar, Mountain Area Preservation; Pat Davison, Contractors Association of Truckee Tahoe; Annie Rosenfeld, Tahoe Donner Association; Dale Creighton, SCO Engineering and Planning; Ted Owens, Tahoe Forest Health System; Gordon Shaw, LSC Transportation Consultants; Patrick Flora, Council Member, Town of Truckee; John McLaughlin, Community Development Director, Town of Truckee; Dan Wilkins, Public Works Director/Town Engineer, Town of Truckee; Becky Bucar, Engineering Manager, Town of Truckee; Tony Lashbrook, Town Manager, Town of Truckee; and Bonnie Thompson, Administrative Technician, Town of Truckee. Absent: Todd Rivera,Tahoe Truckee Unified School District, and John Falk,Tahoe Sierra Board of Realtors. 2. Public Comment- none 3. Approve Minutes from the November 20, 2014 and April 2, 2015 meetings. Pat Davison asked for clarification on the bullet point about full build-out in the April 2, 2015 minutes. The group consensus was to approve both sets of minutes, with the understanding that Town staff will fine-tune that bullet to better reflect land use capacity. 4. Nevada County Impact Fee Program Planning Horizon Discussion Dan Landon, Executive Director, Nevada County Transportation Commission, discussed Nevada County policies: • Nevada County uses a 20 year build-out: o The County has to coordinate build-out between the County, Grass Valley, and Nevada City. o 20 year framework allows you to adjust as you go. • Truckee has a much quicker build-out than the entire county. • Challenging to estimate the use of unincorporated land in the outskirts of the County. • Truckee has a better ability to evaluate build-out because of the confined boundaries. • Both entities are trying to use the most accurate sets of data for their areas. • Nevada County residents pay into a regional fee program on top of fees for any city. 5. Review of Project List Gordon Shaw, LSC, explained the Draft Traffic Impact Fee Projects and Percent Funding Responsibility Chart (on file with the Town Clerk) The group discussed: • Safety related changes including turn lanes and shoulder widening. • Mousehole: o Should it stay on the list since it will be substantially complete? o Everyone is being charged the same amount until an update occurs and projects are taken off the list. 6. Discuss Funding Responsibility The group discussed: • What is the fair share to charge to development? • Not all traffic growth is the responsibility of Truckee (ie. Northstar and 267). • Pioneer Trail Connector o Currently 100% on the shoulders of new development. o There are costs associated with not building the connector. o Tahoe Donner residents' responsibility for the connector. o Hard costs already charged to the project: • Engineers estimate for the connector. • Costs for the center turn lane. • Coyote Moon donated the right-of-way across their property in lieu of traffic impact fees. • Policy decision for Council: o Council could consider approaches to assigning less than 100% to new development. o If the connector is built, it improves traffic in some areas.This could reduce the amount of improvements needed in these other areas. o Previous projects paid out of the general fund or by the "existing" community add benefit and capacity to other intersections. This may avoid building additional projects, which benefits future development. o There is a Council Resolution stating there would be no zones in Truckee. o If we determine there is a public benefit for the connector, we would need to assign a dollar amount to that benefit. o The Town General Plan states that community did not want Donner Pass Road to be four lanes. o We need to ensure that General Plan policies are met, and that the Town continues to meet CEQA mitigation fees. o Staff will provide three or four different methodologies for the Council about why development should pay different percentages. • Staff will come back to the group with some of those variables and updates to our cost estimates. • Projects that have been removed from the list: o The eastern undercrossing project has been removed because was determined to be unnecessary as a part of recent analyses for the Railyard project. o 89/Alder Creek intersection improvement is no longer on the list because a left turn lane is not warranted under the future condition. 8. Next Steps • Next meeting will be scheduled for the second week of August. • Funding Allocation Analysis. • Cost estimates. 9.
