SUMMARY STATEMENT:
Cathleen Koch was hired as Deputy City Clerk six months ago and
appointed to Acting City Clerk five months ago. She has assumed the full responsibilities of City Clerk and performed the job admirably. I have reviewed her personnel file and discussed
the issue with Lindley Kirkpatrick and Ashley Royal.
Cathleen is currently an hourly employee; the Clerk position is salaried.
The Personnel Policy requires a ‘probationary period’
for employees promoted to new positions. Because of her exemplary role as Acting Clerk, the probationary period will not apply to this promotion.
With the Council’s confirmation, Cathleen
will be appointed City Clerk, with compensation commensurate with the responsibilities of City Clerk, effective immediately.
RECOMMENDED ACTION:
Confirm the City Manager’s appointment
of Cathleen Koch as City Clerk.
