BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The 2022 Budget of the City of Jefferson, Missouri is hereby amended by changing the personnel schedule to authorize one Neighborhood Services Specialist 1/11 (grade 12/14). Section 2. This Ordinance shall be in full force and effect from and after the date of its passage and approval. JOB FUNCTIONS: Advises and assists applicants with the CDBG program including application, income verification, documentation, procurement, contract management, ensuring compliance with HUD guidelines. Completes environmental review procedures including creation of maps, interpretation of data, and submitting project review requests to State and Federal Departments. Assists with financial management including compiling and assembly of supporting documents for CDBG reimbursement requests; and updating financial and accomplishment data in the Department of Housing and Urban Development's Integrated Disbursement Information System (IDIS). Represents the City at public meetings and public hearings, as assigned. Serves as liaison to advisory boards and committees, such as Historic Preservation Commission. Assigned tasks include processing demolition applications; research of history of properties from City Directories, Sanborn Maps, access reconnaissance or intensive survey's, determination of notability based on Criteria for Nomination to National Register of Historic Places, create staff report based on research, present staff report and other findings to Commission. Provides management support for Property Maintenance administration, create and process cemetery sexton legal documents. Mental: Ability to concentrate on detailed work and maintain accuracy with constant interruptions; to multitask and transition from one job duty to another with ease. Ability to handle simple mathematical computations. Ability to handle citizen and stressful situations in a calm manner; to handle confidential and sensitive information; communicate effectively orally and in writing; establish and maintain effective working relationships with coworkers, other governmental employees and the general public. EDUCATION/EXPERIENCE QUALIFICATIONS: Requires a high school diploma or equivalent and two years related experience. College degree in business administration or closely related field, preferred. REQUIREMENTS: Knowledge of planning disciplines, such as historic preservation, affordable housing, redevelopment financing, economic development and administration of federal and state grants. Knowledge of construction processes, principles, methodology, practices of research and data collection.
