I & 1-74 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING AN ORDINANCE TO GIVE THE CITY ADMINISTRATOR POWER TO PURCHASE REAL ESTATE IN SPECIFICALLY DEFINED SITUATIONS. NOW BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 26A (PURCHASING AND FINANCE) Article II (PURCHASING DIVISION) Division 2 (CITY ADMINISTRATOR PURCHASING AUTHORITY) is amended by adding Paragraphs 3, 4, and 5 to subsection B to read as follows: Section 26A-20. — City administrator power to execute contracts. A. The City Administrator is hereby authorized to sign contracts on behalf of the City, provided the following criteria are met: 1. The contract has a value of less than $25,000.00 per year, unless specifically authorized by the City Council; or 2. The contract has a value of no greater than $50,000.00 per year, the City Administrator may place the same on the consent agenda for approval by the Council in one meeting. The contract the City Administrator proposes to sign along with a memorandum giving a brief explanation of the contract shall be sufficient. Such contract shall be removed from the consent agenda if any two councilpersons vote to remove the same and it shall thereafter be voted separately from the remaining consent agenda items. B. The City Administrator shall not have the power to sign any contract pertaining to the purchase or sale of real estate, unless specifically authorized by the City Council, except that such prohibition shall not apply to: I . Leases which are no more than $25,000.00 in total value including all renewals; or 2. The accepting or granting of easements across City property; or 3. Purchases or sales of real estate with delinquent tax liens on such real estate; or 4. Purchase or sales of real estate involved in the settlement of claims by or against the City; or 5. Purchases or sales of real estate in an amount of $10,000.00 or less. Section 2. This Ordinance shall be in full force and effect from and after the date of its passage and approval.
