Additional funding for construction will be sought when plans and cost options are complete. The Federal Brownfields Program may provide additional sources of support as we proceed with planned improvements to both Mill and Riverside Parks. See the attached narrative and resolution.  RECOMMENDED ACTION: Approve the application for the Federal Brownfields Program. Approve and authorize the Mayor to sign Resolution 00-15 for Brownfield Properties. The EPA’s Federal Brownfield’s Initiative focuses the efforts of various federal and state agencies regarding the restoration and reuse of Brownfield’s sites. A Brownfield site is typically a former industrial property with real or perceived environmental contamination. The restoration of Mill Park and the development of Riverside Park are both potential Brownfield’s projects. The attached resolution expresses the City’s desire to restore and develop these sites through participation in the Federal Brownfield’s Initiative, with possible designation as a Brownfield Showcase Community should that program be reinstated after the election. According to information from the EPA, the City is eligible to receive the following benefits from by taking a pro-active approach to potential Brownfields Financial assistance, grants and cooperative agreements from participating agency programs, subject to the requirements of those programs and the availability of funds. Coordinated delivery of technical and financial support from participating Federal agencies. Staff support in the form of a Federal employee assigned to each Showcase Community to assist with coordination and implementation activities. (This support is subject to the reinstatement of the Showcase Community Program after the election.) National visibility for our Brownfields efforts. Several funding opportunities are available, including EPA’s Targeted Assessment Assistance. The Army Corps of Engineers has related shoreline restoration funds available. While there is no match required for the Pilot Assessment Grant, other program match requirements vary from 65/35 to 50/50. Ownership of the land may be considered as match. Bonni Shikrallah is currently pursuing Targeted Assessment Assistance for both Mill Park and Riverside Park. No local match is required for these funds. Targeted Assessment Assistance would be used for a two-phased project: Site screening, including background and historical investigation, with a formal preliminary site inspection. Full site assessment including sampling activities to identify types and concentrations of contaminants and the areas to be cleaned, and establishment of cleanup options and cost estimates based on future uses and redevelopment plans.
