CALL TO ORDER— Becky Bucar called the meeting to order at 3:04 p.m. 2. ROLL CALL BY INTRODUCTION Leslie Suen, LSC Transportation Consultants; Pat Davison, Contractors Association of Truckee Tahoe; Gordon Shaw, LSC Transportation Consultants; Dale Creighton, SCO Engineering and Planning;Jennifer Jennings,Truckee Trails Foundation; Patrick Flora, Council Member,Town of Truckee; Becky Bucar, Engineering Manager, Town of Truckee; Dan Wilkins, Public Works Director/Town Engineer, Town of Truckee;John McLaughlin, Community Development Director, Town of Truckee; Todd Landry, Senior Engineer, Town of Truckee; and Bonnie Thompson, Administrative Technician, Town of Truckee. Absent: Annie Rosenfeld, Tahoe Donner Association; Todd Rivera, Tahoe Truckee Unified School District;Alex Heyman, Community Member;Alexis 011ar,Mountain Area Preservation;Ted Owens, Tahoe Forest Health System; and John Falk, Tahoe Sierra Board of Realtors. 3. PUBLIC COMMENT— none. 4. Approve Minutes from the September 23, 2015 meeting. The group consensus was to approve the minutes. 5. Review Draft Report. The group discussed: • Build-out numbers: o The build out assumptions for Truckee have not changed. o The new dwelling units that have been added are for Nevada County. • Updated the discussion in the report about what percentage of the Traffic Impact Fee(TIF) can be implemented. o What is the fair percentage based on the moment when the project was added into the TIF program? • Reduced the cost estimate of all projects from $21 to $20 million. • Hirshdale section of Glenshire Drive: o The Town ties widening and maintenance together since it is all Town funds. o This is a coordination issue to time the Town's widening project with the maintenance project by the County. o Staff will consult with the County before the Council meeting. o This would be the County's first use of AB 1600 funds for bike trail widening. o Do not want this to be a sticking point for the rest of the agreement with the County. • Dwelling Unit Equivalent (DUE) methodology: o Some of the information was old because there is not a whole lot of data for trip length by land use categories. o Staff felt more confident about trip rates, than trip length, so trip length has been taken out. o This is consistent with the Nevada County TIF program. o It does not change the fee per DUE, but it does shift the land uses rates. o Updated proposed fee is $5,903 per DUE. • Reports at Council meetings: o Staff will present draft report on.January 12, 2016. Staff will present final report on January 26 and do the first reading of the ordinance to implement the fee. o Group members with specific opinions are welcome to draft a letter to present with the staff report. • The group discussed unresolved issues: o Pat Davison requested that staff include the letter she presented at the last meeting in the Council packet. She will also provide public comment on the Tahoe Donner Connector. o Land Use Assumptions: • The ultimate number of DUE may be on the high side. • If development is reduced the Town may not need all of the projects. • What percentage of DUE would have to be made to have a significant impact on the fee? • If we did 50% less development then the Tahoe Donner Connector would drop off of the project list. • Unless we go below 45% percent the fee would only get higher. • It is not probable that we would have 45% less development than our current assumption. • Frontage Improvements for New Development o Town policy is to have the new development pay for the roadwork necessary for that development. • Examples • Pioneer Trail travel lanes were built by Pioneer Commerce Center. Only needed to be 2 lanes, but the TIF program funded the cost of the center lane. - • Comstock Way was built by Pine Forest Subdivision • Railyard-Under the proposed language, if the Railyard develops in the near future,the developer would be responsible for building the portion of the Church Street Extension (a project identified in the TIF Program) that provides access to undeveloped land in the Railyard. This would make the costs associated with construction of the portions of the Church Street Extension that serve the undeveloped Railyard land ineligible for reimbursement or credit under the TIF Program. • Truckee Trails Foundation will probably be issuing a letter in support of the 100%funding of the connector so that there is money left over for trails. 6. Review Implementation Schedule. • Deadline for letters o Staff report due January 5th. Staff would need a letter by January 4th. o Questions or clarifications on the report would be great before Christmas. o Staff will present the report as is to Council. 7.
