HomeMy Public PortalAbout2021-09-201 REGULAR COUNCIL MEETING, SEPTEMBER 20, 2021 CALL TO ORDER Mayor Carrie Tergin called the September 20, 2021 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Absent: Kemna A quorum was present. ADOPTION OF THE AGENDA A motion was made by Councilmember Schreiber and seconded by Councilmember Wiseman to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Chezney Schulte of the Cole County Health Department provided an update. She referred citizens to the following two websites for continual updates: www.health.mo.gov and www.colehealth.org. b. Mayor Tergin presented the National Diaper Need Awareness Week proclamation to Katie Epema. c. Mayor Tergin recognized Erin Gabathuler and the Guns ‘N Hoses Committee for their successful 2021 event. The organization is now a 501(c)(3) not-for-profit. In 2019, the organization raised $11,298.92 for the Safety Net. They hope to exceed that amount in 2021. d. Roxy Van Pool with the Stephen Siller Tunnel to Towers 5k recognized the Jefferson City Fire Department as the “Fastest Firehouse” and the “Firehouse with the Most Participation”. e. Not originally on the agenda, and with no objection from City Council, Mel Kallel announced the upcoming Postmark Collectors Convention. It will be held at Capitol Plaza this Thursday, Friday and Saturday. f. Also, not on the agenda, City Clerk Emily Donaldson was surprised with recognition from Melissa Stradt, the Central District Liaison for the MOCCFOA Public Relations Committee. Ms. Donaldson recently received her City Clerk Certification. 2 REGULAR COUNCIL MEETING, SEPTEMBER 20, 2021 PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Councilmember Wiseman motioned to approve the recommended appointments to the following boards and commissions. Councilmember W ard seconded the motion. The motion passed unanimously. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council Committee announcements: • Public Safety Committee - The next scheduled meeting is Thursday, September 30th at 7:30 a.m. in the Police Classroom. City Council and Staff Announcements • Britt Smith, Director of Public Works Operations provided a recap of last Saturday’s “Fly into the 40’s” event held at the Jefferson City Memorial Airport. Mayor Tergin made the following announcements: • There were numerous events recognizing the 20th Anniversary of September 11th over the September 10th – 12th weekend, including the Stephen Siller Tunnels to Towers 5K, the parade, and the Annual Memorial Stair Climb at the Jefferson Building. • There were also numerous events over the September 18th – 19th weekend to commemorate Missouri’s Bicentennial including the parade, inaugural ball, and fireworks display. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. A moment of silence was held at the beginning of the meeting for recently deceased student, Dominik Dudley- Moore. 3 REGULAR COUNCIL MEETING, SEPTEMBER 20, 2021 PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS The following spoke in favor of bill 2021-046 related to the conveyance of East Miller Park for the expansion of the Jefferson City National Cemetery: State Representative Dave Griffith, Charlie Goodin, Doug Wright with Community Bridges, and Gary Kempker. CONSENT AGENDA a. Minutes of City Council Meetings: September 7 b. Awarding Bid 3188 to Central Missouri Plumbing, LLC for Plumbing Services for City Facilities in the Amount not to Exceed $50,000 for Year One c. FY 2021 Historic Preservation Fund Grant Acceptance for Historic Co ntext in the Amount of $30,000 d. Authorizing a Permissive Use Right-of-Way for the Installation of a “Community Pantry” Box Adjacent to the Sidewalk at 217 Adams St. e. Authorizing a Compensation Study Request for Proposal Councilmember Spencer requested item e. be taken up separately to allow for more discussion. There was no objection. Councilmember Spencer motioned and Councilmember Spicer seconded the motion to approve items a. through d. on the Consent Agenda. The motion passed unanimously. Councilmember Lester motioned and Councilmember Wiseman seconded the motion to approve item e. After discussion related to item e., Councilmember Lester withdrew his motion. Councilmember Spencer then motioned and Councilmember Hensley seconded the motion to refer the item back to the Administration Committee for further consideration. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. Councilmember Spicer left the meeting at 7:55 P.M. NEW BUSINESS Eric Barron, City Planning Manager presented a City ward redistricting timeline and options. After discussion between City Councilmembers and Staff, a poll was taken to determine Councilmembers’ option preferences. In favor of option 1: Ward, Spencer, Vogt, Lester, Wiseman, and Fitzwater In favor of option 2: Schreiber, Vogt, and Hensley There were no councilmembers in favor of options 3 or 4. Absent: Kemna and Spicer 7 REGULAR COUNCIL MEETING, SEPTEMBER 20, 2021 City Staff will post the options on the City website and host two open houses and a public hearing for public comment on the proposed options. A bill will be introduced related to redistricting at the October 18th City Council meeting. APPROVAL OF SEPTEMBER 7 CLOSED SESSION MINUTES Councilmember Wiseman motioned and Councilmember Vogt seconded the motion to approve the September 7th closed session minutes. The motion passed by the following roll-call vote.
