by Mr. Printup and unanimously voted that the Village would not enter into this
Agreement with metro.
Mr. Webb said that in accordance with the Village Charter within the last
three months of the fiscal year the Council may transfer funds between depart-
ments to balance the budget, miss Wetterer informed the Council that the
approximate figure0 would be to take $6,200 from Department 05G- and distributed
$1,200 to Department 01; $500 to Department 03P; $2,500 to Department 06; and
$2,000 to Department 07. On motion of Mr. Printup, seconded by Mr. Taplin it was
unanimously voted to transfer ahy funds necessary to balance the 1967-68 Budget
accounts.
ORDINANCE NO. 139
providing for a Bond in the amount of $25,000 for the Assistant Village Manager
was adopted on motion of Mr. Taplin, seconded by Mr. Printup, and unanimously
voted.
RESOLUTION NO. 172
setting the tax millage for 196E at five mills was unanimously adopted on motion
of Mr. Taplin, seconded by Mr. Beatty.
Mr. Webb said that the Metropolitan Government had asked for a rooster of
our Police and Fire Departments. The Council agreed that we would not send these
lists until after the election November 5th, if necessary.
There being no further business on motion of Mr. Printup, seconded by
Mr. Taplin and unanimously voted the meeting was adjourend at 10:15 A. M.

The Council of Bal harbour Village met Saturday, October 26,
1968 at 9:3o A.M. in the Village Hall.
Present were: Measrs. Beatty, hart, Printup, Taplin .And white
Also present were W. E. Hebb, Village Manager; Fred Maley,
Assistant Manager; Mary T. '.letterer, Village Clerk; Thomas Anderson,
Village Attorney; Dulaney Duhuy, Chief of Police; and Geor_-,e. Whittaker,
Village Engineer.
On motion of Mr. Beatty, seconded by Mr, hart, the minutes of
the previous meeting of September 28, 1966, ‘‘ere approved as submit#
ted.

Application for Taxi Permits were considered for Morse Baggage
and Transfer, Inc.; North keack. Yellow Cab, Inc.; Surf Cab, Inc.; and
White Cab. Mr. Anderson reviewed the case now pending in the District
Court of Appeals and stated that this case would not enjoin us from
passing on the applications this morning. Chief Dupuy reported on the
number of taxi cabs available from the thirty-six permits issued to
Morse, North Beach Yellow, and Surf Cabs as between twenty to twenty-
two at any one time. Mr. Webb then recommended that thirty-six permits
be issued to the above cab companies and ten permits be issued to White
Cab. It was moved by Mr. Printup, seconded by Mr. hart, and unanimous-
ly voted that tlao permits for 1968-69 be divided as follows: thirty-
six permits to the combination of Morse Taxi and Baggage Transfer, Inc.,
North Beach Yellow Cab, Inc., and Surf Cab, Inc.; ten permits to A.A.A.
Auto Leasing, inc. d/b/a White Cab.
The Village Manager asked the Council to confirm their action
by telephone of the final payment to M 4: M Dredging Company for
106,247 yards of sand. On motion of Mr. Taplin, seconded by Mr. Printup,
and unanimously voted the action was confirmed.
Mr. Maley reported on his investigation of the Greater Miami
Coalition, Inc. uiid recommended that the Village contribute the sum of
a284.00 as requested b, the organization for their work in trying to
solve the :areas problems. On motion of Mr. hart, seconded by Mr.
Printup, and unanimously voted the sum of w284.00 was appropriated
from the Mayor's Fund for this organization.
Mr. Sanford Chobel speaking for the Dal Barbour Resort Association
asked that the Council proceed with their action taken at the September
30, 1967 meeting and appoint an Authority to administer the Resort
Tax Funds. Mr. Hart told Mr. Chobel that possibly an Authority would
usurp the powers of the Council under the Charter and suggested that
the Council take thirty days to come up with a workable solution.
The Village Engineer, Mr. Whittaker, discussed with those present the
various ways of obtaining and maintaining sand on our beach. Mr.
Webb said that as soon as the Engineer's soundings are completed if
there is sand available in the ocean we will apply for a permit and
dredge from the ocean immediately. It was moved by Mr. Taplin that
the Village Engineers investigate all details on the building of a
sand transfer station and report at the next meeting. The motion was
seconded by Mr. Printup and unanimously voted.
Discussion was held on the landscaping and traffic flow on
Collins Avenue. It was the concensus of opinion of those present that
the landscape plan without a traffic study beforehand could result in
re -landscaping. It was moved by Mr. Taplin, seconded by Mr. Printup
and unanimously voted that Mr. liebb contact the planner, formerly with
Harland Bartholomew and .Associates and determine what he would charge
for a traffic study.
On motion of Mr. Hart, seconded by Mr. Printup, the meeting was
adjourned at 11:00 A.M.
