The meeting was called to order by Mr. Schwartze at 8:15 a.m., a quorum was present at that time. 1. Introduction 2. Acceptance of the April 1, 2021 meeting minutes There was not a quorum at the previous meeting. Mr. Diemler made a motion to accept what members did as a whole last meeting. Mr. Kross seconded the motion; all members were in favor of motion. Mr. Kross made a motion to approve the minutes. Mr. Brooks seconded the motion; all members were in favor of motion. Minutes approved as written. 3. New Business a) Request to prohibit parking on the southeast side of Vieth Drive, just south of the Canterbury Road intersection-effects two parking spaces. (Requestor: Vieth Drive resident) APPROVED June 3, 2021 Mrs. Griffin gave the staff report. Staff would support this request unless there is significant neighborhood opposition. The requestor was present and spoke on his behalf. Group discussion occurred. Mr. Diemler made a motion to remove two parking spaces as requested. Mr. Brooks seconded the motion. The motion passed with 6 votes in favor and 1 against. Mr. Brooks, Mr. Schwartze, Mr. Kross, Mr. Diemler, Mr. Staub, and Mr. Atterberry voted in favor, Mr. Farr voted against. b) Request to place flashing lights on crosswalk signs near all Jefferson City Public Schools. (Requestor: Ms. Melissa Jones) Mrs. Griffin gave the staff report. The City has been and will continue to make pedestrian safety improvements around town, including at schools. Staff cannot support a sweeping statement or plan that advocates flashing lights as the primary solution and best use of funding for safety near school. The requestor was not present. After a discussion between commission members, Mr. Diemler made a motion to make a recommendation to the Public Works Director and the Public Works and Planning Committee that they consider safety improvements when scheduling work or making improvements in high pedestrian areas, such as school crosswalks. Mr. Brooks seconded the motion. After further discussion, Mr. Diemler amended his motion to include that the city have a maintenance schedule to maintain all crosswalks to MUTCD standards, primarily block crosswalks. Mr. Brooks seconded the amended motion. All members were in favor of the motion. c) Request to implement traffic calming measure on Tanner Bridge Road, between Mesa Ave. and Christy Dr. (Requestor: Ms. Nicole Will) Mrs. Griffin gave the staff report. The requestor was not present. Mr. Kross made a motion to table this issue until we see the results on South Tanner Bridge Rd. and West Edgewood. Mr. Diemler seconded the motion. All members were in favor. d) Request to implement traffic calming measure on Adams Street, between Hickory St. and Woodlawn Ave. (Requestor: Mr. Steve Veile) Mrs. Griffin gave the staff report. The requestor and other area residents were present and spoke in favor of stop signs or speed humps and concerns for speeding and children on foot in the area. APPROVED June 3, 2021 After a lengthy discussion, Mr. Diemler made a motion to recommend to the Public Works and Planning Committee to install two temporary engineered speed humps. Mr. Brooks seconded the motion. All members were in favor. 4. Old Business a) Letter to City Council – Neighborhood Sidewalks. (Requestor: Commission) Mr. Schwartze attended the City Council meeting on April 5th as a guest to discuss this, no questions were asked by City Council members. 5. Other Business 6.
