SUMMARY
STATEMENT:
The McCall Police Department has historically promoted police officers to the rank of corporals and sergeants through the Chief’s edict. In interests of fairness, and to
stay in-line with generally accepted law enforcement practices, it is the Department’s desire to make the process more competitive through promotional testing, including a written exam
and an oral/assessment interview. The Department prefers to set minimum standards to be eligible for testing. The testing process will produce a promotional register with combined scores
from both the written and oral examinations from which a promotion can be made. Attached is a revised policy that addresses promotions and bases the criteria on nationally recognized
CALEA (Commission on Law Enforcement Accreditation) promotional standards.
RECOMMENDED ACTION: Clarify the authority of the Chief of Police to promulgate policies and procedures
for the Department as well as set minimum requirements of eligibility for promotion; design and administer the testing process; and, make promotions based upon testing results and existing
City policy.
