Subject: Truckee Tax Measure Expenditures for 2014/2015 Fiscal Year
Measure V was enacted by Truckee voters in 2008 and Measure R was enacted in 2014.
Attached to this report as Exhibit A is the resolution for Measure V (2008-45), the resolution for
Measure R (2014-08), and Resolution 2015-04 which established the Truckee Tax Measure
Citizen’s Oversight Board.
Per the attached resolutions, Measure V funds are dedicated to “paving, repairing and
improving our Town’s roads to enhance safety for drivers, bicyclists and pedestrians including
regular upgrades to drainage to protect water quality” and Measure R funds are “for the
construction and maintenance of paved and dirt trails.” To ensure that the use of the funds is in
accordance with the approved ballot measures, a citizen’s oversight board was created with the
responsibility of auditing the road and trail projects funded by these Measures. The purpose of
this memo is to provide the Truckee Tax Measure Oversight Committee with information
regarding expenditures of Measure V and Measure R funds for the 2014/2015 Fiscal Year (FY).
During the 2014/2015 FY, the Town of Truckee expended $3,631,282 in Measure V funds and
$95,407 in Measure R funds. The Measure V funds provided funding for nine (9) separate
capital improvement program budgets in addition to $600 spent on a sales tax audit. Measure R
provided funding for trail maintenance, which is part of the Public Works Facilities Division
Operating budget. The following Table 1 presents the projects and the funding amount for each
project.

Capital Improvement Projects with Measure V Expenditures
The Glenshire Drive/Highland Avenue Safety Improvement Project (CIP C1303) expended
$29,161 of Measure V funds in FY 2014/2015 as well as $17,096 in Highway Safety
Improvement Program grant funds. This project was completed in 2015 and improved horizontal
and vertical geometrics; constructed a left-turn pocket; and widened and reconstructed
Glenshire Drive for approximately 2,500 feet in the vicinity of the Highlands Avenue intersection.
Exhibit B presents a vicinity map for this project. The majority of the project expenses were
incurred during construction in FY 2015/2016.
The Glenshire Drive Bike Lane - Phase 2 Project (CIP C1306) expended $1,292,451 of
Measure V funds in FY 2014/2015 as well as $672,111 in Measure A funds, and $1,204,087 in
AB 1600 Traffic Impact Fee funds. The project widened Glenshire Drive to accommodate bike
lanes, implemented storm water improvements, and rehabilitated the structural section of
roadway between a location just west of Highland Avenue and Donner Pass Road, as depicted
in Exhibit C. The project also included the construction of a left-turn lane at the Olympic
Boulevard intersection. Construction was substantially complete in October 2014.

The West River Street Bike Lane Project (CIP C1307) expended $59,568 of Measure V funds
in Fiscal Year 2014/2015 as well as $19,856 of AB 1600 Traffic Impact Fee funds on planning
and design of the project. This project would reconstruct and widen West River Street from Mill
Street to Placer County. Construction is planned to begin in Summer 2016. Exhibit D presents
a vicinity map for this project.
The 2014 Slurry Seal Project (CIP C1401) expended $177,267 in Measure V funds for the
purpose of implementing a portion of the Summer 2014 Slurry Seal project. Additional funding
allocations for this project included $67,257 in Truckee Special Service Area 1 (Tahoe Donner)
funds and $51,557 Truckee Special Service Area 5 funds, for a project total of $296,081 in FY
2014/2015. Significant funds were also expended in FY 13/14 on construction of this project.
The attached Exhibit E presents a map showing the streets in Truckee which were slurry
sealed during this project.
The 2014 Paving and Drainage Project (CIP C1402) expended $2,038,826 of Measure V
funds in FY 2014/2015. In addition, $112,717 in Measure V funds, $40,441 in Truckee Special
Service Area 1 (Tahoe Donner) funds and $36,750 Utility Reimbursement funds were used to
fund the project for a total cost of $2,228,734 in FY 2014/2015. The project was completed in
2014 and Exhibit F provides maps of the project areas in which paving and drainage projects
occurred which included Donner Pass Road, Brockway Road, Northwoods Boulevard,
Cottonwood Drive, and drainage near Hansel Drive and Carpenter Valley Road.
Repair of a South Shore Drive drainage system near Maple Street (CIP C1406, South Shore
Drainage Improvements) was constructed as a part of the 2014 Paving and Drainage Project
construction contract. The project replaced a culvert that travels from South Shore Drive to
Donner Lake that had been blocked and damaged, as depicted in Exhibit G. The drainage is a
significant component of the Town roadway drainage system and carries drainage from several
roadways (Spruce Street, Cottonwood Street, and Maple Street) to Donner Lake. A total of
$26,600 of Measure V funds was spent on this project, which represents the total project cost.
The 2015 Slurry Seal Project (CIP C1501) expended $1,783 in Measure V funds, $635 in
Truckee Special Service Area 1 (Tahoe Donner) funds, and $137 in Truckee Special Service
Area 5 (Glenshire) funds for a project total of $2,555 in FY 2014/2015. These expenditures
represent expenses associated with developing the bid documents. The majority of
expenditures for this project occurred in FY 2015/2016. Exhibit H presents a map showing the
streets in Truckee which were slurry sealed in 2015.
The Miscellaneous Curb/Gutter Replacement (CIP C1508) expended $700 in Measure V
funds for the replacement of curb and gutter along River Park Place. The curb and gutter was in
poor condition and was replaced at the same time the sidewalk was replaced. The sidewalk
replacement was funded by the adjacent property owner.
Donner Pass Road/Tamarack Road Drainage Improvement (CIP C1606) - This project
includes the evaluation of potential drainage improvements in the Donner Pass Road right-of-
way to improve an existing drainage between Donner Pass Road and West Tamarack Road.
$4,325 in Measure V funds were expended in FY 2014/2015 on staff time and research
regarding existing easements.

Measure R Trail Maintenance Expenditures
As shown in Exhibit I, The Town Public Works Department currently maintains 8 miles of paved
“cross country” trails including the Legacy Trail, the Brockway Road Trail, the Trout Creek Trail,
and the unnamed trail connecting Donner Pass Road near the Rue Ivy intersection t o the Alder
Creek Middle School. In addition, the Town maintains 3 miles of trail/sidewalks located either
along the exterior of the roundabouts in Truckee, or along State or local roadways where the
Town made a prior trail/sidewalk maintenance and snow removal commitment as a part of the
trail/sidewalk project construction. It is worth noting that approximately 8 additional miles of trails
are privately-maintained by various property owners, such as Grays Crossing, Old Greenwood,
and the Pioneer Commerce Center.
In FY 2014/2015, $127,210 was spent on maintenance of both the 8 miles of paved cross
country trails and the 3 miles of sidewalks and roundabout paths. This maintenance cost
includes costs associated with staff time (including wages and benefits), administrative costs,
vehicle use (including fuel and maintenance), equipment rentals, and purchase of a Toolcat
Utility Work Machine, as outlined in the table below:

During the FY 2014/2015 winter season, the Town instituted a pilot program to increase the
snow removal service levels on the trail/sidewalks to once per day during snow events. The
attached staff report (Exhibit J) provides additional detail and background regarding trail
maintenance.
Although Measure R is eligible to be used to fund 100 percent of these trial maintenance costs,
there was a commitment to maintain the sidewalks and concrete paths around the roundabouts
prior to the implementation of Measure R. Recognizing this, the policy has been to continue to
use General Funds to fund sidewalk and roundabout path maintenance, therefore, 25 percent of
the trail maintenance costs were funded with General Funds in FY 2014/2015 as the sidewalks
and roundabout paths represent roughly 25 percent of Town maintained trail mileage. The
remaining 75 percent of trail maintenance costs were funded with Measure R, representing the
costs associated with the paved “cross country” trails. As a result, $95,407 in Measure R funds
were expended on trail maintenance in FY 2014/2015.
Staff recommends updating the percentage of the trail maintenance costs that are funded with
Measure R in FY 15/16 based upon the updated mileage of trails built. However, for FY 16/17,
staff recommends creating separate account for paved trails and sidewalk/roundabout path
maintenance costs to provide more accurate accounting of the costs associate with each type of
facility.

Recommendation
Based upon the provisions of Measure V and Measure R, and the scope of the above projects,
Town staff recommends that the Truckee Tax Measure Oversight Board make a determination
that the expenditure of Measure V and Measure R funds in the 2014/2015 FY were consistent
with the provisions of Measure V as established by the voters in the November 4, 2008 general
election and with the provisions of Measure R as established by the voters in the June 3, 2014
special election.
