OF WOUE MEETING DATE: September 6,2000 TO: CWMAC Participants FROM: Daniel P.Wilkins,Town Engineer SUBJECT: SRRE and HHWE Program Implementation Budget Recommendations AGENDA ITEM: 6.1 RECOMMENDATION: CWMAC participants consider the attached information and recommend to the Town Council that a contract amendment with California Waste Associates be executed which would increase the not to exceed contract maximum from$39,583 to $57,170. DISCUSSION: There is currently $33,000 of funding which has been budgeted by Nevada County for implementation of Town of Truckee SRRE and RIME programs for this fiscal year. In addition, the Town has received a $24,743 grant for the purposes of promoting the recently constructed household hazardous waste collection facility located at the Eastern Regional Landfill. During April of this year,the Council approved a contract with California Waste Associates with a not to exceed contract maximum of$39,583.Funding for this contract was identified as follows: • $14,840 from the Nevada County funding source. • $24,743 from the IIIIW grant. During the FY 1999/2000 fiscal year, $8,222.52 was expended from the Nevada County Funding Source, and$4,055.69 was expended from the HHW grant on this contract. Up to this point during the 2000/2001 fiscal year, $6,408 has been expended from the Nevada County funding source, and $3,657 has been expended from the HHW grant. Combining the two fiscal year expenditures indicates that of the$14,840 allocated from the Nevada County funding source, $14,630 has been expended to date, and of the$24,743 from the HHW grant, $7,713 has been expended to date. Therefore, to continue the involvement of California Waste Associates in implementation of SRRE programs such as the television advertising, school education programs, and business recycling programs that a budget amendment will be required. Staff would note that the scope of work by California Waste Associates related to SRRE activities has been significantly expanded at the request of Town staff and the Citizens Waste Management Advisory Committee since the initial contract was executed. The attached Table presents a summary of the original California Waste Associates contract, as well as the proposed additional funds ne3cessary to complete the work tasks which have been requested by the committee. As shown, the additional work tasks total $17,587, which is the recommended contract amendment amount. In order to verify that adequate funds are available within the SRRE budget to fund this amendment, staff has prepared the following summary table,which presents FY 2000/2001 SRRE and HHWE expenditures to date, as well as remaining budget amounts. TRUCKEE DONNER PUBLIC UTILITY DISTRICT BOARD ROOM 11570 DONNER PASS ROAD, TRUCKEE, CA MINUTES 1. CALL TO ORDER-Chair Ingalls called the meeting to order at 4:10 pm. 2. ROLL CALL PRESENT Committee.Members Fairman,McCormack,Perata,Ratto,Sutton,Walterscheid _ and Chair Ingalls. ALSO PRESENT: Jim Greco, CA Waste Associates; Janie Collomb,CWA Sub-consultant; Dan Wilkins, Town Engineer; Steve Johnson, Engineering Assistant;'Jim Smith, Administrative Staff Assistant; and Bruce Soli,AT&T Media. ABSENT: Committee Members Drinks(excused),Salas(unexcused),Stephens(excused), and Thomas (excused). 3. PUBLIC COMMENT-None 4. APPROVAL OF MINUTES 4.1 Minutes of June 27,2000.Motion by Member McCormack to approve the minutes as submitted; Seconded by Member Perata,passed unanimously. 5. OLD BUSINESS 5.1 Used Oil Recycling Update,Tracy LoBianco,Nevada County. Ms.LoBianco reported three new sites in Truckee that were submitting applications to the State,but the names were confidential until the applications were approved. She stated that some needed equipment,permits,and staff training.Her goal of five(5)drop-off stations may be reached within a couple of months, and she was surprised by the response. Nevada County would provide new equipment for each location,and would with oil filter disposal,as well as staff training.The new firms were concerned about small businesses coming in with used oil, but those businesses should be referred to ERL(Eastern Regional Landfill)as they would continue their own small business program. Ms.LoBianco requested that Mr. Greco organize advertising to draw citizens to the new sites. She also stated that an industrial generator application had been delivered to the Town's Public Works office. The Town would be entitled to receive reimbursement from the State for used oil recycled. Mr.Wilkins thanked Ms.LoBianco and acknowledged her work in administering grant programs for the Used Oil Recycling Program. She stated that she would stay on specifically to see the Truckee project completed. Mr. Greco commented that her legacy in leaving was the startup of three new centers. Member Perata asked when used oil containers would be available.Ms.LoBianco said used oil needed to be deposited in front of station staff, and that the customer took back the oil container to be used again. Ms.LoBianco told the members present that she attended the Air Affair at the Truckee Airport and had good response and many questions.The public expressed frustration of not having any centers in the area.She provided the airport with proper containers for aircraft used oil and surveyed a portion of plane owners finding that many owners deposited used oil in a tank that the airport then used for their ground equipment. She also met with Environmental Health staff and their concern was educating small businesses on the need for proper disposal of household hazardous materials such as paint, construction material,etc. Their concern was based on the frequency of complaints about illegal disposal into storm drains, sidewalks,job sites and any open trash bin.They felt most offenders were small businesses that were not aware of the collection events.Committee direction was given to Mr.Greco to utilize HHW funds and work on solutions,public awareness,and a workshop with Environmental Health staff.Member McCormack suggested utilizing CATT(Contractors Association of Truckee-Tahoe)and possibly the Chamber to aide CWMAC in educating that sector of the community, as well as the general public. One area of discussion was how were the recycle centers being advertised?Ms. LoBianco said that some were fearful of advertising and becoming inundated with drop-offs. She felt that public recognition should be provided as part of the public awareness program and that all centers would accept oil filter and fuel filter disposal. Member Perata spoke about the boat used oil recycling centers around Lake Tahoe and displayed an ad piece as an example of what the Committee could do.He also asked why Nevada County had not participated in the program,and Ms.LoBianco said that Nevada County does not border Lake Tahoe as did Placer and El Dorado Counties. 5.2 Recycling &HHW Grant Implementation: a. Sierra Sun Insert--Janie Collomb.Ms. Collomb reviewed ideas for a four-page color insert for the Sierra Sun. Anticipated items would include HHW information; used oil and filter information drop-off information;and additional blue bag information because some people would not have seen the TV ads. School waste reduction and recycling would also be prominent. Member McCormack questioned the reasoning of combining school recycling in a newspaper insert.Member Walterscheid recounted her experience that kids push their parents into recycling from what they learn at school.Member Sutton asked if funds should be spent on this kind of advertising or if the message could be sent a better way.The insert would also be distributed at all the local schools.The question was raised if the insert would be bilingual as it might be a school requirement.Ms. Collomb said the next insert would include color on recycled newsprint. One goal expressed for next year would be to include a recycling message in the Truckee Almanac as most members felt it could be helpful in extending the CWMAC message. The Committee gave consensus to proceed with plans for a September insert. Citizens Waste Management Advisory Committee Minutes August 1,2000 Page 2 b.Cable TV Air Time Message--Janie Collomb&Bruce Soli. Ms.Collomb provided the members with a brief background on the AT&T contract with a$9,000 budget for TV advertising. Mr. Soli,AT&T Media Services,reviewed various proposals for public education on waste recycling and the need to maintain a consistent theme and introduce small pieces of information at a time and allow time for the public to grasp each message.Mr.Soli said the spokesperson would be the"talking trashcan" as displayed in the newspaper insert. Some animation would be included; video cuts of people putting items into a recycle bag.The basic message would be how simple recycling could be. Ms. Collomb reviewed possible slogans: "Put Your Trashcan on a Diet by Reducing Your`Waste"; or"Keep Truckee Green by using the Blue". Ms. Collomb said she would focus on green material in a spring issue.The projected composition of the commercials would have a general recycling introduction at the beginning, followed by information on blue bag usage for a couple of months before introducing the second phase. That sequence would provide information on how to reduce waste production and would run for a couple of months.Mr. Solis recommended easing back on the first campaign,then start running more on the second phase.An introduction on green waste and household hazardous disposal with two 15-second commercials and frequent reminders on the first two messages would be incorporated in the second phase.The third phase would then introduce more detailed information on 11MW/green waste with 30- second spots. Mr. Solis told the group the commercials would air on 16 local networks (all major networks).Mr. Wilkins requested clarification on the production and how approximately 2,000 individual ads over 16 networks would be aired.Mr. Solis said the first commercial would run for two months, 30 seconds each. Then the second phase commercial, with a new message, would be aired while the first commercial was reduced to 15 seconds.Member McCormack asked about commercial frequency and Mr. Solis said the production costs were not final at this time as animation would be very costly, perhaps $2,000 for production. The commercials would air from 6:00 am to midnight on a random schedule.Chair Ingalls asked for a time frame as to when the commercials would be on TV.Mr.Solis said that the first part of September would be a viable target date as he hoped to have commercials ready within 30 days.Member Sutton questioned the length of time for commercials since there was only a nine-month window of the fiscal year remaining.She also requested the ad team to change the ad message for the next fiscal year.Member McCormack expressed his desire to continue the program in years ahead. Mr. Solis felt it would be good to rerun the program after several months,or add the used oil message for next year. Ms. LoBianco suggested some local video of the MRF facility and what happened to the blue bag during the processing at the MRF.Kevin Delaney of the ERL spoke about public confusion of what to do with the blue bag. Blue bags are tied and placed beside the garbage can.He suggested showing someone tying the bag often works better than someone speaking the words.Member Walterscheid wanted to emphasize that all recyclable material could go in one bag. Member McCormack thanked Mr. Solis,Mr. Greco and Ms.Collomb for bringing a professional on line to advise the Committee on this important issue. c. School Recycling--Janie Collomb.Ms. Collomb said that the schools were doing some recycling already and were interested in continuing,if not expanding,their programs.She would have additional information at the next meeting. Citizens Waste Management Advisory Committee Minutes August 1,2000 Page 3 d.Blue Bag Distribution--Janie Collomb. Member Walterscheid checked with the realtors involved with the program and all had positive responses.Vacation Property Management had over 300 homes on their rental list and they stated they used blue bags previously but had lots of problems. The owner now buys his own bags, staples his own recycle instructions on the blue bags. Member Walterscheid said the managers were hauling a lot of their own trash from the rental units and they report a large increase in the blue bag usage. She said one business saw no increase at all and thought the ad piece was too busy and confusing.Another recurring stumbling block was needing to buy the bags; the property managers also found the retail packages too small and too expensive. Member Walterscheid spoke with Ruth Frishman about her long-term rentals.Ms.Frishman said her long-term tenants also receive blue bags and recycling education when they rent a home. Member Walterscheid suggested a one-sided card with just recycling information would assist the rental managers and vacationers understand Truckee's recycling program. Mr.Wilkins asked about continuing the program and Ms. Collomb felt that all rental agencies needed to be contacted on a regular basis to urge continuance in the program.She also suggested another free distribution of blue bags to encourage participation. e.Exhibit,Graphics&Sign Display—Jim Greco. Mr.Greco displayed the message boards and ad pieces with used oil, HHW, and recycling information. Mr. Greco suggested moving these panels around Town for additional exposure such as lobby areas of public buildings, Council meetings, Chamber of Commerce gatherings, and school sites. He said that ample funding was available for more recycling but he was juggling funds for the HHW message. Ms. LoBianco suggested incorporating a photo of the MRF on the display panels.Member McCormack emphasized multiple exposure on the whole ad campaign. f.Buy Recycle Procurement Policy—Jim Greco. Mr.Greco explained the policy and spoke to the AB 939 ratings,and what the Solid Waste Board considered in their review:what kind and how many programs had a municipality started; current diversion rate; and ongoing programs. He said adoption of this policy was strongly favored as a good faith effort for the Solid Waste Board's Directors. Mr.Wilkins requested Committee comment before forwarding a staff report and the proposed policy to the Town Council for adoption.Member Sutton asked if the Town would incur extra expenses for having to buy recycled products.Mr.Wilkins referred her to the second paragraph of the draft policy that stated:"When considered for use,recycled products shall be of a quality,fitness,and performance equal to or better than new materials and at a cost equal to or less than new materials." Member Walterscheid urged the Town to advertise buying recycled products with the hope of encouraging other districts or businesses to buy recycled products.Mr.Wilkins said it would also reinforce with the Waste Board and all Town departments that the Town was serious about recycling and reducing the volume of material sent to the landfill,as well as being proactive on this issue.He also said road base was recycled and a lot of the Glenshire Bridge was recycled and would become part of the 267 Bypass road base. Member Sutton moved to recommend that the Town Council adopt the proposed recycled procurement policy;Seconded by Member Fairman.Ms.LoBianco said that once this policy was in place, the Town would receive additional points for future grant competitions. Motion passed unanimously. Citizens Waste Management Advisory Committee Minutes August 1,2000 Page 4 g.AB 939 Annual Report—Jim Greco.Mr. Greco said the report had been filed with the Waste Board. Diversion rates were compiled by the ERL and indicated how much material was retrieved from the waste stream.37.88%of the waste came from Truckee and the analogy was that the same percentage should be credited to Truckee for recycled material. Discussions with the Waste Board were needed so a better counting method could be used to assure that Truckee was getting its fair share of credits toward the 50%reduction goal.The more you can count through curbside pickup programs,road regrindings,recycle bins, etc.,the better the Town's ratings would be. Mr. Greco reviewed various methods allowed by the CIWMB for calculating diversion rates. The traditional method("adjustment methodology")compared disposal in a reporting year to the base year waste generation adjusted for changes in population, employment, taxable sales, and the CPI. For Truckee, this would mean comparing the disposal tonnage to the 1995 adjusted base year waste generation for the Town to calculate the diversion rate.Many municipalities are pursuing a new base year, like 1999 rather than 1995. A new base year was derived by taking the reported disposal quantities(as reported by the ERL)and adding diversion tonnage in the same year to disposal tonnage to come up with a total waste generation tonnage. Mr. Greco stated that diversion tonnage was obtained by doing a diversion study.The study would strive to quantify as much ongoing diversion in the subject year as possible.The diversion rate was then calculated by dividing the diversion tonnage into the generation tonnage. The Town would then use this new base year waste generation in subsequent years and adjust it with the CIWMB adjustment methodology formula. A third method ("generation based methodology")discussed by Mr.Greco was similar to the second method.The only difference was that each year you quantify diversion and disposal and calculate the diversion rate by dividing diversion tonnage into generation tonnage. Mr.Wilkins commented that what does not show was diversion outside the ERL such as recycling at Teichert; recycled yard clippings donated to a landscape company for reuse,or home yard burning, etc. When all the other recycle areas were documented, the percentage rate should increase and the Waste Board should credit that amount to the Town. He further stated about 100,000 tons of used pavement were ground up and sent back out for road projects. Ms.Collomb suggested contractors learn about demolition recycling rather than bulldozing buildings. She also inquired as to whether or not the landfill offered any resale of recycle products. Member Ratto said they did not to any extent. Chair Ingalls asked why the recycle rate dropped by 7%if the tonnage increased?Mr. Greco said it was a different form of measurement and the current report was for one year.He said the Town was using a new calculation method. Mr.Greco felt the Town needed to obtain more accurate numbers for grocery stores recycled cardboard(75 tons)not being credited to the Town,include buy-back centers, book sales,yard sales,etc.The lower numbers of waste tonnage going to the landfill reflects a credit to the Town for recycling efforts. Build up the numbers in the waste disposal column, which in turn would flow over to the recycle column when you count everything. Mr. Greco said this was a new formula that the Waste Board had permitted municipalities to use.Mr. Delaney said the wood chip tonnage was up dramatically for cogeneration as well as the newspaper recycling sales to China.Wood chips to a non-permitted cogeneration facility were not counted as diversion percentage—if the plant was permitted,you can still only take credit for 10%, explained Mr. Greco. Citizens Waste Management Advisory Committee Minutes August 1,2000 Page 5 Mr. Wilkins said that next year's diversion formulas could change the net year's reporting to the Waste Board. He was also concerned about showing a dramatic increase in one year as the Waste Board would need a more detailed explanation of the irregularity from prior years.Mr.Greco felt the Waste Board did not recognize a lot of municipal programs and the Board did not recognize efforts adequately.He said that the situation was improving on the state level,but more emphasis was placed on program development rather than numbers on the annual report. Member Fairman thanked Mr. Greco and Ms. Collomb for their efforts in aiding the Town. h.Project Budget Status Report. Mr.Wilkins wanted to review a shift in priorities that may require an amendment to the consultants'contract.He said the Committee's work product was due to some staff effort (the consultants) and the Committee needed to monitor the budget closer. He suggested the Committee spend money on those programs that the Committee needed to emphasize.A revisitation of the contract and specific line items would be conducted at next the meeting. 6.
