1. CALL TO ORDER— Mayor deRyk Jones called the meeting to order at 2:00 p.m.
2. ROLL CALL: Council Members; Wallace Dee, Flora, Barr, Vice Mayor Goodwin, and
Mayor deRyk Jones.
Staff Present: Becky Bucar, Engineering Manager; Nicole Casey, Senior Accountant;
Christina Earnhardt, Administrative Services Manager; Johnny Goetz, Chief Building
Official; Dan Olsen, Support Services Manager; Rob Leftwich, Police Captain; Bret
Albert, Fleet and Facilities Manager; Thom Ravey, Street Maintenance Manager;
Carolyn Heller, Accountant II; Jessica Thompson, Senior Civil Engineer; Todd Landry,
Senior Civil Engineer; Alex Terrazas, Assistant Town Manager; Adam McGill, Chief of
Police; Dan Wilkins, Public Works Director/Town Engineer; Kim Szczurek,
Administrative Services Director; Tony Lashbrook, Town Manager; and Judy Price,

PUBLIC COMMENT - none.
5. WORKSHOP ITEM
5.1 Fiscal Year 2016/2017 Annual Operating and Capital Improvement Budget Review.
Provide direction for preparation of the Final Budget for 2016/2017
• Review introduction letter and revenues.
• Review recommended expenditures by department.
• Capital Improvement Program.
Council Direction:
• Change the name of the overlay designation.
• Include the pavement schedule from the pavement management update in the
budget to help make it user friendly (help the public understand the cost and
funding designation for road maintenance).
• Remove the pocket park line item balance of$20,000 move to one time revenue.
• Do a better job of getting out what projects we are doing and when we plan on
doing them out to the residents -TSSA fund awareness.
o The letter sent to Tahoe Donner from the Town is not being shared with
the residents.
• Address utility cover height with special districts.
• Update the full time equivalent table to include 16/17.

• Although we try not to penalize managers for not spending — "use it or loss it
budgeting" but we can look at the budgeted designations that are consistently
over budget.
• Change the budget to say "up to the maximum amount by law" and remove the
$645 reference.
o Include the spread sheet of other agencies pay and benefits.
• Bring back the recruitment issue and budget for it at the appropriate time.
• Place an item on the Council agenda for June with a Host Compliance
discussion.
• Confirm LAFco Budget.
• Share the cost of the insurance increased by the application of class and
compensation study.
• Chamber of Commerce request $385,000 the budget doesn't reflect it.
Specifically but money is available in economic development.
o Schedule one more committee meeting and then a recommendation to
Council on the Chamber contract.
o Chamber has to provide budget goals and a metrics $350,000 in the
budget for the chamber.
• Look at the Overtime budget in snow and refine the budget.
• Document the 20% maintenance to 80% construction ratio on trails Measure R.
• Document for the Oversight board the trade of equipment use from the "trail"
equipment and the public works equipment. (Some trail equipment is used for
non-trail uses and some non-trail equipment is used on the trails.)
• Track the internal staff costs for administration for Brickelltown Community
Facilities District for transparency.
• Bring back for a policy discussion - charging fees for use of credit cards when
paying Town fees.
• Tracking labor back to Capital Improvement Projects to assess the efficiency.
• Look into billing Transit for overhead and off-setting it with the general fund
contribution to transit for transparency reflecting the General Fund contribution to
transit.
• Look at shuttle services for 4th of July.
• Look at advertising opportunities on the buses.
• Update the Pavement Management Plan prior to considering additional requests
for non road maintenance projects from the Town Special Service Area funding.
• Create a Council sub-committee for the 25th.Anniversary recognition.
