1. CALL TO ORDER— Mayor deRyk Jones called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members; Flora, Barr, Vice Mayor Goodwin, and Mayor deRyk
Jones.
ABSENT: Council Member Wallace Dee.
Staff Present: Erica Jue; Administrative Analyst II; Kelly Beede, Administrative Analyst
II; Todd Landry, Senior Civil Engineer; Becky Bucar, Engineering Manager; Alex
Terrazas, Assistant Town Manager; John McLaughlin, Community Development
Director; Adam McGill, Chief of Police; Andy Morris, Town Attorney; Tony Lashbrook,
Town Manager; and Judy Price, Town Clerk.
3. PLEDGE OF ALLEGIANCE— led by Bill Seline.
4. PUBLIC COMMENT
Craig Rowe, Truckee High School English Teacher, "Latino/a Bridges" a college
admission mentoring program for outstanding Latino students. Last year's program had
one student receive a scholarship to attend UC Berkeley and one UCLA. Mr. Rowe is
present to support his students and request Council provide the students with
professional and civic engagement opportunities.
Patrick Flora announced Truckee High Track and Field team won their first ever State
Championship.
Joan deRyk Jones announced Cooper deRyk, Truckee swimmer, won the State record
for the 50 meter free style and 100 meter free events.
5. PRESENTATIONS
5.1 Mayor deRyk Jones Proclaimed June 4, 2016 as Truckee Day. The Proclamation
was received by Chelsea Walterscheid, Truckee Day Chair.
5.2 Mayor deRyk Jones inducted Nichole Dorr on the Truckee Day Hall of Fame.
5.3 Chief Adam McGill, and Bill Seline, Deputy Chief Truckee Fire provided a
presentation on Preparation for 2016 Wildfire Season.
Mayor deRyk Jones opened the presentation items to public comment.

6. CONSENT CALENDAR
It was moved by Council Member Barr and seconded by Vice Mayor Goodwin to
approve the Consent Calendar Items as follows:
6.1 Authorize town staff to make purchases from Silver State International in an
amount up to $280,000 for Fiscal Year 2015/2016.
6.2 Award the 2016 Slurry Seal Project to Intermountain Slurry Seal in the amount of
$708,673.40 and authorize a 10% contingency for a total authorized contract
expenditure amount of$780,000.
6.3 Authorize the Town Manager to award and execute the West River Street Bike
Lane construction contract to Q & D Construction in the amount of$1,699,000 and
authorize a 10% contingency for a total authorized construction expenditure
amount of$1,868,900.
6.4 Approve Resolution 2016-24 awarding an $11,160 one-time performance-based
pay amount to Town Manager Tony Lashbrook.
6.5 Authorize the Town Manager to execute jointly with the Truckee Fire Protection
District the Wildland Fire Agreement with CalFire for 2016/2017 to provide wildland
fire fighting resources within the Town of Truckee.
6.6 Accept and file the Treasurer's Report for Quarter Ended March 31, 2016.
The Consent Calendar carried with the following vote:
Ayes: Council Member Barr, Vice Mayor Goodwin, Council Member Flora,
and Mayor deRyk Jones.
Noes: none.
Absent: Council Member Wallace Dee.
Abstained: none.
The motion passed 4-0.
7. DISCUSSION ITEMS
7.1 STAFF REPORT—Truckee Thursday Shuffle Operating Agreement.
Recommended Action: Authorize the Town Manager to enter into an agreement with
Northstar California Resort for operation of the 2016 Truckee Thursday shuttles.
Kelly Beede, Administrative Analyst II, presented from the staff report (presentation on
file with the Town Clerk).
Council Discussion:
• A pick up at the Truckee Donner Recreation and Park facility will conflict with
their operations.
• The plan is for 30 minute headways in the Prosser area.
• Staff can provide an education opportunity about the regional transit
opportunities through the TMA to riders of the Truckee Thursday Shuttle.
• Next Bus —Town is working to be added to the system with the fixed route to the
regional Next Bus app. Adding temporary service will be looked at in the future.
• Town really wants to promote this bus service this year based on a significant
lack of parking due to construction, so the bus is offered at no charge to promote
ridership.
• Donner Lake route staff can re-visit the stops to confirm the route makes sense.
• The drivers will scan the area for folks moving towards the stop.

• To ensure safety there will not be "flag stops" for this service.
• Bike Truckee is offering a free bike corral for the event.
o The bike valet at their shop is being offered for all eleven weeks.
o Any information on alternative transportation will be promoted by the
event coordinator.
• Opportunities to put bikes on the shuttle buses will be looked into.
• Town can promote the bike corral on our transit marketing material.
• Trout Creek Trail completion is scheduled for August.
• Promote donations.
o Staff has discussed the donation opportunities with Northstar— They are
not set up for collection on the busses at this time.
o We can set up a fare-box where folks are getting off the bus.
Mayor deRyk Jones opened the item for public comment.
Vanessa Mora Garcilazo, Truckee High Student, collected and provided some feedback
on the Truckee Thursday shuttle from Spanish speaking members of the community
(Presentation on file with the Town Clerk).
Chelsea Walterscheid, Event Manager for Truckee Thursdays, stated the shuttle is
exciting. Acknowledged Kelly Beede, Administrative Analyst II and the TMA for their
effort. The event information booth can have a donation opportunities for the shuttle as
well. The TDMA sent out a teaser that garnered positive results.
Mayor deRyk Jones closed public comment.
Council Direction:
• Additional recommendation of direction for transit opportunity for July 4th
parade and fireworks events.
The staff recommendation was moved by Vice Mayor Goodwin, seconded by
Council Member Flora, and adopted with the following vote:
Ayes: Vice Mayor Goodwin, Council Member Flora, Council Member Barr,
and Mayor deRyk Jones.
Noes: none.
Absent: Council Member Wallace Dee.
Abstained: none.
The motion passed 4-0.
7.2 PUBLIC HEARING — Parcel Charges for Town Special Service Areas and
Permanent Road Divisions.
Recommended Action: Conduct a public hearing on Town Special Service Area and
Permanent Road Divisions and adopt Resolution 2016-23 setting assessments for the
2016/2017 fiscal year.
Todd Landry, Senior Civil Engineer, presented from the staff report (presentation on file
with the Town Clerk).
Mayor deRyk Jones opened the Public Hearing asking for anyone wishing to

speak in support or opposition to setting assessments for the Town Special
Service Area and Permanent Road Divisions for the 2016/2017 fiscal year.
Written comment received from the Tahoe Donner Homeowners Association.
Seeing none, Mayor deRyk Jones closed the public hearing.
Council Discussion:
• Wonder how this fits into the 30 year road maintenance plan. Simpler without
this funding source.
• It is not unusual for counties to have different rules for different developments as
they develop over time.
• If the homeowners are supportive the Council should be but if the time comes, it
might be worth discontinuing the TSSA collection.
The staff recommendation was moved by Council Member Flora, seconded by
Council Member Barr, and adopted with the following vote:
Ayes: Council Member Flora, Council Member Barr, Vice Mayor Goodwin,
and Mayor deRyk Jones.
Noes: none. •
Absent: Council Member Wallace Dee.
Abstained: none.
The motion passed 4-0.
