RESOLUTION NO 91 -3026
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY, CALIFORNIA, OPPOSING
ANY LEGISLATION ON REGIONAL GOVERNMENT AND
PROPOSING THAT CITIES ORGANIZE THE NECES-
SARY AGENCIES AT THE LOCAL REGIONAL LEVEL
WHEREAS, Assembly Speaker Willie Brown introduced Assembly
Bill 3 which will eliminate 27 Regional Boards and establish
seven (7) Regional Development and Infrastructure Agencies
throughout the State of. California; and
WHEREAS, the bill will require each regional agency to
develop a regional plan encompassing traffic congestion,, inade-
quate waste disposal and sewage capacity, lack of affordable
housing and deteriorating water and air quality; and
WHEREAS, the bill will establish within each County a local
agency formation commission with specified powers over the or-
ganization and development of local agencies; and
WHEREAS, the bill will specify the procedures for appoint-
ment and election of the agency board members and their terms,
compensation and powers; and
WHEREAS, an in -depth review of all legislation relevant to
Regional Governance has revealed a totally unsatisfactory array
of dictates; and
WHEREAS, the City of Temple City continually supports the
maintenance of local control and the concept of "home rule "; and
WHEREAS, the leadership and citizen support for solving
regional problems are best generated at the local level;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Temple. City, California, as follows:
SECTION 1. That the Council of the City of Temple City is
opposed to Assembly Bill 3, and, any proposed legislation that
would impact local activities by regionalizing them;
SECTION 2. That the City of Temple City proposes that all
regionalization activities be propagated by the cities
themselves.

SECTION 3. The City Clerk shall certify to the passage and
adoption of this resolution, and it shall thereupon be in full
force and effect.
PASSED, APPROVED AND ADOPTED on the 15th day of January,
1991.
