MEETING MINUTES
APRIL z3, 2007
I. CALL TO ORDER: Chairperson Beimer called the Veterans Affairs
Council meeting to order at 5:zo p.m.
II. INVOCATION: None

V. AGENDA POSTING: The agenda was duly posted by the City
Clerk for the April meeting.
VI. APPROVAL OF MINUTES: Chairperson Beimer calls for a motion
that the minutes for March zoo? be approved. Board Member
Mendoza motions that the minutes be approved. Board Member Perez
seconds the motion with one correction. All members vote
unanimously for approval of the minutes.
Correction: Board Member Perez stated that although the March
minutes read that he had no comment under Commission Orals he did
make the following comments at the March meeting: He stated that
he would be going back to Texas and would take sample photos of the
Veterans Memorial Monument in his hometown and bring them to
the next meeting. He also stated that when Veterans come to
Veterans Affairs Council meetings they want to hear about and
discuss issues that pertain to Veterans.
VII. INFORMATION ITEMS: None
VIII. SCHEDULED MATTERS:
A. VETERANS DAY PLANNING - Mr. Jose Trejo, Interim
Deputy Director of Recreation brought photo samples and related
costs of several types of Veterans memorials. The costs range from
approximately $z,ooo to $7,000. Mr. Trejo suggested a rock type

memorial on which to mount a plaque. Board Member Mendoza
stated that the concrete work could be done in-house and the City
would only have to pay for the plaque. Board Member Mendoza
stated that he likes the Cesar Chavez pedestal type memorial. Mr.
Trejo stated that the Cesar Chavez memorial was not done in-house,
it was constructed by an outside contractor. Once samples are chosen
this matter must be taken to Council for approval. Board Member
Perez announced that he brought sample photos of a memorial from
his Texas hometown. Mr. Trejo stated that the plaque should be
custom made and dedicated to local Veterans, inclusive of all branches
of the military and mention the City of Lynwood. Board Member
Perez stated that a couple of workers could do the job in one day. Mr.
Trejo also stated that once the location for the plaque is chosen the
size can be determined. Mr. Trejo stated that the Veteran Affairs
Council will do awalk-through of possible sites at the May Veterans
Affairs Council meeting and requests that this item be agendized. Mr.
Trejo suggested the planter by the Flag pole in front of Lynwood City
Hall as a possible location. Another option is near the John Byork
building in Lynwood City Park. Board Member Perez stated that this
is where we have City functions. He also stated that the rock
monuments look like headstones at a grave site. Mr. Trejo remarked
that there is less vandalism at City Hall and there is more traffic in
Lynwood City Park. Board Member Perez stated that many cities
have their memorials on street corners. The City of Downey
Veterans' Memorial is located near their theatre. Mr. Trejo stated that
if we stick with this concept we can have something to unveil for the
zoo? Veterans Day Ceremony. Chairperson Beimer asked the amount
of our budget. Mr. Trejo stated that this memorial can be done in-
house with the adopted budget. The memorial will not be as elaborate
as other cities. The approximate cost will be four to seven thousand
dollars, fifteen thousand total. This still requires City Council
approval. Board Member Perez stated that former Council Member
Armando Rea created this advisory board when he served as Mayor.
He asked if it would be possible to solicit donations. He knows some
people that could contribute some funds. He'll work on this between
now and the next meeting in May. Board Member Mendoza stated
that it would be great to have the memorial in time for the next
Veterans Day Ceremony.
IX. PUBLIC ORALS: Ms. Irene Garcia, z737 n>`h Street, stated that her
father served in WWII. She names multiple family members serving
in the Military including her son, a Marine, and her daughter in the
Navy. She has many nieces and nephews currently serving in Iraq.
She would like to see the concept for a Veterans Memorial Monument
become a reality to honor all American Veterans. Let's push forward
with this project.
Mr. Jeff Jones, Safety Risk Analyst for the City of Lynwood
introduced himself while sitting in the audience waiting fora 6:t5 p.m.
meeting. He is an Army Veteran, he served in both active and reserve
duty.
Chairperson Beimer stated that all ideas sound good. Can we get a
consensus from City Council?
X. BOARD MEMBER ORALS:

- FORD -Absent
- PEREZ -Stated that his grandson joined the Calvary as a scout in
Ft. Knox, Kentucky. He was invited to a demonstration of what
they've learned but he won't be attending. His grandson will
graduate in three or four months and he will be there for that.
Board Member Perez stated that we have to think of the new
Veterans that will be coming back to the area from the war.
- CALDERON -Absent
- MENDOZA - Stated that youth have no community pride, the
Transit Teen Square already has graffiti on it. Mr. Trejo stated
that approximately $500,000 was spent for improvements to the
area. He also stated that he agrees with Ms. Garcia that the plaque
should be in memory of all American Veterans. Hopefully Board
Members Ford and Wood will be present at the next meeting.
- WILLIAMS -Absent
- BEIMER - He would like Lynwood mentioned on the Veterans
Memorial Monument plaque. Mr. Trejo stated that he will talk to
Ms. Autra C. Adams, Interim Director of Recreation. We'll do a
walk-through at the next meeting and finalize the concept.
XI. ADJOURNMENT -The meeting was adjourned at 555 P•tT'• The
next scheduled meeting will be held at 5:00 p.m. on Monday, May zt,
zoo? (One week early due to the Memorial Day holiday on 5/z8/o7).
