ON TUESDAY, SEPTEMBER 25, 2007 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. recreatn\commission agendas & minutes\recreation & parks 2007.AUgust agenda & July minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for JULY 24, 2007 U Call to Order: The July 24, 2007 Recreation & Parks Commission meeting was called to order at 5:07 p.m. II/III) Invocation & Pledge: Mr. Greg Woods, Workplace Development Manager, gave the Invocation and the Pledge of Allegiance was recited. Iv) Roll Call: Chairperson Reed -Present Commissioner Espeseth -Present Commissioner Mendoza -Present vice Chairperson Salazar -Present V) Agenda Posting: The Agenda was duly posted for the July 2007 meeting as prescribed by the Brown Act. VD Approval of Past Minutes: Chairperson Reed requests that a motion be made for approval of the minutes for the Recreation & Parks Commission meeting held in June 2007. Commissioner Espeseth motions that the minutes be approved. Commissioner Mendoza seconds the motion. All Commissioners vote in favor of approving the minutes as written and the motion is carried. Ayes: 3 Noes: 0. (Vice Chairperson Salazar did not arrive until 5:20 p.m.) VII) Correspondence: None VIII) Public Orals: Ms. Linda Briggs, 10952 Cornish Avenue, stated that there is too much heathen music. She would like to see Gospel concerts held in the park. Ms. Briggs also stated that the thousands of dollars spent on the Fourth of July fireworks show could be someone's salary for one year instead. She would like to see nature in the park including elephants, horses, giraffes and cows. Children don't see these things anymore. Irene Garcia stated that all private fireworks should be banned in place of one City fireworks event. Fireworks are not sane, their insane. Let the record show that vice Chairperson Daniel Salazar arrived at 5:20 p.m. I~ Scheduled Matters: 2007 Goals Commissioner Mendoza inquires about the Neighborhood Beautification Tour. Chairperson Reed stated that the Beautification Tour must be reevaluated and modified; having citizens nominate homes is not going well. Vice Chairperson Salazar asks about the history of this event. Mr. Jose Trejo, Deputy Director of Recreation, stated that the purpose of the Neighborhood Beautification Tour is to provide incentive to Lynwood citizens to take pride in the maintenance and upkeep of their homes in order to beautify and improve their neighborhoods. First place winner receives a gift card to Home Depot, an award plaque and a Neighborhood Beautification Winner sign to place in their yard. Second and third place winners also receive gift certificates in smaller denominations and some participants receive only plaques. Commissioner Mendoza stated that in the past the City was divided into four sections. A section was toured and the Commissioners chose 20 homes. The selections were judged and narrowed down to the top three homes. Letters were sent to the residents inviting them to a Recreation Commission meeting to receive their awards. Vice Chairperson Salazar recommended sending fliers to the community as well as continuing to have public submit applications. Chairperson Reed requests that the Neighborhood Beautification Tour be agendized as a 2007/2008 Goal. She would like to discuss how to implement this program in depth. Mr. Trejo mentioned that there has been discussion to make this event a project for the Quality of Life Department. Chairperson Reed would like to see it kept in the Recreation Department. Chairperson Reed stated that by now we should know who our Christmas Parade Grand Marshall will be. She is informed by outside sources of Recreation events. At one time the Commission used to receive a quarterly schedule of events. Mr. Trejo stated that he will provide an outline of special event dates including their budgets at the next meeting. He stated that the Christmas Parade has been calendared but is subject to change. Vice Chairperson Salazar stated that Fiestas Patrias should go through the Recreation Commission. where does the Recreation & Parks Commission fit in? Mr. Trejo stated that the proponent didn't bring the Fiestas Patrias event to this Commission. Chairperson Reed stated that the Marketing Department is using Recreation funds for events. Commissioner Mendoza stated that the Marketing Department has to work with us. Mr. Trejo stated that not all events involve the Recreation Department but most do. Chairperson Reed stated that the Fiestas Patrias event was presented by the Marketing Department. The letter IX) Scheduled Matters: 2007 Goals -Continued that was given to Marketing should have been given to the Recreation Department. Vice Chairperson Salazar stated that the City Council assigns Commission with certain events. Chairperson Reed stated that Council is overwhelmed right now. Chairperson Reed stated that we need to have a Commission Workshop. Vice Chairperson Salazar stated that an orientation to the Commission would have been nice. Mr. Trejo asks when the Commission would like to meet. Chairperson Reed suggests Thursday, 8/30/07 from 5 p.m. to 6 p.m. in Room #2 of the Community Center. The Commissioners will be reminded of the meeting by mail. Mr. Trejo stated that the budget hasn't been adopted yet. Once the budget has been adopted the Recreation Department will have a better idea of where it's headed in terms of special events. He can't give clear information until then. Mr. Trejo expects that the Budget will be adopted at the first Council meeting in August. Chairperson Reed stated that it's important to go on record because Council does read all minutes. Commissioner Mendoza would like an update on adding another member to the Commission. Chairperson Reed stated that the City Clerk wants this on the Council Agenda. Mayor Pro Tem Pedroza would like to appoint Charles Wood to the Recreation & Parks Commission. Vice Chairperson Salazar wants to know how we normally appoint. Chairperson Reed stated that the City Council appoints Commissioners. The City Clerk can't do anything until she hears from the City Council. Mr. Trejo stated that Recreation staff can't put this item on the agenda until Council directs them to do so. Currently Mr. Wood can attend the meetings but he would not get paid and he can't vote on any motions. Commissioner Mendoza stated that Lynwood is our City. It's Council's problem if they are having a hard time. Chairperson Reed stated that it any Council members lose their seat the Commissioners they have appointed will be gone in 30 days. Mr. Trejo stated that he would express the Commissioners' desire to have the vacancy filled. Chairperson Reed states that one of their goals will be to have that vacancy filled. X) Staff Reports: A. Facility Usage Report -Attached for review. Chairperson Reed stated that City Council appointed this Commission to handle fee waivers. She stated that Bateman Hall has a new Manager, Ms. Phyllis Lyons. Chairperson Reed mentioned that the late Ms. Elizabeth Dixon came to a Recreation Commission meeting with a x) Staff Reports: Continued list of many ideas to generate revenue for the City. Chairperson Reed has been discussing ideas with Ms. Lyons. B. Division Monthly Reports - Handed out by Mr. Trejo. He mentioned that the old Senior Center Rooms at the Community Center are looking good with the addition of carpeting and mirrors. He stated that they rooms are being turned into a multi- purpose area and formal meeting room. C. Current Programs/Activity Report - • Summer Concert Series -Concerts will be held on Wednesdays at 6 p.m. on the City Hall front lawn. Del Atkins will perform on 7/25/07. • Linda Sanchez's Senior Health Fair -This annual health fair will be held in the City of Artesia on 8/22/07 from 9 a.m. to ~ p.m. • ActiveNet Software Program - Mr. Trejo spoke about the ActiveNet Software Program for online registration. The City website will have a link to the ActiveNet site. Vice Chairperson Salazar asked if the program will create a database of email addresses, registration reminders, deadline reminders, etc. Mr. Trejo stated that Recreation staff is still in training and information will be brought to the Commission when we're ready. Vice Chairperson Salazar stated that the Sports Division is already using similar software. He also asked when the Recreation Superintendent II position in the Sports Division will be filled. Mr. Trejo responded that the position should be filled by the end of this month. • Sports Programs - Mr. Trejo stated that registration for the Summer Basketball Camp wasn't that great. vice Chairperson Salazar asked if there was a reason for the poor registration. Mr. Trejo responded that some participants are on vacation or in Summer school. Chairperson Reed stated that advanced scheduling would help with this problem. Commissioner Mendoza inquired about the Girls Softball Program. Mr. Trejo stated that overall there has been a 25% increase in participation. vice Chairperson Salazar stated that he is in favor of hosting tournaments with other cities in order to improve the perception of the City of Lynwood. He has heard comments such as "I love my kids so much I don't want to expose them to danger." Commissioner Mendoza stated that when outsiders see St. Francis Medical Center they're amazed. It helps our image in the eyes of others. They love Lynwood City Park and want to come back. Mr. Trejo stated that all programs have partnered with other cities. This encourages X) Staff Reports: Continued residents to enroll their children in programs. Vice Chairperson Salazar stated that our playing fields are great, they have grass. Our overall goal should be to encourage other cities to spend their money in the City of Lynwood. XU COmmi$$fOn OraIS: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth -Asked if we have Boy & Girl Scouts in Lynwood. Mr. Trejo stated that we have both. • Commissioner Mendoza - No comment • Chairperson Reed -Stated that she has a problem with receiving a flier from the Mayor and Council members inviting employees to the concerts. She also stated that this Commission has made a recommendation to have concerts in the park not on the City Hall front lawn. Wednesday night is an inconvenient time for the Summer concert series. At the next meeting Chairperson Reed would like to know how much each performer is costing and if the funds are coming from the Recreation budget. Chairperson Reed also asked for afollow-up on ME America's request to agendize their item for Council. • Vice Chairperson Salazar - No comment XID Adjournment: The meeting was adjourned at 6:00 p.m. The next regularly scheduled meeting will be held on August 28, 2007 in the Lynwood City Hall Council Chambers.
