IV) Roll Call: Chairperson Reed -Present Commissioner Espeseth -Present Commissioner Mendoza -Present vice Chairperson Salazar -Present v) Agenda Posting: The Agenda was duly posted for the June 2007 meeting as prescribed by the Brown Act. VU Approval of Past Minutes: Chairperson Reed requests that a motion be made for approval of the minutes for the Recreation & Parks Commission meeting held in May 2007. Commissioner Espeseth motions that the minutes be approved. vice Chairperson Salazar seconds the motion. All Commissioners vote in favor of approving the minutes as written and the motion is carried. VII) Correspondence: None VIII) Public Orals: Mr. Greg Woods, Workplace Development Manager for the City of Lynwood stated that the Juneteenth program held on 6/23/07 was outstanding. He was there to feed the entertainers and guests. He enjoyed the watermelon eating contest. Chairperson Reed stated that this was the first time she's seen the park utilized to its full potential. She thanks Ms. Lyons for her hard work and efforts. It's the nicest Juneteenth event in many years. Irene Garcia stated that the program was very good. She won $'100.00 in a 50/50 raffle. She invited her neighbors to put forth an effort to come out and enjoy the day. If they didn't, they missed out. IX) Scheduled Matters: A. 2007 Goal Setting (Fee for Concerts) - Mr. Trejo stated that current programs are being evaluated. The Department is considering accessing fees for admission to concerts. The Commission is invited to provide input. Vice Chairperson Salazar asked about the purpose for the concerts. He asked who is in charge of the concerts and if they are conducted to promote the entertainers and whether or not the turnout is good. He also inquired if there is a charge to help defray the cost to the City. Mr. Trejo stated that the Marketing Department is in charge of promoting the concerts however they are still handled by the Recreation Department. Their purpose is to provide community entertainment during the evening hours and geared mainly toward adults. Currently the concerts are free and some of the concerts are more successful than others. Chairperson Reed stated that she would like to see the costs of conducting the concerts reduced. She would also like to see different performers. She feels we are losing the Lynwood audience because the same entertainment is featured too often. Chairperson Reed stated that most of the audience is made up of people from other cities because they cant find free entertainment in their communities. She stated that spending S'10,000 on entertainment is too much to spend and not pack the house and service Lynwood residents. Commissioner Mendoza stated that cities such as Downey and Montebello offer free concerts in their parks but they make money by selling concession items. Mr. Trejo stated that the main objective of the concerts is to promote the Lynwood community and not to create revenue for the City. He stated that a reduction in concert costs is proposed for the 07/08 fiscal year. Chairperson Reed recommends having all Summer concerts in Lynwood City Park, she certainly enjoyed sitting in the park. Mr. Trejo stated that the Summer concerts in the park are particularly popular due to the weather and family atmosphere. Commissioner Mendoza asks if Lynwood High School and Hosier Middle School bands can come to perform in the park to provide entertainment. Vice Chairperson Salazar stated that the Young Marines want exposure and would like to be invited to openings and other events. He inquired about a youth Mariachi band meeting in the park. Mr. Trejo stated that unfortunately many of the youth have a conflict with their own schedules and school events. He also mentioned that even small events run into costs due to staff salaries. Mr. Trejo stated that this matter could be brought back on the July agenda. He thinks we should consider concert themes. Ms. Lyons stated that the Scheduled Matters: Continued Lynwood Idol winners were on the small stage at the Juneteenth event. They may perform at no cost however they do sell concessions. Chairperson Reed mentioned that Compton also has an Idol contest. The Commissioners also briefly discussed various other special events held throughout the year: Fourth of July, Cinco de Mayo, Black History Month, Christmas and Juneteenth. Mr. Trejo stated that cultural and holiday events are the most popular. Commissioner Mendoza stated that he thinks Cinco de Mayo should be done away with. He doesn't celebrate this day. He stated that many states and cities don't celebrate Cinco de Mayo. The City should celebrate Fiestas Patrias instead. Commissioner Salazar stated that Fiestas Patrias is usually celebrated with a carnival and month-long soccer tournament. Mr. Trejo replied that there are different elements to the celebration every year. Plaza Mexico always brings well-known talent to Fiestas Patrias. Our Cinco de Mayo celebration provides a carnival and an educational component however its difficult to compete with Plaza Mexico on media exposure and talent. The City is unable to provide elaborate events due to the costs involved. The City participates in the sponsorship of the Ms. Fiestas Patrias Pageant through Lynwood High School. Commissioner Mendoza stated that concerts at Plaza Mexico are free on Friday, Saturday and Sunday nights. There is lots of traffic and parking problems every weekend. Commissioner Salazar stated that the idea is to bring outsiders to Lynwood to spend money. Commissioner Mendoza doesn't believe the people attending the concerts are from Lynwood and he doesn't think they are spending their money in Lynwood either. Lynwood residents Can't shop in Lynwood because there's nowhere to park. He stated that Anna's Linens has threatened to leave because they are losing business. There is a Merchants Association to deal with these issues. B. Commission Duties & Responsibilities - Attached for review. Chairperson Reed requests that Vice Chairperson Salazar read the Recreation & Parks Commission Duties & Responsibilities out loud (he did so). She stated that individuals should go through the Recreation & Parks Commission for fee waiver requests, instead of directly to Council. Scheduled Matters: Continued Commissioner Mendoza stated that the Commissioners care and want to know what's going on in the City. He stated that when Oscar Flores was the Chairperson of the Commission, one of their goals was to work closely with Recreation staff on programs. If the Commissioners stay within their boundaries they will receive Council support. Chairperson Reed stated that Mayor Pro Tem Pedroza appointed Charles Wood to this Commission. Mr. Trejo stated that he would forward the matter to the City Clerk's Office or ask the Interim Director to intervene. He will have an update for the Commission at the next meeting. C. Fee Waiver Policy -The Commissioners discussed the Fee Waiver Request from ME America on the May agenda. The non-profit organization was granted a fee waiver for use of a meeting room, however it is not an automatic waiver. ME America must meet certain criteria such as providing proof of their non-profit status and additional documentation. The final decision will be made by Autra C. Adams, Interim Director of the Recreation & Community Services Department once she receives the proper paperwork from ME America. X) Staff Reports: A. Facility Usage Report -Attached for review. B. Division Monthly Reports -Handed out by Mr. Trejo. Chairperson Reed stated that she would like to see the Line Dancing Class expand to two nights. She asked if there is a standard liability form for the exercise room at the Senior Center. Chairperson Reed would like to see the policy posted in the Exercise Room at the Senior Center and the Weight Room at the CTC, as well as the Sewing Room at the Senior Center. Mr. Trejo stated that drop-in patrons are not required to fill out a form; the policy must be posted in the area. Enrollments in a contract class require individual waiver forms. C. Current Programs/Activity Report - Ms. Phyllis Lyons gave a report on the recent Juneteenth event. She stated that the park was ready for the event at 10:30 a.m. The car show was held on Mulford and Spruce. Over 62 vendors were selling their products and two stages were going at the same time. All feedback has been positive so far. Commissioner Mendoza stated that he was there all day and everything went really well especially the Staff Reports: Current Programs/Activity Report -Continued entertainment and singers. Chairperson Reed wants to go on record commending Ms. Lyons and the Juneteenth committee for all their hard work. Only the committee knows what may have gone wrong, everything went smoothly according to the public. Chairperson Reed stated that she would talk to Mr. Trejo later about concerns. She would like to have a debriefing dinner meeting for the committee. The event was publicized on a TV spot, radio spot, billboard at Plaza Mexico, through the Chamber, at churches and schools, and through community efforts. Chairperson Reed stated that the program brochure was very good; providing lots of information. Ms. Lyons stated that there was an info booth for children. Chairperson Reed took some programs to people at her job that don't know about the Juneteenth holiday. She heard many compliments on the programs and kept giving them away. Overall it was an outstanding program and great turnout. Chairperson Reed stated that the Department should look at providing committees for other programs. XD COmmiSSiOn OraIS: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth -She stated that fireworks have been going on for over a week now in her neighborhood. • Commissioner Mendoza -Stated that he has reported the standing water all around Lynwood City Park to the Public Works Department but it's still there. He commented that the park drainage is lousy. He sees the water everyday on his walks. He is worried that mosquitoes will breed during the hot Summer weather and spread disease. Mr. Trejo stated that the sprinkler heads will be replaced; they are currently on order. Mr. Trejo also commented that the tennis court area will be redone with signage, cameras windscreens and new ground cover. The bleachers in the park were removed due to safety reasons. • Chairperson Reed - No comment • Vice Chairperson Salazar - No comment XIU Adjournment: The meeting was adjourned at 6:00 p.m. The next regularly scheduled meeting will be held on July 24, 2007 in the Lynwood City Hall Council Chambers. Put back in public orals if confirmed Mr. Charles Wood was in the audience and announced that there will be a Baseball Tournament on Thursday, May 24, 2007. The kids would appreciate some support.
