CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for MAY 22, 2007 U Call to Order: The May 22, 2007 Recreation & Parks Commission meeting was called to order at 5:06 p.m. II/III) Invocation & Pledge: Chairperson Reed gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. IV) Roll Call: Chairperson Reed -Present Commissioner Espeseth -Present Commissioner Mendoza -Present vice Chairperson Salazar -Absent V) Benda Posting: The Agenda was duly posted for the May 2007 meeting as prescribed by the Brown Act. VU Approval of Past Minutes: Chairperson Reed requests that a motion be made for approval of the minutes for the Recreation & Parks Commission meeting held in April 2007. Commissioner Espeseth motions that the minutes be approved. Commissioner Mendoza seconds the motion. All Commissioners vote in favor of approving the minutes as written and the motion is carried. Ayes: 3 Noes: 0. VII) Correspondence: M.E. AMERICA (non-profit community advocacy committee) is requesting a Fee Waiver for a meeting room for the third Monday of every month. Ms. Nanette Coleman, Executive Director of M.E. AMERICA gave a brief overview of the, organization. They "represent residents in the acquisition of equal opportunity to jobs, access to city programs and funding and fair and just handling to all community concerns, and act as liaisons between the community and the local governmental agencies including, but not limited to, City Hall, City Council, Sheriff's Department and local School districts" Commissioner Mendoza asked who makes up the group. Ms. Coleman responded that the committee is comprised of Lynwood residents and volunteers. He also wanted to know what size meeting room would be necessary. Ms. Coleman stated that she expects 50 to 100 members. Mr. Jose Trejo, Deputy Director stated that staff would have to check Bateman Hall for availability as the Community Center rooms are unable to accommodate crowds of that size. M.E. AMERICA must also provide proof of their non-profit 501c3 status and business license. Chairperson Reed requests that a motion be made for this request. Commissioner Correspondence: Continued Espeseth motions that the fee waiver be approved. Commissioner Mendoza seconds the motion. All Commissioners vote in favor of approving the fee waiver request and the motion is carried. Ayes: 3 Noes: 0 VIII) Public Orals: Ms. Paulette Bradley, 3992 Platt Avenue, Lynwood commented on the Juneteenth flier. She stated that the flier is great but doesn't "speak" Juneteenth. The red, white and blue colors represent "get out and vote". She would like to see a different color scheme and a praise dancer breaking free of shackles on the flier. The names of the entertainers should also be listed in order to promote them. Chairperson Reed stated that Marketing is in charge of this event. She is in total agreement with Ms. Bradley and we can discuss this further under Current Program Report. Ms. Nanette C. Coleman, 12655 Belinda Court agreed with Ms. Bradley on the Juneteenth flier. She would like to see a different format, a brief explanation on the meaning of Juneteenth and a location listed on the flier. She thinks the concert should be part of the daytime activities and no one should have to leave to another location to attend the concert. Ms. Coleman announced that she posted City of Lynwood Juneteenth activities on the juneteenth.com website. Ms. Coleman also commented on the conduct of Mr. Perry Brents, Deputy Director of Recreation. She stated that he took over the meeting and he was not behaving like a team player and should not be part of the Juneteenth committee. Mr. Owens, 12600 Waldorf Drive, Lynwood commented that he would like to see the cultural colors of Juneteenth on the Juneteenth flier. Why are we trying to create something else when this has already been done? There is a Juneteenth logo already in use all over the Country. Mr. Owens stated that the last meeting ran fairly at the beginning. This community is supposed to be providing input for this activity without employees giving their authoritative opinions. He would like to see activities for youth showcased during the daytime hours. He talked to his nephews and they would like to see comedy clown shows and Krump dancing. Chairperson Reed requests that these issues be discussed at the next Juneteenth committee meeting on 5/23/07. She hopes that someone from the Marketing Department will be able to attend the meeting. Public Orals: Continued Ms. Bradley stated that she will be unable to attend the next Juneteenth committee meeting but would like it on record that she would like the concert to be held in the park. She was unable to attend the concert last year after spending the whole day at the park and having to walk home. Commissioner Mendoza stated that Juneteenth should be an event that everyone can attend and enjoy. Ix) Scheduled Matters: 2007 Goal Setting - By general consent Chairperson Reed tabled the 2007 Goal Setting to the next meeting due to an anticipated lengthy discussion. She is glad to see an audience tonight and thanks everyone for attending. She would like to see a list of previous goals at the June meeting in order to check off any accomplishments. Chairperson Reed also stated that she hopes Daniel Salazar, our new vice Chairperson will be present at the June meeting to share his input. X) Staff Reports: A. Facility Usage Report -Attached for review. Chairperson Reed requests that this report be typed in a larger font even if it's necessary to go back to a two or three page format. The print is just too small to read. She stated that we are doing a fantastic job of not waiving too many fees. Bateman Hall is booked far in advance. Chairperson Reed asked if the Senior Center will be rented. Mr. Trejo stated that there has been no feedback or discussion on this. Chairperson Reed stated that anyone aged 55 and older must be encouraged to utilize the center. Send your parents, grandparents, aunt, uncles, etc. She stated that the Women & Girl's in Sports Day event was a good program and was very well-attended. B. Division Monthly Reports -Handed out by Mr. Trejo. Irene Garcia, 2737 111`" Street, Lynwood inquired about removing two items from the Monthly Division Report that are no longer valid. Mr. Trejo stated that Chairperson Reed asked that they be removed at the last meeting. This has been taken care of by Mr. Trejo. C. Current Programs/Activity Report - Phyllis Lyons, Recreation Superintendent II reported on the upcoming Juneteenth event. She gave a brief history of the actual holiday itself, celebrating the freedom of slaves. Ms. Lyons also shared how a lady friend of Mayor Byrd's brought the celebration to the City of Lynwood approximately 15-years ago. There will be a fabulous day of celebration from 11 a.m. to 6 p.m. on 6/23/07. The festivities will include the Clara Ward Singers, quartet Gospel singers, poetry, ethnic dancing, tribal drums, praise music, a water melon eating contest, board games, a variety of entertainment, and plenty of delicious food. There will also be a car & motorcycle show in Lynwood City Park. She suggested that Ms. Garcia bring her motorcycle. Volunteers are needed for this event. Ms. Lyons would like to see Lynwood City Park packed with people enjoying this day. Commissioner Mendoza asked about the concert and if all of these activities would take place in one day. Ms. Lyons responded that the concert will take place at 6 p.m. at Lynwood High School. He suggested that Juneteenth be a two-day event over Saturday and Sunday. Ms. Lyons stated that this would increase our budget tremendously and is unfeasible. Chairperson Reed commented that she is in agreement with Ms. Bradley and would like to see the flier changed. It should advertise the activities such as dominos and card games and give a reason to attend the event. She also remarked that the Juneteenth concert at the High School has not been well-attended in the past. People find it hard to spend the whole day in the hot sun, go home, get ready for a concert and go to another venue. Once people are home they tend to stay home and most of the audience will be lost. They would prefer that the concert be held in Lynwood City Park and not at the High School. Chairperson Reed asks that staff listen to the residents of this community on this request. She wants swell-attended event and would like to see the whole budget spent on events to be held in Lynwood City Park. Chairperson Reed also commented that the City must change its way of thinking and begin to charge for concerts held at Lynwood High School. Commissioner Mendoza stated that we won't have an audience if we charge admission to concerts. Everyone will come out for a free event. XU Commission Orals: (Please abide by the 3-minute time limit for each commissioner • Commissioner Espeseth -Stated that Juneteenth sounds like it'll be a really good event. • Commissioner Mendoza -Commented that Lynwood City Park is deteriorating. He's mentioned the standing water before and his concern about mosquitoes. Mr. Trejo responded that the broken sprinkler heads around the park will be replaced in the next week. • Chairperson Reed - Commented that the bleachers have been removed from the T-ball area because they are unsafe. In order to install new bleachers they must sit on a slab of concrete. This project must be fit into another budget. • Vice Chairperson Salazar -Absent XIU Adjournment: The meeting was adjourned at 6:00 p.m. The next regularly scheduled meeting will be held on June 26, 2007 in the Lynwood City Hall Council Chambers. CITY OF LYNWOOD RECREATION ~ COMMUNITY SERVICES DEPARTMENT COMMISSIONS & BOARDS COMMUNITY AFFAIRS COMMISSION The City of Lynwood Community Affairs Commission is a group of five residents from throughout the City of Lynwood. The Commission's principal responsibility is to foster mutual respect and understanding among all racial, religious and ethnic groups within the Lynwood community. The Community Affairs Commission makes recommendations to the Lynwood City Council on plans, programs, events and activities which will provide opportunities for community involvement, increase community awareness and foster good will among all residents of the City of Lynwood. The Community Affairs Commission meets on the third Wednesday of each month at 5:00 p.m. in the Lynwood City Hall Council Chambers, 11301 Bullis Road, Lynwood, CA 90262. RECREATION 8~ PARKS COMMISSION The City of Lynwood Recreation & Parks Commission is comprised of five Lynwood residents. The Recreation & Parks Commission is responsible for making recommendations to the Lynwood City Council for the proper conduct of public recreation within the City. The Recreation & Parks Commission is involved with the current and future planning, development and the general supervision of public recreation within the City; jointly with various other agencies that have entered into agreements with the City. The Recreation & Parks Commission meets on the fourth Tuesday of each month at 5:00 p.m. in the Lynwood City Hall Council Chambers, 11301 Bullis Road, Lynwood, CA 90262. YOUTH COMMISSION The City of Lynwood Youth Commission is a body of students that meet to discuss youth-related topics. Their main purpose is to provide input on relevant community issues and to promote youth participation in community events and activities. The Youth Commission is responsible for making recommendations to the Lynwood City Council on changes to procedures, policies and/or legislation that will affect and/or improve the quality of life for youth in the Lynwood community. The Youth Commission meets on the third Wednesday of each month at 5:00 p.m. at the Lynwood Youth Center, 11409 Birch Street, Lynwood, CA 90262. e VETERANS AFFAIRS COUNCIL The Veterans Affairs Council is a volunteer group for retired or active military personnel. Board Members meet to discuss various issues related to military life such as military benefits and health care issues, and to share information that impacts veterans and their families. Annually on Veterans Day, the Veterans Affairs Council commemorates all war veterans and active military personnel with a wreath ceremony held on the front lawn of Lynwood City Hall. Currently the Veterans Affairs Council is working to have a new Veterans Memorial Monument erected in Lynwood City Park. They welcome new members to come and join their group. The Veterans Affairs Council meets on the 4th Monday of each month at 5:00 p.m. in the Lynwood City Hall Council Chambers, 11301 Bullis Road, Lynwood, CA 90262. The Community Affairs Commission, Recreation 8~ Parks Commission, Youth Commission and the Veterans Affairs Council do not meet during the month of December.
