1. CALL TO ORDER: Meeting called to order at 5:33 p.m. by Becky Bucar

6. DISCUSSION ITEMS
6.1 Truckee Tax Measure Expenditures for 2014/2015 Fiscal Year.
Recommended Action: Make a determination that the expenditure of Measure V and
Measure R funds in the 2014/2015 fiscal year were consistent with the provisions of
Measure V as established by the voters in the November 4, 2008 general election and with
the provisions of Measure R fundsas established by the voters in the June 3, 2014 special
• election.
• Judy Price presented the roles and duties of the Committee ' •
• Becky Bucar presented from the memo
o Becky Bucar explained how the pavement maintenance fund works(handout
on file with the Town Clerk)
o Staff presented Measure V expenditures.
• Committee asked for clarification fiscal year parameters.
• Discussed how funding for a project is divided between different
accounts like TSSA (charges on parcels in Tahoe Donner and
Glpnshire to provide an increased service level,)Measure V,General
Fund, etc.
• Gas tax money is provided to the Town by the state and is used to
fund snow removal and street maintenance.
• The pavement maintenance program has a schedule prioritizing
which roads get fixed based on the slurry seal schedule (roads that
will be sealed in the near future have their cracks, potholes, etc.
prioritized.)
• The Committee asked for clarification on the Donner Pass Road/
Glenshire Drive widening (project can be found on page 30.)
• The road was widened during repaving to fit a two-stage left-
turn lane. •
• The road will be re-striped this season.
o Becky Bucar presented the Measure R expenditures.
• Measure R funds are used for Town maintained trails.
• Purchased equipment for the trail maintenance.
o Most Measure V funds are spent within a 5 year period.A 5 year CIP(Capital
Improvement Project) budget is proposed to help plan the use of the money
to make sure the funds are used in a way that has long-term benefits
(handout on file with the Town Clerk.)
o Measure R funds are saved to be able to match grant funds and/ or build
trails. The funds are saved until spend on trails/specific projects.
• The Trails and Bikeways Masterplan is used as a starting point to
determine trail priorities, as well as the Council budget process and
input from local organizations like the Truckee Trails Foundation.
o Budget amendments account for unforeseen budget changes throughout the
year after the budget is adopted. All amendments must go to Council for
approval.
• Sometimes projects can be postponed into the next year, but overall
5-8 projects are undertaken every year. Postponed projects would go,
to council for budget amendments.
o Discussed the 5 year outlook for Measure V/R for the 16/17 Fiscal Year.
• This is to make sure the project is a sound long term investment.
• Slow tourist seasons can decrease the amount of Measure V/R
funding because of decreased tax revenue.
o Road striping/painting can be added into CIP projects, but Measure V funds
are not used to fund the Public Works department for general road
maintenance.
• Council sets aside $750,000 to fund large pavement maintenance
projects in addition to Measure V funds. This amount is proposed to
be increased to $1,000,000 during the 16/17 Fiscal Year.
o Curb and gutter cost: curb and gutter was old and needed replacement
• May be similar expenditures in the future.
• Sidewalks are identified for replacement and the Town notifies the
property owner. The Town may choose to also replace the curb and
gutters at the same time.
o Town right-of-ways are typically.60-80 feet.Town typically owns all asphalt in
a road. Driveways typically to run into the Town's right-of-way, but it is there
• by an encroachment permit, so it stays the property owner's responsibility.
• Motion to recommend the report by Richard. Second by Nancy.

• Additional comments by the Committee:
o The Committee prefers to meet after work.
o Does the committee want to meet more than once a year?
• Members of the board could be notified about budget information and
go to Council with concerns during public comment.
• Members expressed an interest for more detailed information
about how the funds are spent within each projects (over/
under budget.) CIP end of year audits can be provided to
committee members
• Committee verifies if expenses are consistent with the ballot
• language at the end of the fiscal year when the projects close
out for the year.
